DECLARATION

of 23 October 2025

on the declaration of the Obirk- Hell National Nature Reserve and the establishment of its closer protection conditions

The Ministry of the Environment provides pursuant to § 79 (5) (h) of Act No. 114 / 1992 Coll., on Nature and Landscape Conservation, as amended by Act No. 149 / 2023 Coll.:

§ 1

Announcement of the national nature reserve and its protection zone

(1) The Obirk- Hell National Nature Reserve ("the National Nature Reserve") is hereby declared.

(2) A national nature reservation shall be declared as a territory as defined in paragraph 3, with the presence of:

(a) natural and other biologically valuable ecosystems with forest communities of beech, rubble forests, duobarbs and valleys of ash-olsh ludges, including their succeeding stages and transitions, and with communities of silicate rocks and drolines, springs, watercourses and streams;

(b) the human activity of the ecosystems and quarry walls,

(3) The national nature reserve is situated in the territory of the Olomouc Region, in the cadastral territories of Kozlov near the Grand Újec and Louček. The national nature reserve boundaries shall be determined by closed geometric patterns with direct sides whose vertices are determined by coordinates of the single trigonometric network of the cadastral1). The lists of coordinates of the vertices of geometric patterns as they follow in the patterns are given in Annex 1 to this Decree.

(4) The protection zone of the national nature reserve is situated in the territory of the Olomouc Region, in the cadastral territories of Kozlov near the Great Újekt, Loučka and Podhoří in Moravia. The national nature reserve protection zone boundaries shall be determined by closed geometric patterns with direct sides whose vertices are determined by coordinates of the single trigonometric network of the cadastral1). The lists of coordinates of the vertices of geometric images as they follow in the figures are given in Annex 2 to this decree.

(5) An indicative graphical representation of the territory of the national nature reserve and its protection zone is given in Annex 3 to this decree.

§ 2

Closer protection conditions

(1) The entire territory of the national nature reserve can only be approved by the nature conservation authority

(a) to adjust the road surface (2), except for the use of material of the same or similar geological origin;

(b) to allow the free movement of dogs without a guide, with the exception of the movement of hunting dogs in the exercise of hunting rights (3) and service dogs in the exercise of their duties under another legislation (4);

(c) to fly sports flying equipment5) or operate unmanned systems, with the exception of flights to ensure the safety of the state, the protection of persons and their health, property or public order and flights for the needs of nature conservation bodies.

(2) The consent of the Nature Protection Authority referred to in paragraph 1 (a) and (c) is not necessary for activities relating to the protection of the State.

§ 3

Consent-related activities in the protection zone

In the national nature reserve protection zone, fertiliser (6), slurry, fugat, silage or other liquid waste or lime land may be used only with the consent of the nature conservation authority.

§ 4

Efficacy

This Decree shall take effect on 1 January 2026.
