GOVERNMENT REGULATION
of 16 August 2006
establishing the geodetic reference systems and national map works binding on the territory of the State and the principles for their application
The Government mandates pursuant to Paragraph 17 (2) of Act No. 200 / 1994 Coll., on surveying and amending and supplementing certain laws related to its implementation, as amended by Act No. 319 / 2004 Coll.:
§ 1
Preliminary provisions
This Regulation was notified in accordance with Directive 98 / 34 / EC of the European Parliament and of the Council of 22 June 1998 laying down a procedure for the provision of information in the field of technical standards and rules and of rules on information society services, as amended by Directive 98 / 48 / EC.
§ 2
Geodetic reference systems
(1) Geodetic reference systems binding on national territory (hereinafter referred to as "binding geodetic systems") are:
a) World Geodetic System 1984 (WGS84),
(b) the European Terrestrial Reference System (ETRS),
c) Coordinate system Single trigonometric grid (S-JTSK),
(d) the Castastral Coordinate System,
e) Catastral coordinate system of the Saint-Peter's,
f) Baltic height system - after settlement (Bpv),
g) Weight system 1995 (S-Gr95),
h) Coordinate system 1942 (S-42 / 83).
(2) The technical parameters of binding geodetic systems are set out in the Annex to this Regulation.
§ 3
State map works
(1) The State map parts are binding on the territory of the State
(a) cadastral map (1),
b) 1: 5 000 scale map,
c) Basic map of the Czech Republic measuring 1: 10 000, 1: 25 000, 1: 50 000, 1: 100 000 or 1: 200 000,
d) 1: 500 000 scale map of the Czech Republic,
(e) Topographical map measuring 1: 25 000, 1: 50 000 and 1: 100 000,
f) Military map of the Czech Republic, measuring 1: 250 000, 1: 500 000 and 1: 1 000 000 000.
(2) Thematic state map works binding on the territory of the State are thematic map works created for the entire territory of the State on the basis of the basic state map works referred to in the
(a) paragraph 1 (c) and (d); or
(b) paragraph 1 (e) and (f).
(3) The State map works referred to in paragraph 1 (a) shall be displayed in a binding geodetic system in accordance with § 2 (1) (c) to (e).
(4) The State map works referred to in paragraphs 1 (b) to (d) and 2 (a) shall be displayed in the binding geodetic system referred to in paragraphs 2 (1) (c) and (f) and shall be supplemented with the binding geodetic system referred to in paragraphs 2 (1) (a) and (b) respectively.
(5) The State map works referred to in paragraph 1 (e) and (f) and paragraph 2 (b) shall be displayed in a binding geodetic system in accordance with § 2 (1) (a) and (f) in a universal transverse display of Mercator or Lambert's conformation.
§ 4
Principles for the use of geodetic reference systems and national map works
(1) The binding geodetic systems referred to in Article 2 (1) (a) to (g) shall be used throughout the territory of the State for the purposes of public interest geo-desire2) and for the results of public interest geo-activities (3). The binding geodetic system referred to in Article 2 (1) (h) may be used only for the measurement, maintenance and management of the documentary work of the state borders with the Republic of Poland.
(2) The State map works referred to in § 3 (1) (a) to (d) and the thematic map works referred to in § 3 (2) (a) are intended for public use.
(3) The State map works referred to in Article 3 (1) (e) and (f) and the thematic state map works referred to in Article 3 (2) (b) are intended to provide State defence.
(4) State map works pursuant to Article 3 (1) shall be used
(a) in the management of topographical and thematic map materials produced in the public interest;
(b) for crisis management and an integrated rescue system.
(5) Where the authorities of crisis management and the components of the integrated rescue system are engaged in synergies, they shall always use only the national map works displayed in, or supplemented by, the geodetic reference system referred to in Article 2 (1) (a).
§ 5
Transitional provisions
(1) The binding geodetic systems referred to in Articles 2 (1) (d) and (e) may be used only in the management and management of the State map work referred to in Article 3 (1) (a) which has been created in one of these systems, pending the replacement of the State map work in the binding geodetic system referred to in Article 2 (1) (c).
(2) The binding geodetic system referred to in Article 2 (1) (h) for the measurement, maintenance and management of the documentary work of the national borders with the Republic of Poland may be used only until the replacement of the documentary work thus created by the documentary work created in the binding geodetic system referred to in Article 2 (1) (a), (b) or (c).
§ 6
Repeal
Government Decree No. 116 / 1995 Coll., laying down geodetic reference systems, state map works binding throughout the country and the principles of their application, is hereby repealed.
§ 7
Efficacy
This Regulation shall enter into force on 1 September 2006.

Technical parameters of binding geodetic systems
1. The World Geodetic System 1984 is designated in the Czech Republic
(a) space geodesy technologies which are part of the monitoring and processing centre programmes of the system administrator;
(b) a set of coordinates of points relating to the 1984 World Geodetic System in implementation of the G873;
c) an ellipsoid of the world geodetic system 1984 with constants a = 6378137 m, f = 1: 298,257223563, where "a" is the length of the main half axis and "f" is the flattenation.
2. The European Territorial Reference System is designated in the Czech Republic
(a) technologies of space geodesy and constants forming part of international processing centres programmes;
(b) a set of geocentric coordinates of selected points of geodetic bases, the coordinates of which were related to epoch 1989.0 and the European Terrestrial Reference Framework (ETRF) in implementation 2000 (ETRF2000);
(c) an ellipsoid of the geodetic reference system 1980 (GRS80) with constants a = 6378137 m, f = 1: 298,257222101, where "a" is the length of the main half axis and "f" is flattening.
3. Coordinate system Single trigonometric grid catastral is determined
a) Bessel ellipsoid with parameters a = 6377397,15508 m, b = 6356078,96290 m, where "a" is the length of the main half-axis, "b" is the length of the secondary half-axis,
b) Bushroom shape cone display in general position,
(c) a set of coordinates of points from trigonometric grid alignment.
4. The grid coordinate system of the gusterberg is designed
(a) Cassini (or Cassini) -Soldner transverse cylindrical imaging, length-acting in main circles, with a cylinder surface affecting the conventional base meridian and the axis of the cylinder situated in the plane of the conventional equator,
(b) at the beginning of the trigonometric point of Gusterberg in Upper Austria, the geographical coordinates of which are CS = 48 ° 02 '18,47' λ = 31 ° 48 '15,05' east of Ferra, axis X in the conventional base meridian assigned to that point and the system of main circles in planes perpendicular to the base meridian;
(c) a cadastral trigonometric network of the 1st to 4th order from 1824 to 1860,
(d) a cartographic rectangular system at ecvisionary intervals of parallel lines with the base meridian and perpendicular to this meridian, forming both square triangulation sheets of one Vienna mile side, i.e. 7 585.9 m, and rectangular section sheets of sides 1000 and 800 Vienna fathoms, i.e. 1896,484 m and 1517,187 m, which are displayed on a scale of 1: 2880 and represent map sheets of catastral maps.
5. Catastral coordinate system of St. Peter's is designed
(a) Cassini (or Cassini) -Soldner transverse cylindrical imaging, length-acting in main circles, with a cylinder surface affecting the conventional base meridian and the axis of the cylinder situated in the plane of the conventional equator,
(b) beginning at a trigonometric point in the tower of St. Stephen's in Vienna, the geographical coordinates of which are equal to 48 ° 12 '31,54 "λ = 34 ° 02' 27,32" east of Ferra, axis X in the conventional base meridian assigned to that point and the system of main circles in planes perpendicular to the base meridian;
(c) the cadastral trigonometric network of the 1st to 4th order from 1821 to 1860,
(d) a cartographic rectangular system at ecvisionary intervals of parallel lines with the base meridian and perpendicular to this meridian, forming both square triangulation sheets of one Vienna mile side, i.e. 7 585.9 m, and rectangular section sheets of sides 1000 and 800 Vienna fathoms, i.e. 1896,484 m and 1517,187 m, which are displayed on a scale of 1: 2880 and represent map sheets of catastral maps.
6. Baltic height system - after settlement is determined
(a) the starting point of height, which is zero scale of sea water in Kronštadt;
(b) a set of normal heights from the international settlement of the levelling networks.
7. Weight system 1995 is determined
(a) the level and size of the net derived from absolute mass measurements in the international gravimetric network;
(b) a set of load acceleration values from balancing the international network.
8. Coordinate system 1942 is determined
a) Krasovský ellipsoid with parameters a = 6378245 m, f = 1: 298,3, where "a" is the length of the main half axis, "f" is flattening,
b) Gauss transverse contour cylindrical display in 6 ° meridian strips in Krüger style,
(c) a set of coordinates of points from the international equalisation of astronomical - geodetic networks.
