ORDER
GOVERNMENTS OF THE CZECH REPUBLIC
of 26 November 2021
to avoid import of new variant B.1.1.529 of coronavirus known as SARS CoV-2 into the Czech Republic from the South African region
Following the Government Resolution No. 1065 of 25 November 2021, by which the Government, in accordance with Article 5 and Article 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, declared emergency status in accordance with Article 5 (a) to (e) of the Act No. 240 / 2000 Coll., on emergency management and on the amendment of certain laws (Crisis Act), as amended, for the resolution of a crisis situation, the adoption of emergency measures within the meaning of § 5 (c) and § 6 (1) (b) respectively.
This Regulation shall be binding in its entirety and directly applicable in all Member States.
I. strongly recommends that citizens of the Czech Republic and foreigners residing in the Czech Republic travel to the territory of South Africa, Namibia, Lesotha, Swaziland, Zimbabwe, Botswana, Zambia and Mozambique;
II. prohibits entry into the territory of the Czech Republic to all citizens of third countries who have stayed for more than 12 hours in the last 14 days in the territory of South Africa, Namibia, Lesotha, Swaziland, Zimbabwe, Botswana, Zambia or Mozambique; This does not apply if it is a holder of a residence permit over 90 days in the Czech Republic issued by the Czech Republic;
III. Orders
1. all persons who have stayed for more than 12 hours in the last 14 days in the territory of South Africa, Namibia, Lesotha, Swaziland, Zimbabwe, Botswana, Zambia or Mozambique,
(a) before entering the Czech Republic, submit the completed form according to the protection measure of the Ministry of Health of 26 October 2021, No.: MZDR 20599 / 2020- 126 / MIN / KAN,
(b) before entering the territory of the Czech Republic:
(i) a negative result of the RT- PCR test for the detection of SARS CoV-2 virus, which is documented by a written confirmation issued by the person authorised to carry out the test in the country in which it was carried out and which was not carried out more than 72 hours before the journey began; the obligation to have proof of the result of the SARS CoV-2 test does not apply to holders of a diplomatic note issued by the Ministry of Foreign Affairs of the Czech Republic on the impossibility of obtaining the SARS CoV-2 test outside the Czech Republic; and
(ii) confirmation of booking for the RT- PCR test to determine the presence of SARS CoV-2 virus to be carried out within 24 hours of entry into the Czech Republic,
(c) present, on request, at the time of border or residence inspection, proof of completion of the form, proof of the result of the test to determine the presence of the SARS CoV-2 virus referred to in (b) (i) or the diplomatic note;
d) within 24 hours of entry into the Czech Republic to undergo an RT- PCR test to determine the presence of SARS CoV-2 virus,
(e) not earlier than 10 days, but not later than 14 days after entry into the Czech Republic, undergo a RT- PCR test to determine the presence of SARS CoV-2 virus,
(f) submit to the X-PCR test for the detection of SARS CoV-2 virus referred to in (e) self-isolation referred to in point IV / 1,
(g) in the situations referred to in point IV / 1, always wear a respirator or similar device (without an exhalation valve) meeting at least all technical conditions and requirements (for the product), including a filtration efficiency of at least 94% according to the relevant standards, for 14 days after entry into the Czech Republic,
2. that point III / 1 does not apply to international transport workers where the reason for entry is supported by an appropriate document and to persons up to the age of 6 years, if they do not attend pre-school establishments;
3. do not accept visa applications and temporary and permanent stays at the representative offices of the Czech Republic responsible for the countries referred to in point I.,
4. suspend all visa applications and stays lodged at the Czech representative offices responsible for the countries referred to in point I.,
5. not to issue visas at the representative offices of the Czech Republic responsible for the countries referred to in point I. This also applies to applications received before the date of application of this measure and to the marking of visas for the purpose of taking over a residence permit which can only be marked in the event of the loss or destruction of a previously issued residence permit;
IV.
1. self-isolation means limiting free movement to the minimum necessary, except:
(a) journeys strictly necessary for the provision of basic living needs and for childcare;
(b) acute travel to medical facilities;
2. that points III / 3 to III / 5 do not apply to requests made in the foreign political interest of the Czech Republic, which is decided only by the Minister for Foreign Affairs.
