on the validity of the Constitutional Decree of the President of the Republic of 4 December 1944, No 18 of the Official Journal, of the National Committees and of the Interim National Assembly.
According to Article 2 of the Constitutional Decree of the President of the Republic of 23 June 1945, No 22 Coll., on the publication of laws, issued outside the territory of the Czechoslovak Republic, I declare:
According to the Resolution of the Government of the Czechoslovak Republic of 3 August 1945, the Constitutional Decree of the President of the Republic of 4 December 1944, No 18 of the OJ, on National Committees and the Interim National Assembly, remains in force.
Constitutional Decree No 18 / 1944 of the European Parliament shall be published in the Annex.

It is based on the basic principle of the constitutional charter of the Czechoslovak Republic that the people are the only source of all state power in the Czechoslovak Republic and follows up on the Government Declaration of 16 April 1944, I declare on the proposal of the Government and after hearing the State Council that the sovereign people in the liberated territory of the Republic will exercise that power in a transitional period as follows:
In the territory of the Czechoslovak Republic, which will be liberated from the enemy, national committees will be set up on the basis of the elections, namely local, regional and regional, as interim public authorities in all its fields. As public authorities, the National Committees will be subordinate to the Government.
The national committees shall, on the basis of elections, be the provisional National Assembly as the provisional legislative body to which the government shall be responsible. Its composition, form and scope shall be laid down in a special constitutional decree.
The government is empowered to determine by government regulations with the law in force how national committees will be elected and how they will exercise their powers.
However, such a government regulation must be signed by the President of the Republic.
For the administration of municipalities and counties with the majority of the population of the State-unreliable are appointed, under the applicable law of the Commissioner, after the Administrative Commission, to which representatives of the State-reliable population may be added to the cooperation according to local circumstances.
The transitional period shall begin with the date on which a part of the Czechoslovak Republic is freed from hostile power and shall end with a date to be determined by the duly elected National Assembly.
This constitutional decree shall take effect on the date of its publication and shall be implemented by all members of the Government.
