of 19 December 2023
on admission to secondary education and training in the Conservatory
The Ministry of Education, Youth and Sports provides pursuant to Sections 28 (6) and 64 of Act No. 561 / 2004 Coll., on Pre-School, Basic, Secondary, Higher Vocational and Other Education (Education Act), as amended by Act No. 383 / 2005 Coll., Act No. 49 / 2009 Coll., Act No. 472 / 2011 Coll., Act No. 178 / 2016 Coll. and Act No. 421 / 2023 Coll.:
ORGANISATION OF THE ACCEPTANCE PROCEDURE TO THE FIRST YEAR OF EDUCATION IN THE CENTRAL SCHOOL AND CONSERVATOR
Announcement of the first round of the admission procedure
In the period from 15 January to 31 January, the Head of the School shall determine, publish in a publicly accessible place at the School and in a way that allows remote access and shall transmit to the information system on the recruitment procedure (hereinafter referred to as the Information System) for the first round of the admission procedure:
(a) the criteria for admission to secondary education and the way in which they are assessed;
(b) the number of applicants admitted to secondary education;
(c) the method and alternative method of evaluation of candidates under § 20 (4) and (5) of the Education Act and the dates on which the interview will take place;
(d) whether or not he has set up a school entrance exam and information on its content, form and extent and the dates on which it will take place;
(e) information on the content and form of the talent test if it is part of the admission procedure and on the dates when it will take place; and
(f) information on the conditions of medical fitness for education, if any.
Deadline for sending the application
The deadline for sending the application shall be 1 February to 20 February for the first round of the admission procedure.
Forms of application for education
(1) An application for education is included
(a) the name and, where appropriate, the names and surnames, the birth number or, if not assigned, the date of birth, the place of birth, citizenship and permanent residence, and, in the absence thereof, the place of residence of the tenderer;
(b) the name, names and surname, date of birth and place of permanent residence, and, in the absence thereof, the place of residence of the legal representative of the minor tenderer or agent;
(c) the code and name of the field of secondary education or, where applicable, the focus of the school curriculum, the order of secondary education, the name and address of the secondary school;
(d) an indication of the form of education;
(e) an indication of whether the applicant is applying for a short study for secondary education with a certificate or for a short study for secondary education with a graduate examination;
(f) proof of completion of compulsory education or of obtaining a degree of basic education, or proof of termination of the relevant year under Section 61 (2) of the Education Act, upon admission to the first year of the lower grade of the six-year and eight-year high school;
(g) proof of obtaining a secondary education with a certificate, if the applicant applies to the extension studies;
(h) proof of obtaining an appropriate degree of secondary education, if the applicant applies for a short course of secondary education with a certificate or for a short course of secondary education with a graduate examination;
(i) a medical opinion on medical fitness for education, provided that, under the Government's regulation on the system of education in basic, secondary and higher vocational education, the admission of a candidate to education is a prerequisite for fulfilling the conditions of medical fitness of the applicant for the relevant field of secondary education;
(j) the recommendations of the educational advisory establishment, including support measures consisting of the adaptation of admission conditions to education, where applicants with special educational needs are concerned;
(k) a certificate of recognition of the equivalence of a foreign certificate issued by a foreign school or of a decision to recognise the validity of a foreign certificate where an appropriate degree of education is required for admission;
(l) a request for remission from the Czech language according to § 20 (4) of the Education Act and a document proving compliance with the conditions for remission if the candidate requests such remission,
(m) the application for a uniform examination of mathematics in the language of the national minority, if it is for a candidate covered by Paragraph 4, and a document proving compliance with the conditions for the submission of applications; and
(n) an indication of the school in which the candidate was last educated.
(2) The application also includes documents demonstrating compliance with the criteria of the admission procedure announced by the school director.
(3) The applicant who applies to several fields of secondary education will list all applications for secondary education in the same order.
(4) A candidate applying for secondary education with a secondary education certificate and secondary education with a graduate examination according to Table D6 of Annex 1 to the Government Regulation on the system of secondary education in primary, secondary and higher vocational education shall indicate in the application the relevant field of education with a secondary examination as well as the additional field of education with a certificate.
Doing a uniform examination of mathematics in the language of a national minority
A candidate who has been educated or educated in a school or a classroom with the language of a national minority and who has applied to at least one field of secondary education where the language of the language of the language of the national minority is the language of the language of the language of the national minority shall be entitled, on request, to conduct a uniform examination of mathematics in the language of the national minority.
Application submitted via information system
(1) The Centre for the Survey of Education Results (hereinafter referred to as "the Centre") shall make available to the School Director, in the information system of the application, in the fields of education of the school concerned by means of an information system on the basis of a proof of identity using an electronic identification device.
(2) The Centre shall make the registration number in the information system available to the applicant who has submitted the application through the information system on the basis of a proof of identity using an electronic identification device.
Application form
(1) If the applicant submits an application for a form, the school director referred to in the application shall, within 5 days of the last day of the deadline for sending the application, transmit to the information system for the applicant the data referred to in points (a) to (e) and (n) of Article 3 (1) and the registration identifier of the recommendation referred to in point (j) of Article 3 (1).
(2) The principal of the school referred to in the application, other than the first order, shall check and confirm the data entered within 2 days of the last day of the deadline for the entry of the applicant's data by the principal of the school referred to in the application in the first order. If the school director finds deficiencies, he shall communicate them to the Centre, which shall determine the follow-up.
(3) Where the applicant submits an application for a form, the school director referred to in the application shall, in the first order, communicate the registration number to the applicant.
General rules on data in the information system
(1) The Director of the School shall ensure, in the context of the recruitment procedure, that the information held in the information system is in line with the current situation.
(2) Within 2 working days of the receipt of an apology from the uniform examination under Section 60h (2) of the Education Act, the school director shall submit to the information system an indication of this fact.
(3) The Centre shall assign a registration number to each tenderer.
(4) The Centre shall process the test documentation on the basis of the application data.
(5) Director of the School, who, as part of an application for secondary education, has received a uniform examination with a graduation examination in which the admission procedure takes place
(a) the recommendation referred to in Article 3 (1) (j);
(b) a request for remission from the Czech language according to § 20 (4) of the Education Act pursuant to § 3 (1) (l); or
(c) an application for a uniform examination of mathematics in the language of a national minority pursuant to Article 3 (1) (m);
forward to the information system information on the facts arising from these components within 2 days of the last date of the deadline for entering the data of the applicant by the school director indicated in the application in the first order.
Single test
(1) The uniform test shall take place in due time on working days from 10 April to 18 April and in replacement on working days from 24 April to 5 May. The Ministry shall determine the dates of the uniform examination by 15 August of the previous calendar year and the dates of the written tests by 15 January and publish them in a manner that allows remote access.
(2) The Centre shall determine on 1 March the place of the single examination by the applicant, one of the schools with a field of education with a graduate examination, where the applicant applies. Both dates can be determined by the same school. The Centre shall make information available in the information system to the school heads in whose fields the applicant applies for secondary education.
(3) The termination of the admission procedure shall not affect the place of holding of the single test determined in accordance with paragraph 2.
School entrance exam
(1) Where the school director has set a school entrance exam, he shall determine the time and place of the school entrance exam, its form, content and scope. In the case of admission procedures up to two years, three years and four years of secondary education, the content and scope of the teacher must not exceed the educational content of the framework curriculum for basic education. In the case of admission procedures for six-year and eight-year fields of secondary education, the content and scope of the teacher must not exceed the relative educational content of the framework curriculum for primary education.
(2) The school director shall set at least two dates for the school entrance exam, on working days from 15 March to 23 April, so that at least one date is held on a day other than the uniform examination.
(3) The school director may change or declare a new date for the school entrance exam, in particular for organisational or personnel reasons.
(4) The school director shall divide the candidates into different terms of the school entrance exam.
(5) The school director shall set at least one alternate deadline for the school entrance exam on working days between 24 April and 5 May, so as to take place on a non-uniform day.
Talent test
(1) In particular, when a talent test is part of the admission procedure for secondary education, the school director shall determine the date and place of the talent examination and its form.
(2) The Director of the School shall determine at least two terms of the talent test on working days between 15 March and 23 April, so that at least one of the terms of the talent test takes place on a day other than the uniform examination.
(3) The school director may change or announce a new term of the talent exam for organisational or personnel reasons in particular.
(4) The school director shall divide the candidates into individual terms of the talent test.
(5) The school director shall set at least one replacement date for the talent test on working days from 24 April to 5 May, so that it is held on a day other than the uniform test.
Invitation to the admission test
(1) The school director, with the exception of the Conservatory, sends an invitation to the candidate to take a uniform examination, a school entrance examination, a talent examination or an interview pursuant to § 20 (5) of the Education Act in the first round of the admission procedure at the latest 14 days before the examination or interview. The director of the Conservatory shall send an invitation according to the first sentence no later than 7 days before the examination or interview.
(2) The invitation to take a single test shall include, in particular, details of the place, date and time of the examination, the registration number and the list of authorised aids for its conduct.
(3) The invitation to hold a school entrance exam, a talent test or an interview pursuant to § 20 (5) of the Education Act shall contain in particular information on the place, date and time of the examination or interview, the registration number and the list of authorised aids for their performance.
(4) The invitation to take the entrance exam shall be sent by the school director to the candidate no later than 7 days before the examination.
Form, content and scope of uniform test
(1) Written tests of the single test contain closed test tasks with the offer of a response, open test tasks without the offer of a response, or wide open task with assessment of the solution process.
(2) Tests of uniform examinations are processed in the scope of the educational field Czech language and literature and the educational field Mathematics and its applications from
(a) the teaching set out for the first stage of primary school by the framework training programme for primary education in the eight-year fields of secondary education;
(b) teaching up to the seventh year of primary school, given the relative educational content of the framework curriculum for primary education in six-year fields of secondary education;
(c) teaching the entire framework curriculum for basic education in other fields of secondary education.
Test documentation of uniform test
(1) The Centre shall supply the School Director with a safety deposit box test documentation for the first and second dates of the uniform examination, not later than the last working day preceding the date of the uniform examination.
(2) The test documentation consists of test notebooks, record sheets for writing the test solution and other documents and files relating to the single test for individual tenderers.
(3) Other documents relating to the single test are:
(a) the list of tenderers,
(b) a report on the conduct of the uniform test in the classroom;
(c) guidelines for ensuring a uniform test in the classroom; and
(d) other auxiliary materials.
(4) The principal of the school shall take the safety deposit box from the person in charge of the Centre and check its integrity. Both take-overs will be confirmed by a transfer record.
(5) For the replacement term of the uniform examination, the Centre shall make available to the Director of the School the test documentation for the award of the uniform examination for each candidate and other documents by means of an information system no later than 2 hours before its performance.
Duration and duration of the uniform examination at school
(1) The teaching teacher shall ensure that the uniform examination is carried out in the classroom. The test documentation shall be taken over immediately before the start of the uniform test by the awarding teacher. Furthermore, the awarding teacher shall proceed in accordance with the instructions for ensuring a uniform examination in the classroom.
(2) The Czech language and literature test takes 60 minutes. The math test takes 70 minutes.
(3) During the single test, tenderers may use only authorised aids set by the Centre.
(4) The report on the conduct of the uniform examination in the classroom shall state any circumstances which might affect its course and evaluation, including any objections to tenderers applied immediately after the completion of the uniform examination.
(5) The school director shall deposit record sheets and other documents for a period of 5 years from the end of the admission procedure. The test book shall be kept by the candidate, except for the test notebook, to which the candidate with special educational needs shall enter the answers in accordance with the conditions.
Protection of information to the public
(1) Information not publicly accessible is part of the entry of a single test, which is marked by the text "Information not publicly accessible."
(2) The Centre will identify as information publicly inaccessible the award of tests from the Czech language and literature and from mathematics based on the level of the test role at the time of the decision of the Centre on its use for the award of the uniform examination.
(3) Only the Director of the Centre, his authorised staff of the Centre, the Minister of Education, Youth and Sports or the person authorised by him in writing may be made aware of information which is not publicly available.
Security and organisational incident and resolution
(1) A security incident means an event where a person who is not entitled to do so, or the existence of a reasonable suspicion that he or she may have been aware of such information, becomes familiar with the information identified as being publicly unavailable. The school director shall immediately notify the Centre of the facts suggesting a security incident.
(2) In a security incident, the Centre shall determine a further procedure to ensure the proper conduct of the single test. Where a security incident threatens the proper conduct of a single test, the tenderers concerned by a security incident shall take the same test at a replacement date.
(3) An organisational incident is an event which prevents the proper conduct of a single test, or part of it at school, and is not a security incident. If an organisational incident occurs during a single school examination, the school director shall notify the Centre without delay.
(4) The Centre shall, after consultation with the school director, determine the further procedure by which the proper conduct of the single examination is ensured where an organisational incident is jeopardised. If necessary, the school director, after consulting the Centre, shall ensure that a uniform examination is carried out within an alternate period.
Transmission of data from the Centre record sheets
The school director shall transfer the record sheets to the electronic form and transmit them to the information system without undue delay.
Deadline for withdrawal
The applicant may withdraw the application or part thereof by submitting to the principal of the school no later than 3 working days before the final date of the deadline for transmission of the order to the principal of the school pursuant to Paragraph 19 (2).
Evaluation of the admission procedure
(1) The Centre shall make the results of the uniform examination in the information system available to the School by 6 May at the latest.
(2) Within 2 working days of the last day of the deadline for making the results of the uniform examination available, the school director shall determine the order of the tenderers in the recruitment procedure and transmit that order to the information system. The principal of the school shall indicate the order for each tenderer, except those who fail to meet the criteria of the admission procedure. More applicants may not share the same order.
(3) The Centre shall, within 1 day of the last day of the time limit for transmission by the school director, make the evaluation available to the school of whether the candidate will be accepted.
(4) Within 1 working day of the last day of the deadline for making the evaluation available, the school director shall check the evaluation by the Centre and confirm its accuracy in the information system and publish the results on the second working day following the last day of the validation period.
(5) At the latest on the day of the establishment of the ranking referred to in paragraph 2, the school director may decide to accept a higher number of candidates than those specified in the admission criteria referred to in Paragraph 1 (1) (b); in that case, within the same time limit, it shall transmit to the information system a new number of tenderers received.
(6) If the conditions of admission are met by a lower number of candidates than those specified in the admission criteria under § 1 (1) (b), the school director shall accept the lower number.
(7) The centre of the applicant shall make the results of the tests and the completed record sheets available on the basis of a proof of identity using an electronic identification device.
Withdrawal of the right of admission
(1) In order to be able to apply in the second, third and next round, the applicant must waive the right to receive the application, which occurred at the latest on the date of the application for secondary education to be applied for.
(2) The school director shall transmit the right to receive the candidate to the information system within 2 working days of delivery.
Acceptance of appeals
The school director, in whose field of secondary education a candidate has been admitted as a result of corrective or similar means, shall submit to the information system an indication of the admission of that candidate without undue delay, no later than 2 working days from the date on which he became aware of the admission.
Second round of the admission procedure
(1) In the period from the date of the decision in the first round until 18 May, the school director shall specify, publish in a publicly accessible place at the school and in a way that allows remote access and transmit to the information system for the second round of the admission procedure the information referred to in Article 1 (1).
(2) The time limit for the dispatch of the application shall be for the second round of the admission procedure from the day following the last day of the period for the publication of the second round of the application until 24 May.
(3) The school director shall set at least one due date for school entrance examinations and talent examinations on working days from 8 to 14 June.
(4) The school director shall send an invitation to the candidate for the entrance examination no later than 7 days before the date of the examination.
(5) The Centre shall make the results of the uniform examination in the information system available to the School by 14 June at the latest.
(6) Unless otherwise provided for in paragraphs 1 to 5, the second round of the admission procedure shall be treated in a similar manner to the first round.
Third and other rounds of admission procedure
(1) The Director of the School shall, after the deadline for the decision in the second round, set out, publish, in a publicly accessible place at the school and in a way that allows remote access, and transmit to the information system for the third and next round of the admission procedure the information referred to in Article 1 (1). Part of the information will be the beginning and end of the deadline for sending the application in a given round.
(2) Paragraph 3 shall apply mutatis mutandis to the particulars of the application. In the application form, the applicant lists only the fields of secondary education of the school.
(3) The end of the deadline for sending applications in the third round may not be fixed by the school director until the seventh day following the announcement of the admission procedure for the round in question. The end of the deadline for sending applications in the next rounds may be fixed by the school director no earlier than the seventh day following the adoption of all decisions in the previous round and at the same time no earlier than the seventh day following the announcement of the admission procedure for that round.
(4) The school director shall send an invitation to the candidate for the entrance examination no later than 7 days before the date of the examination.
(5) The time limit for sending a confirmation of the applicant's intention to educate in the field of secondary education in question in the third and subsequent stages of the admission procedure shall be 3 working days from the date of notification of the decision, if not the procedure provided for in Article 60l (2) of the Education Act.
(6) Within 2 working days of the date on which the beneficiary has confirmed his intention to educate in the field of secondary education of the school concerned, the principal of the school shall submit to the information system an indication of that fact and the information on the applicant referred to in Article 3 (1) (a), if the information system does not contain them.
Adaptation of conditions to applicants with special educational needs
(1) Candidates with special educational needs The principal of the school will adjust the conditions of the admission procedure and adjust the entrance examination according to the recommendations of the educational institution.
(2) For the purposes of this decree, applicants with special educational needs entitled to adapt the conditions of the admission procedure and to adapt the admission examination shall be classified in categories according to the type of handicaps listed in Annex 1 to this decree.
(3) The recommendation shall include details of the inclusion of the candidate in the category concerned and a proposal for modifications to the conditions of the admission procedure as set out in Annex 1 to this Decree. The recommendation shall be made out in one copy. The model of the recommendation form is set out in Annex 2 to this order.
(4) The school director shall ensure that only candidates with the same time limit for drawing up a single examination or a school entrance examination perform an examination in one classroom.
(5) In the event that the recommendation of the educational institution shows the possibility of using a computer or services supporting persons, the school director shall discuss such an adjustment to the conditions of the admission procedure with the elderly candidate or legal representative of the minor candidate, no later than 3 working days before the relevant examination. In the event that the recommendation of a school counselling establishment shows the possibility of using a compensatory device which is owned by a school to which the candidate is a pupil, the school director shall discuss its use with the school concerned.
Modification of the test documentation and enrolment
(1) When adjusting the test documentation of the uniform examination by applicants pursuant to § 24 (1), the school director shall proceed in cooperation with the Centre.
(2) For applicants with visual impairment, where the recommendation of the educational advisory establishment indicates a requirement for an extension of the title, the Centre shall provide the Director of the School with a single test book in an open format immediately prior to the examination. The principal of the school shall arrange for the modification of the test book.
(3) For applicants with visual impairment, where the recommendation of a school guidance establishment indicates a requirement for entry in Braille, the Centre shall prepare a test book for the uniform examination in Braille.
(4) For applicants with hearing disabilities whose first language is the Czech sign language, the Centre will prepare a content-adjusted written test from the Czech language and literature which verifies the knowledge of the Czech language at level A2 according to the Common European Framework of Reference.
Supporting person
(1) For the purposes of this Decree, the supporter shall be the natural person present together with the tenderer in the course of the entrance examination, which, in accordance with the recommendation of the educational institution, ensures the activities referred to in paragraph 2.
(2) For the purposes of the recruitment procedure, we distinguish between the following activities supporting persons:
(a) practical assistance applied in cases where the applicant's disadvantage has a serious adverse impact on the self-execution of certain practical tasks required during the entrance examination;
(b) the registration of the answers as instructed by the tenderer in cases where the tenderer cannot write or write with great difficulty as a result of the disadvantage;
(c) reading of the text according to the instructions of the tenderer in cases where the disadvantage of the tenderer does not allow or allow the tenderer to read the written text only with great difficulty and the tenderer is not able to use the voice output device;
(d) motivation applied in cases where the applicant's disadvantage causes difficulties in concentration and time orientation; the supporting person helps maintain the optimal working behaviour of the applicant and its orientation over time,
(e) a modification consisting of clarifying the means of language in the instructions on test tasks which the tenderer does not understand; it is a method of support intended in particular for deaf or autistic-spectrum candidates,
(f) technical assistance to ensure the functionality of compensation aids;
g) interpreting into the Czech sign language or from the Czech sign language or into other communication systems, which are provided to the deaf and deaf blind, where the scope and nature of the hearing disability do not allow full communication by speaking language.
(3) The school director shall allow the activities referred to in paragraph 2 to be carried out by 1 or more supporting persons as referred to in paragraph 1 for applicants.
Method of evaluating the results of the uniform examination and overall assessment of persons under Section 20 (4) of the Education Act
(1) A candidate who does not take an examination from the Czech language according to § 20 (4) of the Education Act does not take a written examination from the Czech language and literature in the framework of the uniform examination and those parts of the school entrance exam which verify the knowledge of the Czech language. The time limit for drawing up the test or part thereof held by the tenderer in writing shall be increased by 25% and the tenderer shall have the right to use the translation dictionary.
(2) The Centre will make the school available a better result of the single examination of the mathematics of all candidates.
(3) The school director creates a reduced ranking of all candidates on the basis of:
(a) the evaluation referred to in paragraph 2 made available by the Centre where a single test is carried out;
b) evaluation of the results of those parts of the school entrance exam which do not verify the knowledge of the Czech language when the school entrance exam is held;
(c) evaluation of the result of the talent test, if any; and
(d) other criteria for the admission procedure.
(4) A candidate who does not take the test referred to in paragraph 1 shall be included in the final order of the other tenderers evaluated on the basis of all criteria in a position identical to his or her ranking within the reduced ranking of all tenderers referred to in paragraph 3.
