laying down the Statute of the State Planning Commission
The Government of the Czechoslovak Republic provides pursuant to § 2 (6) of Act No. 41 / 1959 Coll., on the State Planning Commission:
§ 1
(1) The State Planning Commission is the central body of the Government for planning the development of the Czechoslovak Republic's national economy.
(2) The State Planning Commission carries out the following main tasks:
(a) draft national economic development plans, in particular long-term plans, and submit them to the Government;
(b) carry out a systematic analysis of the development of the national economy, identify deviations from the planned proportions of the development of the national economy, submit initiatives to the Government on the basis of its findings and incorporate the necessary measures into the draft plans; identify reserves in the national economy and propose the use of additional resources;
(c) implement in the national plans for the development of the national economy, within the limits of the government's proportions and concepts necessary to address unforeseen problems, to make more economical use of funds or to increase the overall efficiency of the national economy;
(d) submit to the Government fundamental proposals for the development of individual areas, drawn up on the basis of an analysis of the deployment of production forces, as well as proposals for the location of economically significant investment projects. In the proposals, it monitors the uniform deployment of production forces, the approach of newly built plants to raw material sources and areas of consumption and the exclusion of unnecessarily long and helpful shipments;
(e) apply the principle of continuous development of economic and scientific and technological cooperation with the Union of Soviet Socialist Republics and with other countries of the Socialist Camp by deepening the international socialist division of labour and cooperation in production; ensuring consistency of work in the field of international economic and scientific and technological cooperation, preparing and submitting proposals to the Government to address essential issues of such cooperation;
(f) methodically manage the planning, preparation of investment construction and the examination of its economic efficiency as well as the design; Timetable: the provisions of Directive 2006 / 112 / EC shall be implemented within 5 years of the entry into force of this Agreement.
(g) manage the work process in the development of national economic plans, issue binding guidelines for this purpose and unify the activities of central authorities and national committees in the preparation and implementation of plans;
(h) establish and verify the implementation of the national economy planning methodology; take measures to develop the planning methodology in a broad manner; ensure the improvement of planning at all stages of management and assist the lower planning bodies in increasing the level of planning;
(ch) establish, on the basis of national plans, partial tasks for each central authority and regional national committees;
(i) establish, where necessary for the fulfilment of the tasks of the State Plan, the principles of product management;
(j) submit to the Government proposals for essential measures in the care of the natural environment and methodically manage and coordinate the activities of state authorities in this section;
(k) submit to the Government proposals for essential measures on planning and pricing, manage, coordinate and control planning and pricing;
(l) draw up opinions on proposals for economic reach submitted to the Government by other authorities, analyses and proposals according to the Government's resolutions, as well as on its own initiative materials for government information;
m) guide the preparation of qualified cadets for planning and management economic activity in schools managed by the Ministry of Education and Culture; Based on the needs and practical experience of planning bodies of all stages and the results of economic science;
(n) encourage the development and focus of economic propaganda; while ensuring that extensive familiarisation of all workers with national economic planning problems encourages their participation in addressing these problems; ensures the maximum use of collective experience of workers for the correct solution to economic problems.
(3) The State Planning Commission also exercises the competence which, under the Government Decree No. 92 / 1958 Coll., implementing Act No. 70 / 1958 Coll., on the tasks of undertakings and national committees in the field of labour care, was responsible for carrying out the State Office of Planning.
§ 2
When drawing up draft national plans for the development of the national economy as well as for other activities The State Planning Commission ensures the creation of assumptions for constantly increasing the standard of living of workers on the basis of:
(a) proper mutual relations in the development of individual sectors of the national economy, with the priority of growth in production of means of production, between industry and agriculture, between production and consumption, and between accumulation and consumption;
(b) the maximum use of the natural and economic resources and conditions of the country as well as the resources of the labour force;
(c) continuous growth in labour productivity, cost reduction and improvement of production quality by the widest possible introduction of new techniques, in particular automation, mechanisation and chemisation, as well as improvement of production and organisation technology;
(d) the development of the Czechoslovak national economy as part of the economy of the entire socialist camp and on the basis of the deepening of the international socialist division of labour and cooperation;
(e) the effective deployment of production forces;
(f) the creation of state reserves.
§ 3
(1) The Central Authorities of the Government, the Councils of the Regional National Committees and the Central Authorities of Economic Organisations are required to assist and discuss with the State Planning Commission in the performance of its tasks all measures of a fundamental nature in so far as they affect its field of competence. In particular, they shall submit to the State Planning Commission:
(a) the central government bodies, the Councils of the Regional National Committees and the central authorities of the economic organisations of their economic and financial plans;
(b) all public authorities and economic organisations, all the information, reports and proposals requested from them by the State Planning Commission directly or through other bodies;
(c) the State Office shall report on the implementation of national plans for the development of the national economy, as well as any other supporting documents required by the State Planning Commission;
(d) The Ministry of Finance shall draft the State Budget, the credit and the treasury plan, the reports on their implementation as well as any other supporting documents required by the State Planning Commission.
(2) The State Planning Commission has the right to examine the implementation of the plan in the central government bodies, in the executive bodies of the national committees and in the production units.
§ 4
The State Planning Commission shall cooperate closely in the performance of its tasks:
(a) with central authorities; ensure consistency in the planning of the national economy and assist central authorities in the consistent application of national aspects in assessing economic problems; make use of the practical experience gained by the central authorities in managing the entrusted sections of the national economy;
(b) the Regional National Committees; assist them in drawing up draft plans for the development of their economies, in particular in addressing issues of ensuring the consistency of the development of the economy managed by the national committees with the development of other sectors of the economy within the region; discuss with them, to the extent necessary, the issues of the comprehensive development of all sectors of the economy in the territory of each region and its security; inform the leaders of the regional national committees of the main problems of the development of the entire national economy and discuss with them fundamental problems related to the performance of the tasks of comprehensive regional development in order to ensure the consistent application of national aspects in the assessment of economic problems; organise the cooperation of all the authorities involved in monitoring the implementation of the plan so that most of the problems are solved directly in the regions; makes use of the practical experience of regional national committees in his work;
(c) with the State Committee on the Development of Techniques, which gives impetus to the deeper processing of technological economic concepts for the development of the national economy; the preparation of the draft technical development plan is based on the results of the work of the State Committee on Technical Development and proposes their implementation in the State Plans; discuss plans for scientific and technological cooperation with foreign countries with the State Committee on Technology Development;
(d) with the National Labour Commission when designing and planning wage policy measures; make use of the Commission's knowledge in the performance of its tasks.
§ 5
(1) A permanent method of work of the State Planning Commission is the work of the asset; Members of the State Planning Commission and the staff of its apparatus are required to rely on the assets of the best experts in science and practice and to verify the resolution of important issues on assets, economic conferences and directly at the workplace.
(2) The staff of the State Planning Commission shall participate to the widest extent of significant planning work in the production units in order to provide maximum assistance to achieve the objectives of these works and to obtain practical experience and knowledge for the work of the State Planning Commission.
§ 6
(1) The Secretariat of the State Planning Commission is composed of the Chairman of the State Planning Commission, the Chairman of the Slovak Planning Commission, the Deputy Deputy Chairman of the State Planning Commission, as well as some of the heads of the apparatus of the State Planning Commission, appointed by the Government on a proposal from the President of the State Planning Commission.
(2) Standing committees or temporary commissions may be set up at the State Planning Commission for a comprehensive assessment of the economic problems of the nation. Permanent committees are always headed by a member of the State Planning Commission. Members of standing committees shall be appointed and withdrawn by the Government on a proposal from the Chairman of the State Planning Commission; the members of temporary commissions shall be appointed and withdrawn by the Chairman of the State Planning Commission.
(3) The Head of the Trade Unions of the State Planning Commission, whose field of competence corresponds to that of one of the central government bodies, has the right to participate in the meetings of the College and other relevant meetings within that body.
§ 7
(1) The State Planning Commission uses the results of the work of research institutes and other scientific institutions in an organised manner in the performance of its tasks.
(2) At the State Planning Commission, the Research Institute of National Economic Planning and the State Institute for Regional Planning are established, which operate according to the Statutes and Plans approved by the State Planning Commission.
§ 8
Details of the meeting of the State Planning Commission shall be laid down in its Rules of Procedure, approved by the Government.
§ 9
This Regulation shall enter into force on the day of its publication; All members of the government will do it.
