on certain measures in recruitment and upbringing.
The Government of the Czechoslovak Republic, with the agreement of the President of the Republic pursuant to § 42 (1) of Act No. 241 / 1948 Coll., on the first five-year Economic Plan for the Development of the Czechoslovak Republic (Act on the Five-Year Plan):
In particular, the task of this Regulation is to ensure the conditions for the further development of its creative forces and full application in building work, in line with the needs of the Single Economic Plan.
(1) Youth, who has fulfilled the obligation to attend school in the first and second stages and has not yet reached the age of 18, will enter into a teaching relationship in order to obtain vocational training and to deepen their general education and their political, cultural and physical education. This provision shall not apply to young people who, in accordance with the needs of the Single Economic Plan, enter a selection school within the time limit laid down in paragraphs 2 and 3, or into a job relationship, after continuing their education at a selection school or being employed in an employment relationship. The provisions of the first sentence shall not apply to young people who, in accordance with the needs of the Single Economic Plan, are working in agriculture outside a teaching or employment relationship or who, at the time laid down in paragraphs 2 and 3, start working in agriculture in this way.
(2) The youth referred to in paragraph 1, who has fulfilled the obligation to attend schools in the first and second stages of the current calendar year, shall enter into the teaching relationship no later than the beginning of the next teaching year. The apprenticeship year shall be determined by the head of the working stock (hereinafter referred to as "the Centre ') so as to start no later than 1 September.
(3) The other youth referred to in paragraph 1 shall enter into the teaching relationship within 4 weeks of the date of entry into force of this Regulation, after the first day on which they do not continue their education at the selection schools or are not in employment or work in agriculture outside the teaching or employment relationship.
The teaching disciplines and the length of the teaching period for each teaching course shall be established and published in the Official Journal by the Institute in an agreement with the Ministry, the responsibility of which shall be for the production or other sector in which apprenticeship education is mainly carried out.
The time for examination shall not be allowed in the classroom. Arrangements contrary to this shall be void.
The management of the enterprise shall be obliged to ensure that the entry into the learning environment is well prepared and made as easy as possible in terms of education and material, and that it can take place in time, as well as that the upbringing of the working stock is carried out properly and in accordance with the needs of the Single Economic Plan.
The headquarters shall, in agreement with the central authorities involved and after hearing the Czechoslovak Youth Association and the Single Trade Union Organisation, issue more detailed provisions for the implementation of this Regulation and provide for exceptions to its provisions in cases justified by the economic or important interests of individuals.
(1) All provisions contrary to this Regulation, in particular Sections 1 (2) and 1 (3) of Decree-Law No 186 / 1949 Coll., on the provisional treatment of apprenticeship training, Section 99a of the Trade Code, Section 138 of the Trade Code and Section 5 (2) of Decree No 201 / 1943 Coll., on the training of professional miners are repealed.
(2) Measures taken in conformity with the provisions of this Regulation before the date of its entry into force shall be deemed to have been taken under this Regulation.
This Regulation shall enter into force on the day of its publication; they shall be carried out by the Minister for Labour and Social Welfare in agreement with participating members of the Government.
