on the model, the method of completion, the marking of the length of validity and the registration of two-part coupons proving the payment of the fee for the use of motorways and express roads
The Ministry of Finance provides pursuant to § 46 (3) of Act No. 13 / 1997 Coll., on Road, as amended by Act No. 102 / 2000 Coll., for implementation of § 21 (5):
§ 1
Preliminary provisions
(1) A two-part coupon (hereinafter referred to as "coupon") is a price which shows the payment of the fee for the use of motorways and express roads.
(2) The coupon is differentiated according to the length of validity per coupon per calendar year, per calendar month, per 10 consecutive days or per day and per vehicle weight.
(3) The model coupons referred to in paragraphs 1 and 2 are set out in the Annex.
§ 2
(1) In the case of coupons, the first part of the coupon is that part which is placed in a motor vehicle and is in the shape of an irregular hexagon with rounded corners of a radius of 4 mm. External dimensions are 61 x 61 mm with two shortened corners. The distance between opposite sides in horizontal and vertical directions is 61 mm.
(2) For coupons, the second part is the shape of a rectangle of 53 x 77 mm (height).
§ 3
Coupon elements
(1) On the front of the first part of the coupon visible from the inside of the vehicle and on the back of the first part of the coupon visible from the outside of the vehicle, the following elements are:
(a) a pictogram of the vehicle symbolising the relevant mass category;
(b) digits indicating the year of validity;
(c) the period of validity indicated for the annual coupon by the letter R, for the letter M of the month, for the letter D of the 10-day period and for the letter J of the day;
(d) an indication of the total weight of the motor vehicle or combination (hereinafter referred to as the "motor vehicle") for which the coupon is intended,
(e) by the circumference of the lower part of the coupon, valid for one calendar month, the digits 1 to 12 for the indication of its validity in the month in question;
(f) by the circumference of the upper part of the coupon, valid for a period of 10 consecutive calendar days or for a period of one day of the figure 1 to 31 for the indication of the date on which it begins to be valid and the circumference of the lower part of the coupon of the figure 1 to 12 for the indication of the relevant calendar month;
(g) a wide area protective layer,
(h) a holographic item which is printed only on the front of the coupon by a two-letter series and a six-digit serial number. The annual coupon has a holographic element of gold, moon, ten-day and one-day coupons have a holographic element of silver.
(2) On the front of the first part of the coupon visible from the inside of the vehicle is the marked space for registration of the registration plate.
(3) On the front of the other part of the coupon are the following elements:
(a) digits indicating the year of validity;
(b) the period of validity indicated by the letter R for the annual coupon, for the letter M for the month, for the 10-day letter D and for the one-day letter J;
(c) the inscription "BUDGET PROHIBITING THE PAYMENT FOR THE USE OF ALERT AND FISH STRENGTH (2nd PART),"
(d) an indication of the total mass of the motor vehicle for which the coupon is intended,
(e) a pictogram of the vehicle symbolizing the relevant mass category;
(f) the space for registration of the registration number;
(g) a holographic item reprinted with the same two-letter series and the same six-digit serial number as on a coupon in a motor vehicle. The annual coupon has a holographic element of gold, moon, ten-day and one-day coupons have a holographic element of silver.
§ 4
Colour design of coupons
(1) The colours of the coupons referred to in Articles 3 (1) (a) to (f), 3 (a) to (e), 5 (1) to (4) and (7) and 6 (1) to (4), (7) and (8) are chosen in such a way as to guarantee their easy legibility and mutual recognition. One of the colours of the coupon background shall be the protection iris crossing of shades.
(2) The underlying background colour is used for the coupon valid for:
(a) calendar year colour blue,
(b) calendar month color green,
(c) 10 days colour red,
(d) one day the colour of brown.
§ 5
Area solution of the first part of the coupon
(1) The pictogram of the vehicle symbolizing the relevant mass category is 5 mm high and wide according to the mass category for:
(a) vehicle up to 3,5 tonnes - 12 mm,
(b) vehicle over 3,5 tonnes up to 12 tonnes - 13 mm,
(c) a vehicle over 12 tonnes - 14 mm.
The symbol for the weight category up to 3,5 tonnes and above 3,5 tonnes up to 12 tonnes is placed 1 mm from the lower edge of the frame and 42 mm from the upper edge. The symbol for the weight category over 12 tonnes is placed on the lower edge of the frame and 43 mm from the upper edge.
(2) Entries containing data on the total vehicle weight
(a) "up to 3,5 tonnes,"
(b) "over 3,5 tonnes to 12 tonnes,"
(c) "over 12 tonnes"
are 4 mm high and located above the registration plate frame.
(3) The first digit indicating the year of validity shall be 8,2 mm high, the next 3 digits shall be 6 mm high. They are located above the vehicle mass category and next to the holographic item. The figure indicating the year of validity partly overlaps the letter indicating the period of validity.
(4) The letter indicating the period of validity shall be 18 mm high for the annual and monthly coupons, 16 mm 10-day coupons and 20 mm for the day-ahead coupons. The letters R, M, D and J are partially covered by a digit indicating the year of validity.
(5) The holographic item is located on the front of the coupon at the top right and on the back of the coupon at the top left. The holographic item is different in shape according to the total mass of the vehicle referred to in paragraph 2 and to the colour referred to in § 3 (1) (h).
(6) The registration box is located on the front of the coupon and is 6 mm high and 34 mm wide. Its lower edge is 8 mm from the lower edge of the coupon frame.
(7) The two-letter series and the six-digit number are 3 mm high and are located on the front of the coupon via the holographic item. The series is placed under a six-digit serial number on its centre axis.
(8) At the bottom of the coupon, a 13-digit barcode is printed in dark blue.
§ 6
Area solution of second part of coupon
(1) The pictogram of the vehicle symbolizing the relevant mass category is 5 mm high and wide according to the mass category for:
(a) vehicle up to 3,5 tonnes - 12 mm,
(b) vehicle over 3,5 tonnes up to 12 tonnes - 13 mm,
(c) a vehicle over 12 tonnes - 14 mm.
The pictogram is located in the upper right of the coupon above the letter indicating the coupon's duration. The upper edge of the frame is 4 mm away.
(2) The first digit indicating the year of validity is 5 mm high, the next 3 digits are 4 mm high. They are placed together with a letter indicating the period of validity in a double coupon frame in the motor vehicle to the right of the holographic item. The digits indicating the year of validity partially overlap the letter indicating the period of validity.
(3) The letter indicating the period of validity shall be 11 mm high for annual, monthly and 10-day coupons, 14 mm one-day.
(4) The holographic element, the shape of which is narrowed by a side, is located in the upper left of the coupon and corresponds to the holographic element on the coupon in the motor vehicle.
(5) The registration box is 6 mm high and 34 mm wide and is located in the lower part of the coupon. Its lower edge is 4 mm from the lower edge of the printed coupon surface.
(6) The two-letter series and the six-digit 3 mm high number are located via the holographic element. The series is placed under a six-digit number on the centre axis of the holographic item window.
(7) The inscription "BUDGET PROFITTING THE PAYMENT FOR THE USE OF ALUMINIUM AND FISH SILENCE (2nd PART)" is placed in the middle of the coupon. The height of the letters in the inscription shall be 2,2 mm, except for the word "BUDGET ', where the letters are 3 mm high.
(8) Entries containing data on the total vehicle weight
(a) "up to 3,5 tonnes,"
(b) "over 3,5 tonnes to 12 tonnes,"
(c) "over 12 tonnes"
are 2.2 mm high and located to the left above the registration plate box and under the inscription referred to in point 7.
§ 7
Method of filling in coupon
(1) An indication of the registration mark of a motor vehicle is completed by the driver on both parts of the coupon at the places designated for that purpose, as referred to in Sections 5 (8) and 6 (6). The data shall be filled in legibly so that it is not normally removable, e.g. with a filling pen or pen.
(2) Any change to the registration number of a motor vehicle shall not be marked on the coupon.
§ 8
Method of indicating coupon period
The indication of the duration of the coupon showing payment of the fee per calendar month, per ten consecutive calendar days or per day shall be made by the seller on sale by punching the first part of the coupon at the places intended to indicate the month and day in question, as referred to in Article 3 (1) (e) and (f).
§ 9
Coupon records
(1) Coupons shall be recorded in accordance with two-letter series marked in capital letters and six-digit serial numbers. They shall be recorded separately by category of vehicle by weight, by period of validity and by coupon accepted, issued, sold and returned. Coupons are recorded in the seller's name as prices according to the special legislation.2)
(2) Coupons damaged, replaced or wrongly marked shall be recorded in particular.
(3) The legal person entrusted with the Ministry of Finance with activities related to the sale of coupons shall keep the records referred to in paragraphs 1 and 2 and transmit them for distribution and sale on the basis of the transfer protocol.
§ 10
Decree of the Ministry of Finance No. 253 / 1999 Coll., on the design and registration of stickers proving the payment of the fee for the use and treatment of motorways and express roads is hereby repealed.
§ 11
This decree shall take effect on 1 January 2001.

1. Coupons valid for a calendar year for a motor vehicle or combination:
(a) up to a total weight of 3,5 tonnes

(b) weighing not more than 3,5 tonnes but less than 12 tonnes

(c) weighing more than 12 tonnes in total

2. Coupons valid for a calendar month for a motor vehicle or combination:
(a) up to a total weight of 3,5 tonnes

(b) weighing not more than 3,5 tonnes but less than 12 tonnes

(c) weighing more than 12 tonnes in total

3. Coupons valid for 10 days for a motor vehicle or combination:
(a) up to a total weight of 3,5 tonnes

(b) weighing not more than 3,5 tonnes but less than 12 tonnes

(c) weighing more than 12 tonnes in total

4. Coupon valid for one day for a motor vehicle or a combination of vehicles with a total weight of more than 12 tonnes
