Decree of the Ministry of Interior of the Czech Republic on the rules of the selection procedure for the position of Head of the District Office

on the rules on the selection procedure for the post of head of the district office
The Ministry of Interior of the Czech Republic provides pursuant to § 8 paragraph 2 of the Act of the Czech National Council No. 425 / 1990 Coll., on the District Offices, the modification of their responsibilities and on certain other measures related thereto, as amended by the Act of the Czech National Council No. 321 / 1992 Coll.:
§ 1
Announcement of a selection procedure
(1) The selection procedure for the post of Head of the District Office is announced by the Minister of Interior of the Czech Republic by hanging on the official plate of the competent district office and publication in the weekly newspaper of the Government of the Czech Republic by the Government and the Authority.
(2) The invitation to tender shall include:
(a) the name of the district office in which the office is to be performed;
(b) the conditions for the performance of the duties laid down in specific regulations, 1)
(c) the particulars of the application;
(d) the address to which the application is to be sent,
(e) the deadline for filing the application.
§ 2
Forms of application
(1) The applicant's application shall contain the name of the district office in which the office is to be performed, the date and signature of the tenderer by hand.
(2) The following documents are attached to the application:
(a) completed personal questionnaire, 2)
(b) a brief biography indicating the current employment details;
(c) proof of the highest education achieved;
(d) an extract from the criminal record, not more than three months old;
e) Honorary declaration pursuant to § 4 (3) of Act No. 451 / 1991 Coll., laying down certain additional conditions for the performance of certain functions in the state bodies and organizations of the Czech and Slovak Federal Republic, Czech Republic and Slovak Republic.
§ 3
Selection Board
(1) A committee of at least seven members shall be set up for the holding of the selection procedure. The Commission shall be composed of the President, the Secretary and other members; appoint and dismiss the Minister of the Interior of the Czech Republic.
(2) The President of the Commission shall be responsible for its activities and compliance with the rules of the selection procedure.
(3) The Secretary of the Commission is responsible for organising the negotiations.
(4) The committee shall be convened and chaired by the chairman of the committee. In his absence, the commission shall be headed by a secretary.
(5) The Commission is quorum if an absolute majority of the members appointed are present.
(6) The proposal is adopted if the majority of all members of the committee speak for it. In the event of a tie, the President of the Commission shall vote.
§ 4
Duration of the selection procedure
(1) The Secretary of the Commission shall collect and evaluate the applications submitted with the supporting documents. The applicant whose application contains formal deficiencies that can be remedied shall be invited in writing to remove them within the prescribed period. Where necessary, the Secretary may require additional documents from the tenderer.
(2) Candidates who do not meet the required conditions for the performance of their duties [Paragraph 1 (2) (b)] or who did not, after the invitation, remedy the deficiencies of the application (Paragraph 4 (1)), inform the Commission which conditions the applicant does not meet and return the documents submitted to him. Candidates who fulfil the conditions of the selection procedure shall notify the Commission in writing of the receipt of his application and at the same time invite him to the interview.
(3) Before starting an interview with the candidates, the President of the Commission shall determine the way in which the interviews and the evaluation of the candidates are carried out.
(4) The assessment of candidates shall take the form of an interview in order to verify the personal assumptions, knowledge and ability of candidates for the performance of the priority function. The interview may include written processing of a brief thematic task or test within a specified time.
(5) Following the completion of the interviews and evaluation of the information received on the tenderers, the Commission shall determine the ranking of the tenderers.
(6) The Secretary of the Commission shall draw up the minutes of the selection procedure, which shall be verified by the two elected members of the Commission. The registration shall include:
(a) the composition and functions of the members of the Commission;
(b) evaluation of the conduct of the selection procedure;
(c) the ranking of tenderers.
(7) The minutes of the selection procedure with the documents on which the commission was based will be forwarded to the Minister of the Interior of the Czech Republic within five days of the end of the selection procedure.
(8) The Ministry of the Interior of the Czech Republic shall notify the applicants who have not been appointed in writing and return the documents submitted to them.
§ 5
Final provisions
(1) The costs associated with the activities of the Commission are borne by the Ministry of the Interior of the Czech Republic.
(2) The own costs of participating in the selection procedure shall be borne by each tenderer himself.
§ 6
This decree shall take effect on the day of its publication.
