ORDER
GOVERNMENTS OF THE CZECH REPUBLIC
of 25 November 2021 No 1067
to ensure the provision of health services by providers of emergency bed care services for the duration of the emergency condition
Following the Government Resolution No. 1065 of 25 November 2021 by which the Government, in accordance with Articles 5 and 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, declared emergency status in accordance with Article 5 and Article 5 (a) to (e) of the Act No. 240 / 2000 Coll., on emergency management and on the amendment of certain laws (Crisis Act), as amended, for the resolution of a crisis situation, the adoption of emergency measures within the meaning of Article 6 (1) (c) of the Crisis Act.
The Government shall, with effect from 26 November 2021, deposit from 00: 00.
1. to ensure the provision of health services by providers of health services who provide emergency bed care to patients with covid-19 disease for the duration of the emergency period in connection with the occurrence of an epidemic of covid-19 on the territory of the Czech Republic, working obligation for doctors and health professionals who carry out non-medical health professions who are a provider of health services in the form of:
i. outpatient care,
day care; or
ii. bed care where patients with covid-19 disease are not hospitalised at the health care institution;
or are employees of such a provider; This obligation does not apply to providers in the field of general practical medicine, practical medicine for children and youth and gyno and obstetrics, and to their staff and health care professionals in special-purpose hospital-type health care facilities,
2. Inform and methodically manage the persons referred to in point 3 in the process of providing care referred to in point 1;
3. to all health service providers providing emergency bed care to patients with covid-19 disease, to benefit from the work obligation of the persons referred to in point 1 and to inform the Ministry of Health of the measures taken in this regard,
4. to the captains and principal of the capital of Prague, to issue and service orders for the performance of their duties under this Resolution for the specific persons referred to in point 1, on the basis of a specific request from the persons referred to in point 3, which must indicate in their request the required number of doctors and health professionals who carry out the non-medical medical profession which they require for the performance of their duties and the expected duration of their duties;
5. to health service providers to whom or to whose staff the obligation under point 1 applies, to draw up lists of doctors and healthcare professionals engaged in the non-medical medical profession referred to in point 1 and to send them within 1 day and at the latest on the following day, locally to the competent captain or mayor of the capital of Prague,
6. to the persons referred to in point 3, within 30 days of the end of the employment obligation, arrange for the issue of a certificate to a particular person of employment and the actual time during which he was assigned to work by a particular person, and transmit it to that person in one copy and to the Member State or, as the case may be, the mayor of the capital of Prague, who has issued an order to that person in accordance with point 4; the certificate of employment shall include the identification of the person carrying out the work obligation under the order, the identification of the person in respect of whom the work obligation has been carried out, the period of employment, the stamp and the signature of the person authorised to act as the person issuing that certificate.
