ORDER
GOVERNMENTS OF THE CZECH REPUBLIC
of 21 October 2020
on the adoption of crisis measures
Following the Government Resolution No. 957 of 30 September 2020, the Government, in accordance with Articles 5 and 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, declared emergency in accordance with Article 5 (a) to (e) and § 6 of the Act No. 240 / 2000 Coll., on emergency management and on the amendment of certain laws (Crisis Act), as amended, for the resolution of the crisis situation, the adoption of emergency measures, by virtue of the provisions of § 5 (c) and § 6 (1) (b) of the Crisis Act.
Government with effect from 22 October 2020 from 06: 00 am to 3 November 2020 to 23: 59 pm
I. prohibits the free movement of persons throughout the Czech Republic with the exception of:
1. travel to work and to perform business or other similar activities and to perform the duties of a public official or constitutional officer;
2. necessary trips to family or close persons;
3. journeys strictly necessary for the provision of basic living needs (e.g. the purchase of food, medicines and medical devices, sanitary goods, cosmetics and other drugstore goods, feed and other animal needs), including the needs of relatives and loved ones, the provision of childcare, the provision of animal care, the use of necessary financial and postal services, fuel supplements, waste disposal,
4. journeys strictly necessary to ensure the needs and services referred to in paragraph I / 3 of this resolution for another person (e.g. volunteering, neighbourhood assistance),
5. travel to health and social services facilities, including the necessary accompanying of relatives and loved ones, and veterinary care facilities,
6. travel to deal with urgent official matters, including the necessary accompanying of relatives and loved ones;
7. the pursuit of the profession or activities used for reinsurance
(a) security, internal order and crisis management;
(b) health protection, health or social care, including volunteering;
(c) individual spiritual care and services,
(d) public transport and other infrastructure,
(e) services for residents, including supplies and delivery services;
(f) veterinary care;
8. trips for the purpose of outdoor or parks stay there and trips to and from their own recreational facilities;
9. trips to travel from the Czech Republic,
10. participation at the wedding and funeral, no more than 10 persons, and visits to the cemetery,
11. travel back to his place of residence;
II. Orders
1. limit movement in publicly accessible places to the period strictly necessary and reside at their place of residence, except in the cases referred to in point I of this resolution,
2. limit contacts with other persons to the extent necessary;
3. stay in public places not exceeding 2 persons, except:
- household members,
- staff working for the same employer,
- persons engaged jointly in business or other similar activities,
- persons jointly engaged in activities for which they are required under the law and are required to do so in a higher number of persons,
- children, pupils and students in providing education in schools or school establishments,
and maintain a distance of at least 2 metres in contact with other persons, if possible;
III. Limits the right to gather peacefully according to Act No. 84 / 1990 Coll., on the right of assembly, as amended, so that the assembly can participate in a total of not more than 100 participants in groups of not more than 20 participants and while maintaining spacing between groups of participants of at least 2 metres, each participant being obliged to have a protective means of breathing (nose, mouth) which prevents the spread of droplets;
IV. Recommended
1. employers
(a) make use of the highest possible distance work, if the staff member is able to carry it out at the place of residence;
(b) to encourage leave and paid leave for employees and similar instruments referred to in the collective agreement;
(c) limit the performance of works which are not relevant to the maintenance of the employer's activities;
2. maintain a distance of at least 2 metres (e.g. when buying) when in contact with other persons in public spaces;
3. use, for health reasons, preferably free payment;
4. persons providing services under point I / 7 of this resolution to restrict direct contact with customers;
V. determines the Ministry of Health to establish binding hygienic-epidemiological conditions for mass actions, otherwise prohibited under this emergency measure, in respect of which it is permitted to take action for reasons of particular public interest;
VI. Deletes the Government Resolution of 12 October 2020 No 1021, issued under No. 407 / 2020 Coll.
