Ordinance on pharmacists

about pharmacists.
The Government of the Czechoslovak Republic orders according to § 4 paragraph 1 of Act No. 170 / 1950 Coll., on health professions:
§ 1.
The task of the pharmacist is to exercise, on the basis of pharmaceutical education, professional activity in particular in research, production, preparation, supply and control of medicines, thereby ensuring the supply of medicinal products to the population.
§ 2.
The employment of a pharmacist may be carried out by a Czechoslovak citizen who is fit for the exercise of that profession and
(a) has successfully carried out the final examinations laid down in the test regulations for the study of pharmacy and has made the required promise; or
(b) as a pharmacist, after a tyrocinal test carried out on the day of the start of the application of this Regulation, professional activity in a pharmacy for at least seven years.
§ 3.
The Ministry of Health may authorise the pursuit of the profession of pharmacist by foreigners or those who have acquired professional competence abroad if, according to their education and practical activities, they are fit to pursue that profession. The Ministry of Health may attach this authorisation to the successful performance of the exam.
§ 4.
In order to enable pharmacists to carry out their tasks well, in particular to ensure a steady increase in the level of their professional work, they shall participate in further training; the successful outcome of this training may be linked to the continuing pursuit of the profession of pharmacist. The training of pharmacists is managed by the Ministry of Health in agreement with the central authorities involved.
§ 5.
(1) The Ministry of Health directs the placement of pharmacists according to the national national economic plan in order to ensure, in particular, health care for workers working in factories.
(2) The role of pharmacists is determined and amended by the Ministry of Health of the Regional National Committees in close cooperation with the participating national enterprises and establishments of the state administration and with a single trade union organisation. If there is a transfer of a pharmacist to a place of employment in another region - except where the transfer has been agreed by the participating regional national committees - or if an important general health interest so requires, the Ministry of Health shall determine its position after hearing the participating regional national committees.
§ 6.
The Regional National Committee, after the case of the Ministry of Health, may impose a certain work obligation on the pharmacist when determining the place of work or at any time thereafter in the field of state health care and, if an important general health interest so requires, special tasks for exceptional needs.
§ 7.
The Regional National Committee shall prohibit a pharmacist from pursuing his profession unless he fulfils the conditions of his profession. The same measure may be taken by the Regional National Committee for a pharmacist who fails to fulfil the obligations imposed on him by the Law on Health Professions or by the Regulations issued pursuant to him.
§ 8.
The provisions on reimbursement of travel, moving and other expenses, after the provisions on reimbursement of expenses to training participants, shall apply to the reimbursement of expenses incurred by the pharmacist by taking over the obligations imposed on him under the Law on health professions and the regulations issued under it.
§ 9.
Paragraph 5 to 8 shall not apply to pharmacists of military power, national security and the Prison Guard Corps.
§ 10.
(1) The closer arrangements for the pursuit of the profession of pharmacist, with the exception of pharmacists of military power, national security and the Department of Prison Guard, shall be carried out by the Ministry of Health in agreement with the central authorities involved and in cooperation with a unified trade union organisation. in particular, issue more detailed provisions
(a) the tasks and scope of the activities of pharmacists;
(b) their competence and further training;
(c) their distribution.
(2) Further arrangements for the performance of the profession of national security pharmacists and the Prison Guard Corps shall be made by the Ministry of National Security and Justice in agreement with the Ministry of Health.
§ 11.
The provisions of the specific rules on professional competence for the performance of pharmaceutical activities in pharmacies remain unaffected.
§ 12.
This Regulation shall enter into force on the day of its publication; They shall be carried out by health, national defence, national security and justice ministers in agreement with the participating members of the Government.
