ORDER
GOVERNMENTS OF THE CZECH REPUBLIC
of 21 October 2020
on the adoption of crisis measures
Following the Government Resolution No. 957 of 30 September 2020, the Government, in accordance with Articles 5 and 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, declared emergency in accordance with Article 5 (a) to (e) and § 6 of the Act No. 240 / 2000 Coll., on emergency management and on the amendment of certain laws (Crisis Act), as amended, for the resolution of the crisis situation, the adoption of emergency measures, by virtue of the provisions of § 5 (c) and § 6 (1) (b) of the Crisis Act.
Government with effect from 22 October 2020 from 06: 00 am to 3 November 2020 to 23: 59 pm
I. requires public authorities and administrative authorities (hereinafter referred to as the "authority") to start limited operations within all their workplaces resulting from an emergency situation consisting of:
1. the limitation of work and public services, in particular to those agendas whose performance must be carried out unconditionally, in particular to ensure the functioning of public administration and public administration services to the extent necessary and the fulfilment of the tasks of the Government of the Czech Republic aimed at achieving the emergency objectives; the other agendas shall be carried out to the extent that they do not jeopardise the following measures necessary to protect the health of civil servants, workers and other officials (hereinafter referred to as "employees'),
2. Limiting the personal contact of employees with the addressees of the public administration (with applicants, other participants in administrative proceedings) and other external persons (hereinafter referred to as "clients / public") to the necessary level; the limitation of contacts shall be carried out in particular as follows:
(a) giving priority to written, electronic or telephone contact over personal contact in all cases where this is possible, but at the same time allowing personal contact to clients / public in official hours to the extent provided for by this crisis measure;
(b) the receipt of all documents from clients / public only through the office of the mailroom, if established; whenever possible, priority shall be given to electronic communication,
(c) taking action to restrict direct contact when contacting employees of other institutions and bodies; negotiations shall be conducted under increased hygiene measures,
(d) the measures referred to above shall apply mutatis mutandis to staff within the institution,
3. limiting the scope of the official hours of the institutions to 2 days per week, in the range of 5 hours per day, at the time available to the public; inform the authorities accordingly of the change of official hours and publish them on their official plates; the limitation of the scope of the official hours of the authorities shall not apply where:
(a) the current scope of the official hours of the institution does not exceed that set by this crisis measure;
(b) limiting the scope of official hours would jeopardise the institution's activities or unduly restrict the rights of clients / public;
(c) the client has been confirmed in advance of the deadline to arrive at the institution's workplace;
4. ensuring the operation of the various services of the institution by the lowest possible number of staff present at the workplace to be maintained for the activities of the public authority or administrative authority;
5. ensuring the functioning of the institution in such a way that any quarantine measures against a part of the staff do not jeopardise the ability of the institution (e.g. rotation of separate groups of staff, distance work);
II. Repeals the Government Resolution of 8 October 2020 No 994, published under No. 398 / 2020 Coll.
