DECLARATION
of 29 November 2012
on the use of time-charged infrastructure
The Ministry of Transport provides for the Act No. 13 / 1997 Coll., as amended by Act No. 102 / 2000 Coll., Act No. 132 / 2000 Coll., Act No. 489 / 2001 Coll., Act No. 256 / 2002 Coll., Act No. 259 / 2002 Coll., Act No. 320 / 2002 Coll., Act No. 358 / 2003 Coll., Act No. 186 / 2004 Coll., Act No. 80 / 2006 Coll., Act No. 196 / 2006 Coll., Act No. 347 / 2009 Coll., Act No. 406 / 2010 Coll., Act No. 152 / 2011 Coll., Act No. 288 / 2011 Coll., and Act No. 196 / 2012 Coll. (hereinafter "Act '):
Subject matter
This decree provides:
(a) infrastructure the use of which is subject to a time fee;
(b) coupons showing payment of the time fee, the manner in which they are completed and the registration;
(c) the way in which coupons showing payment of the time fee in the vehicle are placed.
Coupon designs, their shapes, dimensions and positions in the vehicle
(1) Model coupons are set out in Annex 1 to this Decree.
(2) The first parts of the coupons shall be in the shape of a square with rounded corners and, in the case of coupons valid for one year, the left upper corner of the front side visible from the inside of the vehicle ("the front side ') and the right upper corner of the rear side visible from the outside of the vehicle (" the rear side') of the printing area rounded off; the distance of opposite sides is 61 mm.
(3) The second parts of the coupons have the shape of a rectangle with dimensions 34 x 77 mm.
(4) The first part of the coupon shall be glued directly to the inside of the clear glass of the front window of the motor vehicle or the first motor vehicle in the combination on the right lower edge so that the driver's view from the vehicle is as limited as possible and the coupon is clearly visible from the outside of the vehicle.
(5) In the event that the motor vehicle is not equipped with front glass, the first part of the coupon shall be glued directly to the right of the front of the vehicle, firmly connected to its supporting parts. The coupon shall be so placed that it is controllable and protected from direct spray caused by the wheels of the vehicle.
Coupon elements and their colour
(1) On the front and back of the first coupons are the following elements:
(a) a pictogram of the vehicle symbolising the relevant mass category;
(b) a number indicating the year of validity;
(c) the period of validity indicated for annual coupons by the letter "R," by the letter "M" and by the letter "D" for monthly coupons,
(d) indication of the mass category of vehicle for which coupons are intended,
(e) on the upper and both sides of coupons, valid for one month and for ten days the digits 1 to 31 for the indication of the day on which it begins and the word "DAY" and on the lower part the Roman numerals I to XII for the indication of the month in question and the word "MONTHS,"
(f) symbols of the road signs "motorway" and "road for motor vehicles,"
(g) a wide area protective layer,
h) original frames in two colours, in one of them protection iris crossing colors,
(i) surfaces printed with metallic paint in iris crossing;
(j) an optically variable holographic film with a repetitive wheel motif and number 2015 on which the letter "R," "M" or "D" is printed twice on the back of the coupons; the shape of the foil is different for annual, monthly and 10-day coupons,
(k) there is a two-letter series, a six-digit serial number on the front of the first parts of the coupons, a box for registration of the road vehicle registration plate (registration mark) with the letters "RZ" and text "(1. Part)."
(2) On the front of the second coupons are the following elements:
(a) a pictogram of the vehicle symbolising the relevant mass category;
(b) a number indicating the year of validity;
(c) the period of validity indicated for annual coupons by the letter "R," by the letter "M" and by the letter "D" for monthly coupons,
(d) the inscription "BUDGET PROFITTING THE PAYMENT FOR USE OF REPLIED POINT COMMUNICATIONS (2 part),"
(e) indication of the mass category of vehicle for which the coupon is intended,
(f) symbols of the road signs "motorway" and "road for motor vehicles,"
g) original frames in two colours, one of them protected iris crossing colors,
h) surfaces printed with metallic paint in iris crossing,
(i) an optically variable holographic film with a repetitive motif of the vehicle wheel and number 2015 for annual coupons;
(j) a two-letter series and a six-digit serial number.
(3) On the paper pad of the back of the other parts of the coupons there is a box for registration and letters "RZ." The upper part is an indication indicating the period of validity, the relevant weight category and the additional texts in three language mutations.
(4) They are used as basic background colours for coupons valid for:
(a) one year of colour green and orange,
(b) one month of blue and orange colour,
(c) 10 days of colour brown and purple.
Flat solution of first coupons
(1) The text "(1 part)," the pictogram of the vehicle and the inscription indicating the mass category of the vehicle are located in the middle of the coupon.
(2) The letter indicating the period of validity shall be placed on the front of the upper left and the rear on the upper right. The symbols of the road signs "motorways' and" motorways for motor vehicles' are placed below it.
(3) The number indicating the year of validity shall be placed on both sides at the bottom. On the left of the number are the letters "RZ 'on the front and below the box for registration.
(4) The holographic film with a silver optically variable element is placed on the front side in its left lower part and on the back side in the right lower part. The element is different in shape according to the duration of the coupon. In the same places there is a motif printed optically variable color. The motive is partially on the front and mostly covered on the back with holographic film. The letter "R," "M" or "D" indicating the duration of coupons shall be printed twice on the back of the motif.
(5) The two-letter series and the six-digit serial number showing red fluorescence in UV radiation are located on the front of the upper right.
(6) The 13-digit code of the dark blue colour is printed on the paper pad under the lower edge of the coupons.
Area solution of second coupons
(1) The two-letter series and the six-digit serial number showing red fluorescence in UV radiation are located at the top.
(2) The inscription "BUDGET PROHIBITING PAYMENT FOR USE OF REPLIED POINT COMMUNICATION (2)" is divided into five lines and placed under the elements referred to in paragraph 1. The symbols of the road signs "motorways' and" motorways for motor vehicles' are placed under the sign.
(3) The inscription indicating the vehicle mass category, the pictogram of the vehicle and the letter indicating the period of validity shall be placed at the lower left of the coupon. A number indicating the year of validity is placed above these elements.
(4) The holographic film with silver optically variable element for coupons with annual validity is placed at the bottom of the right.
(5) The box for registration of the registration mark is placed on a paper pad of the back of the coupon facing 90 °. To the right of the frame are the letters "RZ." At the top there is a letter indicating the period of validity, an indication of the vehicle mass category and additional texts in three language versions.
Method of filling in coupons and indicating the start of their validity
(1) The indication of the registration mark shall be completed on both sections of the coupon at the places designated for that purpose. The data shall be filled in legibly so that it is not normally removable.
(2) Any change to the vehicle registration mark shall not affect the validity of the coupon.
(3) The indication of the term of validity of coupons proving payment of a fee for one month or ten days shall be made by the seller when selling punch pliers on the first pieces of coupons at the place designated for the month and on [Paragraph 3 (1) (e)].
Method of recording coupons
Coupons shall be recorded according to their period of validity and according to two-letter series and six-digit serial numbers. All received, issued, sold and returned coupons shall be recorded in the register. Coupons damaged, replaced or wrongly marked shall be recorded in particular.
Ground communications, the use of which is subject to a time fee
Ground communications, the use of which is subject to a time fee, are listed in Annex 2 to this Decree.
Transitional provision
The validity of coupons issued under existing legislation is without prejudice to coupons valid for 10 days until 9 January 2013 and to coupons valid for 1 month and calendar year until 31 January 2013.
Efficacy
This decree shall take effect on the day of its publication.
