Ministry of Education, Youth and Sports of the Czech Republic
of 31 July 1992
on leisure centres for children and youth
The Ministry of Education, Youth and Sports of the Czech Republic provides pursuant to § 45 paragraph 2 of the Act of the Czech National Council No. 76 / 1978 Coll., on educational establishments, as amended by the Act of the Czech National Council No. 390 / 1991 Coll. (full version No. 395 / 1991 Coll.), and pursuant to § 13 paragraph a) of the Act of the Czech National Council No. 564 / 1990 Coll., on state administration and self-administration in education:
§ 1
Children and youth leisure centres
(1) they shall be established as:
(a) houses of children and young people with broad affections2) comprising fields of at least two interests;
(b) interest stations specialised in specific areas of interest, (2) where appropriate.
§ 2
Mission and activities of the Centre
(1) The Centre carries out educational and / or recreational activities for children, young people and, where appropriate, their parents and other adult candidates (hereinafter referred to as "participants") in their spare time, regular activities, occasional activities, holiday activities, individual work, competitions and shows and offering spontaneous activities throughout the year.
(2) Regular interest activities are carried out in interest services, namely rings, clubs, files, courses.
(3) Occasionally interest activities take the form of one-off or cyclical events, namely excursions, lectures and meetings.
(4) Holiday activities take the form of camps and professional concentration as a culmination of the activities of the interest services, as well as of camps and short-term events intended primarily for children, or young people with unreserved interests.
(5) Individual work is one of the forms of educational activity applied mainly in the work of talented children and youth.
(6) Competitions and shows announced or recommended by the Ministry of Education, Youth and Sports of the Czech Republic (3) and professional concentration for individuals and groups selected on the basis of the results of these competitions are organised by the Centre under the authority of the founder.
(7) Spontaneous activities shall take the form of an ongoing offer of interest or recreational character for participants.
(8) The Centre may provide, on the basis of conditions and needs, technical assistance in the field of work with children and youth in their spare time, in particular pre-school, school and school facilities and civil associations working with children and youth, in particular through the organisation of seminars, training, training, training, consultation and, where appropriate, the issue of methodological materials.
§ 3
Organisation and management of the Centre
(1) In order to ensure the organisation and operation of the Centre, the Director of the Centre, hereinafter referred to as "the Director," shall, after consulting the Centre's staff, issue an internal rules containing in particular the rules of the internal regime, the health and safety guidelines and the guidelines on safety and health at work.4)
(2) The Director shall establish the Education Board as his advisory body. Its members are internal teachers. Other members are appointed by the Director of External Education and Voluntary Teachers and Representatives of Parents of Children and Youth.
(3) The Director shall establish the tasks and the framework plan of activities for the school year concerned at the beginning of the year, in agreement with the founder.
§ 4
Management of the Centre
(1) The management of the Centre shall be governed by specific rules. 5)
(2) The Director shall determine, on a case-by-case basis, the amount of the contribution to the cost of the activities by the participants, in agreement with the Director. In determining the amount of the contribution, it shall take into account the nature of the activities, the interests of the company and the social possibilities of the participants. In particular justified cases, taking into account the social circumstances of the participant, the Director may, in agreement with the founder, exempt the participant from paying the contribution in part or in full.
§ 5
The maximum number of participants shall be determined by the Director where the pedagogical, hygienic or organisational conditions so require.
§ 6
Name and designation of the Centre
(1) The name of the Centre shall be composed of:
(a) the words "house of children and youth" for the establishments referred to in Article 1 (a);
(b) the word "station" and the words describing the content or age of the equipment referred to in § 1 (b) (e.g. "electronics station," "youth nature conservation station");
where applicable, the one-word or two-word popular name, and the official name of the seat in the first fall and the name of the district in the first fall if the seat of the centre is not a district town.
(2) The designation of the Centre's building and the use of a round official stamp are governed by a separate regulation.6)
§ 7
Transitional provisions
The legal form of the centres established under the existing rules shall be adapted in accordance with Article 1 by 31 December 1994 at the latest.
§ 8
Repeal
_
1st Decree of the Ministry of Education of the Czech Socialist Republic No. 91 / 1979 Coll., on the educational activities of pioneers' and youth houses, young technicians' stations, young naturalists' and young tourist stations,
2. instruction from the Ministry of Education of the Czech Socialist Republic of 4 May 1981 No 13 549 / 81-201, which regulates details of pioneers' and youth houses, young technicians' stations, young scientists' and young tourists' stations.
§ 9
This decree shall take effect on the day of its publication.

6) § 1 and 2 of Decree of the Ministry of Interior of the Czech Republic No. 435 / 1990 Coll., which provides details of the use of the national emblem and the national flag of the Czech Republic.
