DECLARATION
of 27 November 2003
amending Decree No 328 / 2001 Coll., on certain details of the security of the integrated rescue system
According to Section 35 (2) of Act No. 239 / 2000 Coll., on the Integrated Rescue System and on the amendment of certain laws (hereinafter referred to as "the Act"), the Ministry of Interior provides for the implementation of Sections 5 (4), 12 (3) and 18 (4) (a) of the Act:
Čl. I
Decree No 328 / 2001 Coll., on certain details of the security of the integrated rescue system, is amended as follows:
1. in Paragraph 1 (2) (h) (3), "evacuation" is replaced by "evacuation."
2. in Paragraph 1 (2) (h) (7), the word "regulation" is replaced by the word "regulation."
3. in Paragraph 1 (2) (k), the word "persons" is replaced by the word "persons."
4. In Article 2 (c), the words "the Mayor of the City of Brno or Ostrava or Pilsen (hereinafter referred to as" the head of the District Office ')' are replaced by the words "the Mayor of the municipality with extended scope '.
5. in Article 7 (a):
"(a) the involvement of forces and resources within the competence of the Ministry, other ministries, other administrative offices, captains and mayors of the enlarged municipalities in accordance with the needs of rescue and liquidation work, as well as the protection of the population in accordance with the central alarm plan and the county alarm plan in accordance with the external emergency plans and the regional emergency plan, where appropriate, using foreign assistance;"
6. In Article 8 (1), the word "counties," is deleted.
7. in Article 8 (2) (h), the word "counties" is replaced by "municipalities."
8. In Article 9 (2), the first sentence is deleted.
9. In Paragraph 9 (2), the first sentence shall be supplemented by the words "the permanent working group of the Regional Crisis Staff shall use the workplaces set up by the Fire Rescue Corps."
10. in the second sentence of Paragraph 9 (2), the word "counties" is replaced by the words "municipalities with extended scope."
11. In Section 10, the words "priority of the district office 'are replaced by the words" Mayor of the municipality with extended scope'.
12. in Article 10 (1), in the introductory part of the text, the words "The Head of the District Office" shall be replaced by "The Mayor of the Municipality with extended scope."
13. in Paragraph 10 (1), in the part of the sentence behind the semicolon, the word "district" is replaced by "county."
14. in Paragraph 10 (2), the first sentence is deleted;
15. in the first sentence of Paragraph 10 (2), the words "district at district level" shall be replaced by the words "municipality with extended scope in the administrative district of the municipality with extended scope" and the words "county authorities" shall be replaced by the words "mayor of the municipality with extended scope."
16. In the second sentence of Article 10 (2), the word "counties' is replaced by" municipalities with extended scope '.

„§ 11
The Regional Crisis Staff or the Regional Crisis Staff of the Municipality with extended competence (hereinafter referred to as the "Crisis Staff ') shall be convened by its founder, in particular in the case of crisis situations or the announcement of a special level of alert of the relevant zoning alarm plan (hereinafter referred to as" alarm level'). If it is not possible to follow the first sentence, the managing officer of the fire brigade of the county may initiate the call of the crisis crew, which may simultaneously call a permanent task force of the crisis crew; it shall immediately inform the crisis staff administrator and manage the work of the permanent crisis staff working group until its decision.

18. in Article 12 (2), the words "and (c)" shall be deleted;
19. In Article 12 (3), at the end of the text, the words "or the regional competence, the municipalities concerned and the legal and natural persons concerned 'shall be replaced by the words" the competence or competence in the administrative district of the municipalities with extended competence, persons from designated municipalities 17a) and legal and natural persons designated by the regional emergency plan'.

20. in Paragraph 13, at the end of the text in point (a), the number "112" shall be added.
21. in Paragraph 14 (1) (a), the word "district" is replaced by the word "county."
22. in Article 14 (1) (f), the words "or an alarm plan for an integrated district rescue system (hereinafter referred to as the district alarm plan)" shall be deleted;
23. in Paragraph 14 (3), after point (d), "comma" shall be replaced by "a" and "at the end of the text of the paragraph," and the district alarm plan "shall be deleted.
24. in Article 15 (b), the words "or a representative of the District Office" shall be deleted;
25. in Article 15 (c), the words "regional authorities, regional authorities" are replaced by the words "regional authorities."
26. In Article 16 (3), the words "to the head of the district office 'are replaced by the words" to the mayor of the municipality with extended scope'.
27. in § 19 (1) (b), the word "district" is replaced by "municipality with extended scope."
28. in Paragraph 19 (1) (c), the word "district" is replaced by the word "county."
29. in Article 19 (4), the word "district" shall be replaced by the word "county," the words "district level" shall be replaced by the words "community level with extended scope," and the words "district office notary" shall be replaced by the words "mayor of the municipality with extended scope."
30. Paragraph 19 (5) is deleted.
31. in Article 22 (b), the words "or district" shall be deleted;
32. in Article 23 (1) (b), the words "or counties other than those affected by an emergency" shall be deleted;
33. In the second sentence of Paragraph 23 (2), the words "county to the county authority 'are replaced by the words" county to the mayor of the municipality with extended scope'.
34. in Article 24 (1) (b), the words "and counties, other than those affected by an emergency" shall be deleted;
35. in Paragraph 24 (2):
"(2) The announcement of a special alarm level of the county alarm plan shall be communicated by the Regional Operations and Information Centre to the Governor. In the same way or following a decision by the commander, the announcement of a special alarm level of the county alarm plan shall be notified to the mayor of the municipality concerned with extended scope. ';
36. in Paragraph 24 (3):
"(3) Following the announcement of a special alarm level of the Regional Alert Plan, the Regional Operational and Information Centre shall call on and deploy forces and resources from the Region, coordinate assistance with neighbouring regions and inform the Directorate-General of the special alarm level of the Regional Alert Plan. It shall also coordinate the assistance of the Directorate-General's Operational and Information Centre. ';
37. The heading of Part Five shall read: "PRINCIPLES AND METHOD OF PROCESSING, APPROVAL AND USE OF THE HAVARIA PLAN AND THE EXTERNAL HAVARIA PLAN."
38. The heading under the heading of Section 25 reads: "Regional emergency plan."
39. in Article 25 (1), in the introductory phrase of paragraph 2, in paragraph 2 (a), in the introductory phrase of paragraph 3, in paragraph 3 (b), in paragraph 4 and 5, the words "district" shall be replaced by the words "county."
40. In Article 25 (5), the words "Territorial competent 'are deleted.
41. In Article 25, the word "county 'shall be added at the end of paragraph 5.
42.Paragraph 25 (6) reads as follows:
"(6) The Fire Safety Corps of the Region shall forward to the authorities, administrations and municipalities carrying out the tasks of the Region's emergency plan, statements of the Region's emergency plan for the development of their emergency activity. ';
43. Paragraph 26, including the title and footnotes 40) to 44), reads as follows:
"External emergency plan
§ 26
(1) The external emergency plan is being processed
(a) for nuclear installations or workplaces of Category IV (40) pursuant to § 27; and
(b) for objects and equipment, 41) for which the possibility of a major accident is 42) caused by hazardous chemicals and products43) under a specific legislation. 26), 44)
(2) The external emergency plan shall be prepared in at least two copies. One copy of the external emergency plan shall be deposited as part of the regional crisis plan for the meetings of the Regional Security Council and the Regional Crisis Staff; the other copy shall be deposited at the Regional Operations and Information Centre.
40) Paragraph 4 (12) of Act No. 18 / 1997 Coll., on the Peaceful Use of Nuclear Energy and Ionising Radiation (Atomic Act) and on the amendment and addition of certain laws. Section 15 of Decree No. 307 / 2002 Coll., on Radiation Protection.

44. The heading under the heading of Section 27 reads: "External emergency plan for nuclear installations or Category IV workplaces."
45. in Paragraph 27 (1) and (2), the words "with a very significant source of ionising radiation" shall be replaced by the words "Category IV."
46. in Article 27 (1), the words "(" the external emergency plan ")" shall be deleted;
47. in Paragraph 27 (4), the word "district" shall be replaced by "regional" and footnote 48 shall be deleted;
48. In the first sentence of Paragraph 27 (7), the word "copy 'is replaced by" copy'.
49. in Paragraph 27 (7), the second sentence is deleted;
50. Paragraph 27 (8) reads as follows:
"(8) The municipalities, regional authorities, district authorities and the components listed in the external emergency plan of the county and the expected emergency concerned shall receive from the coordinating fire department, after one copy of the extract from the external emergency plan, to the extent necessary for the development of their emergency activity."
51.Paragraph 27 (9) shall be deleted;
52. in § 28 (1), (3) and (4), the words "district" shall be replaced by the words "county."
53.Paragraph 29 (1) reads as follows:
"(1) Crisis communication in an integrated rescue system shall be organised for the needs of the different levels of coordination referred to in Section 2 between the components, ministries, other central administrations, regional authorities, or in the administrative districts of the municipalities with extended competence, regional authorities and municipal authorities (hereinafter referred to as" crisis communication bodies') and each of these bodies. ';

"Annex No 1 to Decree No 328 / 2001 Coll.
Method of processing the regional emergency plan
(1) The regional emergency plan is subdivided into:
A. information part,
B. Operational Part; and
C. plans for specific activities.
(2) The regional emergency plan contains text documents, accompanied by the graphic documentation, which consists of maps, (1) graphs and diagrams.
A. Information
(1) The characteristics of the region form part
(a) geographical;
(b) demographic,
(c) climate and hydrological; and
(d) a description of the infrastructure.
(2) For each type of incident, the facts identified by the analysis of possible occurrence shall be reported, indicating:
(a) the place of possible creation;
(b) likelihood of occurrence;
(c) scope and threat, depending on time and other conditions;
(d) a list of municipalities, including an overview of their population and a list of legal persons and business individuals included in the regional emergency plan, 2)
(e) endangering the population;
(f) expected damage;
(g) the expected consequences of an incident;
(h) the principles governing the execution of rescue and disposal operations;
(i) the expected amount of force and means for rescue and disposal operations;
(j) a description of the relevant part (to a specific type of emergency) of the organisation of the emergency preparedness of the region, including an indication of the scope of the components;
(k) a description of the available part (for a particular type and site of emergency) of the notification and warning system within the framework of the organisation of rescue and disposal operations and the protection of the population;
(l) the possibility of rendering the expected consequences of an emergency, indicating the responsibility for the implementation of individual rendering measures; and
(m) a list of incidents which cross the border or may occur in the territory of the region or may spread from other regions.
(3) When one type of emergency occurs in several locations of the region and under similar local conditions, the most dangerous variant shall be described in detail; for other variants, only differences and specifics shall be indicated.
B. Operational part
The forces and means for rescue and disposal work shall only be indicated with regard to the assistance required under Article 20 (1) and (2) of the Act if they are not included in the alarm plans, the county alarm plan being attached to the county emergency plan. The forces and means for rescue and disposal operations not covered by the regional alert plan shall be indicated with the following information:
(a) assistance to neighbouring regions shall include:
1. emergencies in which assistance will normally be implemented;
2. forces and means of assistance;
3. the manner in which forces and means of assistance are employed and their involvement in rescue and disposal operations; and
4. responsibility for the secondment,
(b) assistance which may be granted from neighbouring regions shall include:
1. emergencies in which assistance is generally required;
2. forces and means of assistance;
3. the manner in which forces and means of assistance are employed and their involvement in rescue and disposal operations; and
4. responsibility for the secondment,
(c) assistance which may be granted from a central level shall include:
1. emergencies in which assistance is generally required;
2. forces and means of assistance;
3. the manner in which forces and means of assistance are employed and their involvement in rescue and disposal operations; and
4. responsibility for the secondment,
(d) the means of notification of the incident and the connection.
C. Types of plans for specific activities
(1) A plan shall be drawn up for specific activities for the implementation of rescue and disposal operations on the territory of the region:
(a) notification,
(b) trauma;
(c) warning of the population;
(d) cover the population;
(e) individual protection of the population;
(f) evacuation of the population;
(g) emergency survival of the population;
(h) monitoring;
(i) contingency plan for veterinary measures, 3)
(j) public policy and security,
(k) the protection of cultural monuments;
(l) sanitary and anti-epidemic measures;
(m) communication with the public and mass information means;
(n) disposal of waste.
(2) The notification plan shall include the method of:
(a) transmission of initial emergency information;
(b) the communication and occupation of other components;
(c) informing the mayor and mayor of the municipalities with extended scope; and
(d) reporting on the emergency to the Regional Office, the municipal authorities of the municipalities with extended competence, the other administrative offices and the municipal authorities of the municipalities affected by the notification.
(3) The Trauma Plan contains:
(a) medical facilities procedures (4) and administrative offices and the organisation of emergency medical care and medical assistance to the population affected by the emergency or persons carrying out rescue and disposal operations, if they have been disabled in connection with the emergency;
(b) the means of providing medical assistance to the evacuated and hidden population; and
(c) the principles of protection of public health both in and outside the emergency areas, health regimes affecting the components of the integrated rescue system and the health facilities concerned.
(4) The population warning plan contains:
(a) an overview of the communication centres and warning endpoints;
(b) a way of warning the population of potential hazards;
(c) the warning signal and its meaning and alternative means of warning;
(d) the means of transmission of emergency information;
(e) the manner in which information on the termination of the threat is provided; and
(f) the allocation of responsibilities for the execution of warnings to the population.
(5) The plan to cover the population includes:
(a) the principles of security of cover;
(b) an overview of permanent shelters around the administrative districts of the municipalities with extended scope, indicating the type of hiding place and the capacity of the hidden persons;
(c) an overview of suitable premises for building improvised shelters; and
(d) the distribution of responsibility for the cover of the population.
(6) The individual population protection plan contains:
(a) the method of improvised protection of the airways, eyes and body surface;
(b) the quantity and structure of individual protection devices for the selected categories of persons and their places of storage;
(c) the security and manner in which the individual protection means are delivered; and
(d) the allocation of responsibilities for the individual protection of the population.
(7) The evacuation plan contains:
(a) the principles of evacuation;
(b) the extent of the evacuation measures;
(c) evacuation security;
(d) the authorities responsible for managing the evacuation and the way in which they are notified; and
(e) the distribution of responsibility for the evacuation of the population.
(8) The emergency survival plan for the population contains:
(a) emergency accommodation;
(b) emergency food supply;
(c) emergency supply of drinking water;
(d) emergency basic services to the population;
(e) emergency energy supplies;
(f) the organisation of humanitarian aid; and
(g) the allocation of responsibilities for implementing emergency survival measures for the population.
(9) The monitoring plan contains:
(a) an overview of stationary and mobile devices and their deployment;
