of 31 August 1954
on the organisation of public transport in the field of the Ministry of Transport.
The Government of the Czechoslovak Republic orders pursuant to § 14 paragraph 1 of Act No. 2 / 1954 Coll., on the State Plan for the Development of the National Economy of the Czechoslovak Republic for 1954:
The purpose of this Regulation is to establish the foundations for the organisation of public transport in the field of the Ministry of Transport in order to ensure a continuous increase in the safety, efficiency and economy of transport and to contribute to the deepening of synergies between all its sectors.
(1) The principles of the organisation of public transport and its related economic activities, operated by the Ministry of Transport and its subordinate organisational services, as well as the principles of the organisation of the management of foreign tourism, are laid down by the Government.
(2) Within the limits of these principles, the Minister for Transport shall establish, amend and abolish the various organisational bodies and determine their organisational form, name, registered office, jurisdiction and territorial area; the detailed organisation of these services is governed by the Transport Minister's statutes.
(3) The Minister of Transport shall, with the approval of the Government, designate the marks which the organizational services may use and identify as well the components of the assets they have in their administration.
(2) Organisational services established as separate legal entities are entered in the company register. In the draft registration, the organisation department shall indicate its name, date of establishment, seat and manner of representation and signature.
Organisational services set up under this Regulation may carry out and procure, including in special auxiliaries, all work and ancillary tasks which serve the object of their business or the construction and maintenance of their equipment, in particular the production of spare parts without requiring authorisation under specific regulations.
(1) The regulations on the management, financing, payment and monetary control of national undertakings apply to all economic organisations in the field of the Ministry of Transport; The Minister of Finance may, for serious reasons, provide for derogations for certain economic organisations in agreement with the Minister for Transport.
(2) Assets managed by the Organisational Services, subordinate to the Ministry of Transport, established as separate legal entities, cannot be claimed to satisfy the State's claims.
(1) The Minister of Transport, with the approval of the Government, shall issue to staff in the Ministry of Transport and in subordinate organisational services:
(b) uniform basic provisions on the obligation to wear a uniform or a service badge and on the external arrangements, arrangements and conditions for the use of the uniform and the service badge,
(c) uniform basic rules on personal values and value labels and on staff relations.
(1) The State Committee on Physical Education and Sport is responsible for the care of domestic tourism.
(2) Organisational measures by which the Minister for Transport has ensured the provision of services in the field of foreign tourism before the entry into force of this Regulation shall be considered as measures under this Regulation.
All provisions shall be repealed if they are contrary to this Regulation. In particular:
(a) Government Decree No. 33 / 1952 Coll., on the establishment of the Ministry of Railways and on the reorganisation of railways,
(b) Government Decree No. 34 / 1952 Coll., on the organisation of road, air and water transport and tourism, as amended by Government Decree No. 30 / 1953 Coll., but the provisions of Part One and Section 24 of Act No. 311 / 1948 Coll., on national transport undertakings, as amended by Decree No. 149 / 1950 Coll.
This Regulation shall enter into force on the day of its publication; they shall be carried out by the Minister for Transport in agreement with the participating members of the Government.
