Decree of the Ministry of Education, Youth and Sports of the Czech Republic on the organisation and financing of competitions and shows of pupils of pre-school institutions, schools and school establishments

on the organisation and financing of competitions and shows of pre-school, school and school pupils
The Ministry of Education, Youth and Sports of the Czech Republic, in agreement with the Ministry of Finance of the Czech Republic, provides pursuant to § 13 (c) of the Act of the Czech National Council No. 564 / 1990 Coll., on State Administration and Self-Government in Education:
§ 1
Preliminary provisions
(1) The Decree covers competitions and shows (hereinafter referred to as "competitions") organised for children in pre-school institutions, primary schools, primary arts schools, secondary schools, special schools and conservatories, and for children and youth in educational establishments (hereinafter referred to as "pupils").
(2) Pupils' competitions shall form part of the educational work of pre-school, school and school establishments referred to in paragraph 1 (hereinafter referred to as "schools'). Their mission is to promote and develop targeted educational and educational work with pupils and the efficient use of student leisure time and talent.
Organisation of competitions
§ 2
(1) Participation in competitions is voluntary for pupils and schools.
(2) The competitions are organised according to the age categories of pupils, professional focus, or according to the type of school, as a general rule in the form of advancements.
§ 3
(1) The Director of the School shall declare competitions whose professional focus is consistent with the school's focus; the competitions are held at a time outside the school.
(2) The school authorities declare competitions which do not exceed their territorial scope.
(3) The Ministry of Education, Youth and Sports (hereinafter referred to as "the Ministry") declares competitions of a national character, competitions with international participation and international competitions.
(4) The applicants shall compete as referred to in paragraphs 1, 2 and 3:
(a) define the topics of competitions and their expertise;
(b) lay down details of the organisation of individual competitions in the organisational arrangements or guidelines, including the setting of conditions for evaluation of competitions and price fixing.
(5) The school director shall authorise pupils to participate at the time of teaching in competitions announced in accordance with paragraphs 2 and 3.
(6) The Ministry recommends that schools participate in other competitions which have not been announced in accordance with paragraphs 1, 2 or 3. The school director may also allow pupils to participate in such competitions at the time of teaching, taking into account their study results.
(7) The applicants referred to in paragraph 2 or 3 may entrust the organisation of competitions to a school or any other legal person (hereinafter referred to as the organiser).
(8) Each year, the Ministry shall issue an overview of the competitions announced in accordance with paragraph 3, including a breakdown of the competitions according to financial security by their organisers and the system of passing rounds and an overview of the competitions it recommends. These summaries will be published by 30 June of the year in the Bulletin of the Ministry of Education, Youth and Sports of the Czech Republic.
§ 4
Supervision of pupils
(1) Teaching school or parents or other legal representative of the pupil shall supervise the pupils in agreement with the organiser of the relevant progress round of the competition, except for the time of the actual competition when the organiser takes over the supervision of the pupils. The beginning and end of such surveillance shall be determined by the applicant.
(2) The persons responsible for supervising the pupils shall ensure supervision throughout the duration of the participation and movement of the pupil at the venue of the competition.
§ 5
Financial security of competitions
(1) Total expenditure shall include expenditure on preparation, promotion and actual implementation of the competition.
(2) According to financial security, the competitors are divided into two categories. In the first category the organizer pays all expenses, in the second category the organizer pays all expenses, except for catering and accommodation costs.
(3) In competitions, remuneration in kind shall be granted, the price of which shall not exceed:
(a) in the district round
300 CZK for the winner - individuals, or
600 CZK for winning team
for competitions classified in the first category;
200 CZK for the winner - individuals, or
400 CZK for winning team
for second category competitions,
(b) in the regional round
450 CZK for the winner - individual, or
750 CZK for winning team
for competitions classified in the first category;
300 CZK for the winner - individuals, or
500 CZK for winning team
for second category competitions,
(c) in the central round
700 CZK for the winner - individuals, or
1,200 CZK for winning team
for competitions classified in the first category;
400 CZK for the winner - individual, or
800 CZK for winning team
for second category competitions.
(4) The prizes in kind for pupils placed in second and third places must not exceed the value of the winner.
(5) For competitions for which the precise order of all participants is not determined, the sum of the total value of the remuneration in kind provided shall not exceed three times the value of the price referred to in paragraph 2.
(6) The organiser shall provide the pupils with the payment of the fare on their journey to the district or district or central round of competitions in the 2nd class of the train or bus as follows:
(a) within a distance of 100 km - a passenger train or a bus with a seat;
b) up to 100-300 km - express with seat or bus with seat.
(7) The organiser may, if more favourable for economic or organisational reasons, arrange for a special bus to be transported to the venue of the competition.
(8) Pupils' catering expenditure is governed by special Regulation (1)
§ 6
Reimbursement of expenditure
(1) Expenditure relating to competitions announced pursuant to § 3 (1), (2) and (3) shall be borne by the organiser, with the exception of expenditure on meals and accommodation for pupils in competitions classified in the second category. They must have the necessary resources in their budget.
(2) Expenditure relating to competitions declared pursuant to Article 3 (3) (b) shall be incurred by the promoters of pre-agreed shares. 2)
(3) Expenditure relating to the participation of competitors in international competitions selected on the basis of the results of the central rounds referred to in Article 3 (3) (a) shall be borne by the Ministry from its budget.
§ 7
Workers and other persons involved in the security of competitions are subject to generally binding travel refund legislation.3)
§ 8
The provisions of this Order shall apply mutatis mutandis to the concentration organised for selected participants in the central rounds before their secondment to international competitions.
§ 9
Efficacy
This decree shall take effect on the day of its publication.
