establishing an International Classification of Functional Capabilities, Disability and Health (MKF)
The Czech Statistical Office, in cooperation with the Ministry of Health pursuant to § 19 (2) of Act No. 89 / 1995 Coll., on the State Statistical Service, as amended, introduces with effect from 1 July 2010 the International Classification of Functional Capabilities, Disability and Health (hereinafter referred to as "the MKF Classification ').
The ICT classification (in the English original International Classification of Functional, Disability and Health - ICF) is part of the World Health Organisation classification set and is intended for the measurement of disability at individual and population level.
The MKF classification is intended for the purposes of assessing the degree of disability, assessing the medical fitness to work (where a natural person is disabled), assessing the special needs in education, prescribing and reimbursement of medical devices, for the purposes of health insurance, for determining health status as a basis for assessing the benefits and social security services, for assessing the long-term adverse health status in social security and employment matters and for statistical purposes in the assessment of health status.
The classification of MKF must be used by each treating physician (medical institution) if the patient finds a medical condition (diagnosis) with a certain degree of disability that will be of a long-term or permanent nature. The relevant MKF classification codes must be included in the patient 's medical file and must also be included in the discharge report from the medical facility for all patients who are disabled. Further details on the application of the MKF classification are set out in the methodological guidelines for each agenda and work where such classification is required.
The valid version of the MKF classification will be available in book form in the publishing house Grada Publishing, a. s., U Pruhon 22, Praha 7 and in electronic form on the website of the Ministry of Health (www.mzcr.cz) and the Institute of Health Information and Statistics of the Czech Republic (www.uzis.cz).
