Regulations on the organisation and competence of the State Geographic and Cartographic Institute and on the Technical Advisory Board in matters of public measurement and mapping

Government Regulation
of 25 April 1950
on the organisation and competence of the State Geographic and Cartographic Institute and on the Technical Advisory Board in matters of public measurement and mapping.
The Government of the Czechoslovak Republic orders pursuant to § 4 (3) and § 6 (2) of Act No. 82 / 1948 Coll., on the modification of the jurisdiction in matters of public measurement and mapping (Geometric Act), as amended by Act No. 250 / 1949 Coll.:

Část I.

State Geographic and Cartographic Institute.
§ 1.
(1) A State Geographic and Cartographic Institute (hereinafter referred to as the Institute) is hereby established for public evaluation and mapping work of national importance and work of special character and importance.
(2) The seat of the Institute is Prague.
§ 2.
In particular, the Constitution shall:
1. propose a plan for its work on assessment and mapping,
2. build geodetic foundations of semi-hourly and uplift,
3. to build the foundations for cadastral valuation and grading,
4. to produce public maps using all measurement methods, including ground and aerial photography;
5. to draw up, reproduce, publish and disseminate maps of public and other works, their derivatives, as well as other results of public measurement and mapping work for the needs of the State and the public, in particular for the fulfilment of the single economic plan and the urban planning and construction of municipalities;
6. to procure land-based work linked to the establishment, maintenance and renewal of the documentary work of state borders;
7. to concentrate and safely and professionally store national works of public and other measurement and mapping, in particular triangulation, levelling and map, and works of valuation and land statistics, including summary reports of cadastral values,
8. carry out research, testing and documentation in the field of public measurement and mapping as well as publish the results of such work;
9. Object the title,
10. carry out in the field of public measurement and mapping of work which the Ministry of Technology will be specifically ordered to do.
§ 3.
As a regional authority in Slovakia, the Slovak Geoměřický and Cartographic Institute (hereinafter the "Slovak Institute ') shall be established at the time of the entrustment. His home is Bratislava.
§ 4.
The internal organisation of the Institute and the Slovak Institute will be adapted in detail by the Minister of Technology by the Organisation Order.

Část II.

Technical Advisory Board on Public Measurement and Mapping.
§ 5.
(1) The Technical Advisory Board is a subsidiary body of the Ministry of Technology and has a maximum of 25 members.
(2) The Technical Advisory Board members are appointed by the Minister of Technology for two years, from representatives of the central authorities concerned and delegates, universities, the National Commission for Geodetic and Geophysical, Military Geographical Institute, National Committees and mass and interest organisations of the working people. The priorities of the relevant components for public measurement and mapping in the Ministry of Technology and in the Technical Officer and the Heads of the Institute and the Slovak Institute are members of the Technical Advisory Board from their official office.
(3) In addition to those members, case by case, other experts may be invited to cooperate as experts.
§ 6.
In particular, the task of the Technical Advisory Board shall be to give observations and correspondence in addressing national major issues in the field of public measurement and mapping, and to give opinions and comments on proposals for a more serious scope where they concern public measurement and mapping.
§ 7.
(1) The seat of the Technical Advisory Board is Prague.
(2) The deliberations of the Technical Advisory Board shall be governed by the Rules of Procedure issued by the Minister of Technology.
(3) Membership in the Technical Advisory Board is an honorary function. Members are only entitled to reimbursement of travel expenses under the general rules.
(4) The Office of the Technical Advisory Board will provide its staff with the Ministry of Technology.

Část III.

Provisions common and final.
§ 8.
The competence of the Ministry of National Defence in matters of measurement and mapping, intended solely for the defence of the State, is not affected by this Regulation. Another piece of measurement and map according to § 2 No 5 and 7 is not meant by a piece of measurement and map, drawn up by military administration.
§ 9.
This Regulation shall enter into force on the day of its publication; they shall be carried out by the Minister of Technology in agreement with the participating members of the Government.
