ORDER
GOVERNMENTS OF THE CZECH REPUBLIC
of 25 November 2021
on the adoption of crisis measures
Following the Government Resolution No 1065 of 25 November 2021, in accordance with Article 5 and Article 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, the Government declared emergency in accordance with Article 5 and Article 5 (a) to (e) and Article 6 of Act No. 240 / 2000 Coll., on health threats related to the detection of coronavirus / referred to as SARS CoV-2 / in the territory of the Czech Republic, and on emergency proceedings and on the amendment of certain laws (Crisis Act), as amended, for the resolution of the situation arising, the adoption of crisis measures, by virtue § 5 (c) to (e) and § 6 (1) (b) respectively.
This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.
I. prohibits
1. the presence of the public at the establishments of catering services and music, dance, games and similar social clubs and discos, gambling and casinos at the time between 22: 00 and 04: 59,
2. the operation and sale of advent and Christmas markets (i.e. occasional markets set up for the pre-Christmas period); This is without prejudice to the sale of Christmas trees, hops, mistletoe and related products and fish and their products,
3. consumption of alcoholic beverages in public places; This shall be without prejudice to the possibility of consuming alcoholic beverages in the internal premises of food service establishments;
II. limits
1. the operation at retail stores of goods and services and of the premises of such services, with the exception of the activities referred to in point II / 12 and taxi vehicles or other individual contractual services of persons, and the operation of libraries in such a way that their operators must comply with the following rules:
(a) in an establishment, it shall not allow more customers than 1 customer per 10 m2 of sales space; in the case of an establishment with a sales area of less than 10 m2, this restriction shall not apply to a child under 15 years of age accompanying a customer and accompanying a customer holding a disabled person's licence; in the case of other establishments, this restriction shall not apply to a child under 12 years of age accompanying the customer;
(b) actively prevent customers from staying at distances shorter than 1.5 metres, if not for household members;
(c) ensure the management of fronts of waiting customers, both inside and outside the establishment, in particular by means of the identification of the area for waiting and placing marks for minimum intervals between customers (minimum intervals of 1.5 metres), while the customer holding a disabled person's licence is entitled to preferential purchase;
(d) place disinfectants on frequently touched articles (mainly handles, railings, shopping carts) so that they are available to employees and customers of the premises and can be used for regular disinfection;
(e) ensure that customers are informed of the above rules, in particular by means of information posters at the entrance and at the premises, and, where appropriate, by communicating the rules of the loudspeakers at the premises;
(f) ensure within the internal space the maximum possible circulation of air with freshly absorbed outdoor air (natural ventilation, air conditioning or recovery) without air recirculation; in the case of recuperation, ensure that no contact between outgoing and entering air occurs through the enthalpy humidity exchangers;
the sales area means the part of the establishment which is intended for the sale and display of goods, i.e. the total area to which customers have access, including test rooms, the area occupied by desks and interpretations, the area behind desks used by sellers; the sales space does not include offices, warehouses and preparation rooms, workshops, staircases, dressing rooms and other common areas,
2. the operation of barbers, hairdressers, pedicures, manicures, solaries, cosmetics, masseurs and similar regeneration or restoration services and the operation of trade in which the integrity of the skin is violated;
(a) orders the operator, in addition to compliance with the conditions set out in point II / 1, to provide a distance of at least 1,5 metres between places where customers are provided services (e.g. barbershop chairs and hairdressers);
(b) prohibit the customer from making use of that service if he shows clinical signs of covid-19 disease or, except for children up to 12 years of age, does not fulfil the conditions laid down in point II / 17;
(c) instructs the operator to verify the compliance with these conditions with the customer, who must comply with the conditions laid down in point II / 17, before commencing the provision of the service and to demonstrate compliance with the conditions laid down in point II / 17; where the customer fails to demonstrate compliance with the conditions set out in point II / 17, the operator shall be prohibited from providing that customer with a service;
3. the operation of the establishment of catering services, music, dance, games and similar social clubs and discos, gambling and casinos so that
(a) order operators of those establishments to comply with the following rules:
(i) customers are always seated, in such a way that there is a distance of at least 1,5 metres between them, except for customers sitting at one table;
(ii) not more than 6 persons sit at one table, except for persons from the common household; In the case of a table with 10 seats or more, more than one person may be seated at the table, in such a way that there is a distance of at least 1,5 metres between groups of not more than 6 persons, with the exception of the common household,
(iii) the operator shall not allow more persons in the premises of the establishment than those in the premises of the establishment of seating places for persons;
(iv) the operator actively impedes the collection of persons at a distance of less than 1,5 metres in external and internal areas of the establishment, including the waiting zone of the establishment;
(v) when entering the indoor and outdoor premises of the establishment, the possibility of hand disinfecting is ensured for the customers and the operator ensures disinfecting the surfaces of tables, chair handles after each customer and regular disinfection of touch surfaces;
(vi) in the case of the production of live music, the distance between the customers and the place intended for performing at least 2 metres;
(vii) the operator shall ensure within the internal space the maximum possible circulation of air with freshly absorbed outdoor air (natural ventilation, ventilation or recovery) without air recirculation; in the case of recuperation, ensure that no contact between outgoing and entering air occurs through the enthalpy humidity exchangers;
(viii) the operator shall ensure that customers are informed of the conditions and rules of entry referred to in (b) at the entrance and in the establishment;
(b) prohibit a customer from entering the internal and external premises of an establishment where he shows clinical signs of a disease of covid-19 or, except for a child until the age of 12, does not fulfil the conditions laid down in point II / 17; the operators of those establishments shall be ordered to check compliance with the conditions laid down in point II / 17 at the time of entry into the premises or in the event that the operator's operating conditions do not permit the check on entry at the latest before the service is provided; the person is ordered by the operator to demonstrate compliance with the conditions set out in point II / 17; where the person fails to demonstrate compliance with the conditions laid down in point II / 17 on entry, the operator shall be prohibited from entering the premises of the establishment; where the control takes place before the service is provided, the operator shall be prohibited from providing the service to such a person; these conditions do not apply to establishments of catering services which do not serve the public and to the sale of meals with them, with the person being prohibited from consuming such purchased food in the internal and external premises of the establishment,
4. the operation of shopping centres with a sales area exceeding 5 000 m2 so that
(a) instructs the operator to provide a visible indication of the order for compliance with the 1.5 metres spacing between persons on publicly accessible areas in the shopping centre (e.g. by means of info, radio centre spots, information at the entrance to stores and other establishments, information on the floor of public spaces, etc.),
(b) instructs the operator to ensure within the internal space the maximum possible circulation of air with freshly absorbed outdoor air (natural ventilation, air conditioning or recovery) without air recirculation; in the case of recuperation, ensure that no contact between outgoing and entering air occurs through the enthalpy humidity exchangers;
(c) prohibit the customer from consuming food in the shopping centre premises (including the food court area), except for the separate internal premises of the food service establishment;
5. sales in markets, markets and mobile plants (sales in stalls, mobile shops and sales from other mobile devices) by ordering operators to comply with the following rules:
(a) ensure distance between stands, tables or other points of sale of at least 2 metres;
(b) to place containers of disinfectant at each point of sale;
(c) in the case of the sale of dishes, including beverages intended for immediate consumption
(i) where tables and seating positions are in place, the operator shall ensure that persons are established in such a way that the distance between them is at least 1,5 metres, with the exception of those sitting at the same table, with a maximum of 6 persons sitting at the same table, with the exception of those from the common household; In the case of a table with 10 seats or more, it shall be possible to seat more than one person in such a way that there is a distance of at least 1,5 metres between groups of not more than 6 persons, with the exception of the common household,
(ii) the operator actively impedes the collection of persons at a distance of less than 1,5 metres, including the waiting zone;
(iii) it shall be prohibited for the customer to consume food, including beverages, in premises intended for their consumption, unless, except for a child of 12 years of age, he is able to demonstrate on the spot that he meets the conditions laid down in point II / 17;
6. the provision of short-term and recreational accommodation services by:
(a) orders the providers of the said accommodation services to ensure the possibility of hand disinfection at the entry into the accommodation facilities and in the indoor areas, and to ensure regular disinfection of the touch areas (handles, handrails, handrails, switches);
(b) the person shall be prohibited from making use of the said accommodation services if he shows clinical signs of a disease of covid-19 or, with the exception of a child until the age of 12, does not fulfil the conditions laid down in point II / 17, unless otherwise specified below;
(c) it shall be prohibited for the providers of that accommodation service to provide, unless otherwise specified, a person who, with the exception of a child until the age of 12, does not fulfil the conditions laid down in point II / 17; compliance with the conditions laid down in point II / 17 shall not be required if accommodation services are provided in the framework of education exclusively to pupils or students of one school, or is a supervisor, or if the operator of the department provides the premises so that pupils or students of one school use premises other than other persons using accommodation services;
(d) be ordered by the providers of the said accommodation services to a person who must comply with the conditions laid down in point II / 17, to check the fulfilment of these conditions before beginning the accommodation and to demonstrate that the person complies with the conditions laid down in point II / 17; where the person does not demonstrate compliance with the conditions laid down in point II / 17, the provider shall be prohibited from providing accommodation to such a person; persons who prove that the conditions laid down in point II / 17 are met may be accommodated for a maximum of 7 days and must re-demonstrate the fulfilment of those conditions for the extension of the stay,
(e) accommodation services may be provided without the conditions laid down in (b) and (c):
(i) persons staying for reasons of work, business or similar which cannot be deferred;
(ii) persons residing because of the need for care of another person;
(iii) persons residing with a view to receiving health services;
(iv) persons already accommodated on the date of entry into force of this crisis measure for a maximum period agreed before the date of entry into force of this crisis measure;
the rules referred to in point (d) shall apply mutatis mutandis, but instead of fulfilling the conditions referred to in point II / 17, the person who has received a negative result for the presence of SARS CoV-2 virus not more than 72 hours ago,
(f) without fulfilling the conditions laid down in (b) and (c), accommodation services may be provided in separate buildings:
(i) persons ordered to be isolated or quarantined;
(ii) persons in need of housing, through whom accommodation was provided by the local self-governing body;
7. provision of spa rehabilitation care by
(a) prohibit the patient from entering hospitalisation if:
(i) show clinical signs of covid-19 disease, or
(ii) if the child is not older than 12 years of age, does not meet the conditions laid down in point II / 17 or does not have a negative result of an RT- PCR test for the presence of SARS CoV-2 virus, which he completed not more than 72 hours ago;
(b) order the spa rehabilitation care provider to check that the patient is admitted to hospital for compliance with the conditions referred to in (a) (ii) and to demonstrate that the patient is satisfied; where the patient fails to demonstrate compliance with the conditions referred to in point (a) (ii), the provider of the spa rehabilitation treatment shall be prohibited from receiving such a patient for hospitalisation;
8. the operation and use of sports sites in the indoor areas of buildings (e.g. gyms, playgrounds, ice rink, courts, ring rooms, bowling or billiards, training facilities) and dance studies, gym and fitness centers so that
(a) prohibit the entry into those premises of persons who show clinical signs of covid-19 disease or who do not fulfil, except for children up to 12 years of age, the conditions laid down in point II / 17; compliance with the conditions laid down in point II / 17 is not required for physical education in schools and educational establishments;
(b) order the operator to verify the compliance with the conditions laid down in point II / 17 on entry into the premises of compliance with these conditions and to demonstrate compliance with the conditions laid down in point II / 17; where the person fails to demonstrate compliance with the conditions laid down in point II / 17, the operator shall be prohibited from entering the said premises;
(c) instructs persons to follow intervals of at least 1,5 metres in distance in the case of group lessons, except for persons from one household or student or a supervisor;
(d) instructs the operator to ensure within the internal space the maximum possible circulation of air with freshly absorbed outdoor air (natural ventilation, air conditioning or recovery) without air recirculation; in the case of recuperation, ensure that no contact between outgoing and entering air occurs through the enthalpy humidity exchangers;
9. Operation and use of artificial swimming pools (swimming pool, bath pool, pool for infants and toddlers, paddling grounds), wellness facilities, saunas and salt caves so that
(a) prohibit the entry into those premises of persons who show clinical signs of covid-19 disease or who do not fulfil, with the exception of children up to 12 years of age, the conditions laid down in point II / 17; compliance with the conditions laid down in point II / 17 shall not be required in the case of education in schools where only pupils of one school or a supervisor are present in those premises or where the operator ensures separation of the premises in such a way that pupils use different premises for each school;
(b) order the operator to verify the compliance with the conditions laid down in point II / 17 on entry into the premises of compliance with these conditions and to demonstrate compliance with the conditions laid down in point II / 17; where the person fails to demonstrate compliance with the conditions laid down in point II / 17, the operator shall be prohibited from entering the said premises;
(c) orders operators to comply with the following rules:
(i) the operator shall ensure within the internal space the maximum possible circulation of air with freshly absorbed outdoor air (natural ventilation, air conditioning or recovery) without air recirculation; in the case of recuperation, ensure that no contact between outgoing and entering air occurs through the enthalpy humidity exchangers;
(ii) the operator actively prevents the collection of persons within the internal areas at a distance of less than 1,5 metres, including the waiting zone of the establishment;
(d) instructs persons to maintain spacing of at least 1,5 metres in the common areas of swimming pools, except for bathing areas, if not for persons from the common household or pupils of one school or a supervising person;
10. the operation of ski lifts and cableway tracks so that
(a) prohibit the use of cableway and ski-ski transport services by persons who show clinical signs of covid-19 disease or who do not fulfil, except for a child until the age of 12, the conditions laid down in point II / 17 or who are unable to demonstrate on-site compliance with these conditions;
(b) order the operator to check compliance with the conditions laid down in point II / 17 when selling a ticket (a ski pass); in the case of distance sales through a means of distance communication, the operator shall check compliance with the conditions set out in point II / 17 with its technical and operational capabilities; the person is ordered by the operator to demonstrate compliance with the conditions set out in point II / 17; where the person fails to demonstrate compliance with the conditions set out in point II / 17, the operator shall be prohibited from selling the ticket (skipas) to such a person; the operator is further ordered to check compliance with the conditions laid down in point II / 17 for mandatory persons in cableway and ski lifts before using the service, according to its current organisational, operational, personnel and technical capabilities at least at random; where the person fails to demonstrate compliance with the conditions set out in point II / 17, the operator shall be prohibited from allowing the operator to use the service;
(c) instructs persons to maintain spacing of at least 1,5 metres within the internal designated transport areas of cableway installations and ski lifts, not involving persons from the common household or pupils of one school and being a supervisor;
(d) orders the operator to comply with the following rules:
(i) actively prevent persons in the internal designated transport areas of cableway installations and ski lifts from staying within shorter distances than 1,5 metres, except for members of the household or pupils of one school or of the person in charge;
(ii) place disinfectants on entry into and in the designated transport areas of cableway installations and ski lifts, in particular in the area of cash registers, information centres, social facilities, etc.,
(iii) ensure regular disinfection of the most frequently touched areas on transport facilities and specified transport areas of cableway installations and ski lifts and their facilities, in particular in the area of cash registers, information centres, social facilities, etc.,
(iv) ensure that customers are informed of the rules referred to in points (a) to (c), in particular by means of information posters at the entrance to the transport areas of cableway installations and ski lifts, where appropriate by communicating the rules by speakers;
(v) ensure the maximum possible circulation of air with fresh air in enclosed spaces of defined cableway and ski lifts;
11. the operation of zoos and botanical gardens, museums, galleries, exhibition premises, castles, castles and similar historical or cultural objects, observatories and planetariums and the holding of trade fairs and sales economic exhibitions by
(a) instructs the operator of the premises or the organizer of the event to allow only such use of the capacity of the internal space in order to enable participants to comply with a distance of 1,5 metres, and orders visitors to comply with these intervals, if not for persons from the common household or pupils or students of one school or a supervisor; the same rules apply to visits to arbores and other gardens or parks to which entry is regulated;
(b) prohibit the participation in a group visit of those premises and events by persons who show clinical signs of covid-19 disease or who, in the case of a group visit with a total number of persons over 20, do not fulfil the conditions laid down in point II / 17, except for children up to 12 years of age; compliance with the conditions laid down in point II / 17 shall not be required if the group visits in the context of training are exclusively attended by pupils or students of one school or by a supervisor;
(c) instructs the organiser to carry out group inspections on a person who must comply with the conditions laid down in point II / 17 before the examination begins, and to demonstrate that the conditions laid down in point II / 17 are met; in the event that the person fails to demonstrate compliance with the conditions laid down in point II / 17, the organiser shall be prohibited from allowing such person to participate in a group search;
12. the operation of an establishment or the provision of services to persons aged 6 to 18 who are engaged in activities similar to those of interest education pursuant to § 2 of Decree No. 74 / 2005 Coll., such as, in particular, interest, educational, recreational or educational activities, including training, provision of similar services to children under the age of 6, including care for children, other organised leisure activities of persons under the age of 18, recovery and other similar activities for persons under the age of 18, by:
(a) order the operator of the establishment, service provider or event organizer not to allow more than 100 persons to be present at one time;
(b) order the operator of the establishment, service provider or event organiser to keep records of participants for the purposes of any epidemiological investigation, to the extent that the participants and persons providing services or care or otherwise leading the activity (name, surname), their contact details (preferably telephone number) and information on the time of provision of the service, etc. (from when, until when); keep such records for 30 days from the date of supply of the service,
(c) prohibit the participation in such activities of persons who show clinical signs of covid-19 disease or who, if more than 20 persons are to be present at one time, do not fulfil the conditions set out in point II / 17, except for children up to 12 years of age; those conditions shall apply mutatis mutandis to persons involved in the security of the action when they are present at the site of the action; compliance with the conditions laid down in point II / 17 is not required if only pupils of one school participate in these activities or are a supervisor or are involved in regular activities in an immutable collective;
(d) order the operator of an installation, service provider or event organizer to check the compliance with these conditions with the conditions laid down in point II / 17 before commencing the activity and to demonstrate compliance with the conditions laid down in point II / 17; where the person fails to demonstrate compliance with the conditions set out in point II / 17, the operator of the installation, service provider or event organiser shall be prohibited from allowing such person to participate in those activities; where the action persists continuously for more than 1 day (hereinafter referred to as "multi-day action '), compliance with the conditions set out in point II / 17 shall be demonstrated at the date of entry into the action and at a frequency of every 7 days;
(e) orders the organiser of a multi-day event in the event of notification of a positive outcome of the RT- PCR test to determine the presence of SARS CoV-2 virus carried out by a participating or otherwise present person in the framework of the repeated demonstration of compliance under point II / 17, to ensure the separation of that person from other persons participating in a multi-day event, the person over 18 years of age is ordered to leave the event without delay and, in the case of a person under 18 years of age, to contact the organiser without delay with his / her / her / her / her / her / her / his / her / her / her / her / her / her / her / her / her / her / her / her / her / her / her / her / her / her / her / her / her / her / her / her / her / her / her / her / his / her / her / her / her / her / her / her / her / her / her / her / her / her / / her / her / her / her / her / her / her / her / / her / her / her / her / her / her / her / her / / / / / the next procedure shall be decided by the public health authority responsible for the venue of the event;
13th event of concerts and other musical, theatre, film and other artistic performances including circuses and varieties, sports matches, matches, competitions, etc. (hereinafter referred to as "sports matches"), congresses, educational events and rehearsals in preschool form, except for educational events and examinations which are part of the education under Act No. 561 / 2004 Coll., on pre-school, primary, secondary, higher vocational and other education (the Education Act), as amended, or Act No. 111 / 1998 Coll., on Higher Education and on the amendment and addition of other laws (the Act on Higher Education), as amended, no later on the academic ceremony, in such a way that
(a) orders the organizer of the event not to allow the presence of more than 1 000 spectators, visitors, listeners or examiners (hereinafter referred to as "spectators");
(b) participation in an event shall be prohibited for persons who are to participate as spectators if they show clinical signs of covid-19 disease or if they are to be present at one time at an event of more than 20 spectators, except for children of 12 years of age, do not fulfil the conditions laid down in point II / 17; compliance with the conditions laid down in point II / 17 shall not be required where only pupils or students of one school participate in the training activity and is a supervisor or where the operator ensures the separation of the premises so that pupils or students of one school and the supervisors use premises other than other persons participating in those events,
(c) the organiser of the action shall be ordered to check the compliance of the action with the conditions laid down in point II / 17 on entry to the action and the person shall demonstrate compliance with the conditions laid down in point II / 17; in the event that the person fails to demonstrate compliance with the conditions set out in point II / 17, the organizer shall be prohibited from introducing such person into the action;
(d) the distance between the spectators and the stage or other place intended for the exiting or sports areas must be at least 2 metres and all spectators must be established; This does not apply in the case of practical education and examinations,
14. public or private events involving the accumulation of persons in one place, such as, in particular, the federal, sporting, cultural, other than those referred to in point II / 13, dance, traditional and similar events and other gatherings, festivities, pilgrims, shows, tasting and celebrations, not involving meetings, meetings and similar events of constitutional, public authorities, courts and other public persons, which take place under the law, and gatherings held under Act No. 84 / 1990 Coll., on the right of assembly, as amended, such as:
(a) the organiser of the action is ordered not to allow more than 100 persons to be present at one time, unless otherwise specified;
(b) participation in an event shall be prohibited to persons who show clinical signs of covid-19 disease or who, if more than 20 persons are to be present at one time at the event, do not, except for children up to 12 years of age, fulfil the conditions set out in point II / 17 or are unable to demonstrate that these conditions are met on the spot; compliance with the conditions laid down in point II / 17 is not required;
(i) if only pupils or students of one school participate in the training, or is a supervisor, or if the organiser ensures that the premises are separated so that pupils or students of one school use premises other than those of other persons participating in such events;
(ii) if they are regular activities in an immutable collective, provided that the organiser of such activities keeps records of participants for the purposes of any epidemiological investigation, to the extent that the persons involved are identified (name, surname) and their contact details (preferably telephone number), and keeps such records for 30 days from the date of the activity, unless otherwise specified,
(iii) if there is a marriage or declaration of entry into a registered partnership, unless more than 30 persons participate;
(iv) if there is no limit to the number of persons to attend the funeral,
(c) be ordered by the organiser of the action of a person who must comply with the conditions laid down in point II / 17, before participating in an action to which entry is regulated, to check compliance with those conditions and to be ordered to demonstrate compliance with the conditions laid down in point II / 17; where the person fails to demonstrate compliance with the conditions set out in point II / 17, the organiser of the action shall be prohibited from allowing such person to participate in the action;
(d) in the case of the training of amateur athletes organised by sports associations and sports matches in the framework of an amateur sport competition organised by sports associations, the person organising sports training or sports matches shall be ordered to keep records of persons participating in sport training or sports matches for the purposes of a possible epidemiological inquiry into public health protection authorities, to the extent that the participant's identification (name, surname) and contact details (preferably telephone number), and to keep that record for 30 days from the date on which the training or sports match took place; the participation of athletes, referees and members of the implementation team, if they show clinical signs of covid-19 disease, or if more than 20 persons are to be present at one time in the sport preparation or sports match, with the exception of children under 12 years of age, does not fulfil the conditions set out in point II / 17, with the negative result of the RT-PCR test for SARS CoV-2 virus only valid for 7 days; point (c) shall apply mutatis mutandis;
(e) the organised activities of the choirs may be organised under the conditions that there are not more than 50 persons in the group, at least 1,5 metres apart between persons and the participation of persons who show clinical signs of covid-19 disease or, except for children under 12 years of age, do not meet the conditions laid down in point II / 17; point (c) shall apply mutatis mutandis; the organiser of the activities of the choir is ordered to keep a register of participants for a possible epidemiological inquiry by the public health authorities, to the extent that the participant (name, surname) and contact details of the participant (preferably telephone number) are identified, and to keep that register for 30 days from the date of participation in the activity;
15. right to gather peacefully under Act No. 84 / 1990 Coll., on the right of assembly, as amended, so that
(a) if the assembly takes place outside the internal premises of the buildings, its participants may be assembled in groups of up to 20 participants and shall respect the spacing between the groups of participants at least 2 metres;
(b) if the assembly takes place in the interior of the buildings, its participants must observe, with the exception of persons from the common household, at least 1,5 metres apart and disinfect their hands before entering the internal space;
16. holding the elections of an organ of a legal person and meeting of an organ of a legal person, with the exception of the authorities of a local authority, where more than 20 persons participate in it, in such a way that:
(a) prohibit the participation of a participant which:
(i) show clinical signs of covid-19 disease, or
(ii) if the child is not older than 12 years of age, does not meet the conditions laid down in point II / 17 or does not have a negative result of an RT- PCR test for the presence of SARS CoV-2 virus, which he completed not more than 72 hours ago;
(b) order the operator to verify the compliance of a participant with the conditions referred to in (a) (ii) on entry into the internal premises and to demonstrate compliance with those conditions; where the participant fails to demonstrate compliance with (a) (ii), the operator shall be obliged not to allow that participant to enter the internal premises;
17. entry of persons into certain internal and outdoor areas or participation of persons in mass actions or other activities, if required by this crisis measure, so that persons must comply with the following conditions:
(a) the person has received a test for the presence of SARS CoV-2 virus not more than 72 hours ago, with negative results if
(i) a person up to the age of 18; or
(ii) a person who cannot undergo vaccination against covid-19 disease for contraindication; the fact that a person cannot undergo vaccination against covid-19 disease for contraindication is evidenced by an alert in the Infectious Disease Information System (ISIN) containing the explicit information referred to above that a person cannot submit to vaccination against covid-19 disease for health reasons or by a medical certificate containing an explicit indication that a person cannot submit to vaccination against covid-19 disease for health reasons and that this fact is indicated in the Infectious Disease Information System (ISIN); or
(iii) a person vaccinated against covid-19 disease if:
a. Since the application of the first dose of vaccine in the case of a single dose scheme according to the Summary of Product Characteristics ("SPC ') on the date of demonstration for the purpose of this emergency measure, the period of 14 days has not elapsed; or
a.
c. Not more than 14 days has elapsed since the administration of the second dose of the vaccine in the case of the two dose schedule according to the SPC at the date of demonstration for the purpose of this emergency measure; or
(b) the person has been vaccinated against covid-19 disease and shall be accompanied by a national certificate of vaccination or a certificate of vaccination issued under the EU Digital Certificate Regulation COVID1, provided that at least 14 days have elapsed since the completion of the vaccination scheme; a national certificate of vaccination shall be deemed to be a written certificate issued in at least English by an authorised person operating in a third country, the model of which is published in the list of recognised national certificates on the Ministry of Health's website; the written confirmation shall contain details of the person who received the vaccine, the date of administration of the vaccine, the identification of the person who issued the certificate, and it shall be possible to verify by remote access directly from the written confirmation provided that the vaccination has been carried out
(i) a medicinal product containing a vaccine against covid-19 which has been authorised under Regulation (EC) No 726 / 2004; or
(ii) a medicinal product the manufacture of which complies with the patent of the medicinal product referred to in (i) where the medicinal product is also approved by the World Health Organisation for Emergency Use; or
(c) the person has undergone a laboratory confirmed disease of covid-19, the period of the ordered isolation has elapsed and no more than 180 days have elapsed since the first positive rapid antigen test (RAT) for SARS CoV-2 or RT- PCR antigen for SARS CoV-2.
