DECLARATION
Ministry of Education and Culture
of 24 May 1963
establishing the Statute for the National Park of Krkonose
The Ministry of Education and Culture issues in agreement with the participating ministries and other central bodies and the Eastern Regional National Committee according to § 6 (2) of Decree-Law No. 41 / 1963 Coll. the following Statute of the Giant National Park:
Basic provisions
The establishment of the Krkonose National Park (hereinafter referred to as the "National Park") ensures the improvement of natural conditions, the preservation of the original nature and the typical landscape image of Giant Mountains and Rýchor. Due to the exceptional natural and scientific values of this territory, the conditions for its use for recreation, sport, tourism and tourism are created, for further deepening the education of the people and for a wide, culturally enlightening activity.
National Park Administration
(1) For the management of the national park, the Eastern Czech Regional National Committee (hereinafter referred to as "VKNV ') shall establish the budgetary organisation" National Park Administration'.
(2) In particular, the National Park Administration (hereinafter referred to as "the Administration") shall discuss all issues relating to the development and protection of the National Park, coordinate the economic, health and cultural interests within its territory and endeavour to further improve the possibilities for its use for recreation, sport, tourism and tourism in accordance with its needs and mission under the approved Guidelines for the implementation of the territorial plan of the Giant Mountains; prepare political economic analyses and other expertise for the competent authorities of VKNV to address important economic, health and cultural issues in the national park.
(3) In addition, the Administration:
(a) organise the VHF authorities' resolution on the development and protection of the national park and maintain the necessary documentation;
(b) provide professional and advisory assistance on matters of nature conservation within the territory of the National Park in cooperation with the Regional Centre of State Monument Care and Nature Conservation and in serious cases with the State Institute of Monumental Care and Nature Conservation;
(c) issue visiting schedules, rules and other guidelines for the national park;
(d) allow exemptions from the visiting rules and, where they are empowered to do so (Article 6), exemptions from the protection conditions of the national park;
e) Financially, materially, technically and organizationally, in cooperation with the State Institute of Monument Care and Nature Protection, the Czechoslovak Academy of Sciences, universities and the Department of Research, provides scientific research and documentation of the National Park; it coordinates research and publishes the results of research work; build and operate scientific research stations;
(f) carry out all-round cultural awareness work and promotion of the national park;
(g) carry out the maintenance of hiking routes and paths, including catwalks and bridges, unless their maintenance falls within the competence of other organisations; together with the Czechoslovak Union for Physical Education, he takes care of the security of tourist signs and orientation.
(1) The Management Board is headed by a manager appointed and dismissed by VHF after a statement by the Ministry of Education and Culture.
(2) After consulting the Ministry of Education and Culture, the VHF will issue the Administration's Rules of Organisation.
(1) In order to address the fundamental issues of development and protection of the national park, the VKNV will set up an advisory, initiative and coordination body at the Board.
(2) The members of the Advisory Board and its Chair shall be appointed by the VHF, on a proposal from the competent authorities and organisations, in particular from representatives of VHF, the Ministry of Education and Culture, the Ministry of Agriculture, Forestry and Water, the Ministry of Internal Trade, the Ministry of Health, the Czechoslovak Academy of Sciences, the Revolutionary Trade Union Movement, the Czechoslovak Union of Physical Education, the Secretariat for the Management of Action Z at the Central Administration for the Development of the Local Economy, the State Institute for Tomatic Planning, the Regional Centre of National Monumental Care and Nature Protection, the Regional National Committees Semily and Trutnov, the relevant local National Committees, the Regional Administration of the Ministry of the Interior, the Regional Health and Epidemiological Stations and Cooperatives.
(3) Representatives of other institutions and organisations and experts in the relevant fields may also be invited for individual meetings.
(4) The Advisory Board shall, in particular, discuss the plan of action of the Administration and its securing, examine the plans of the other institutions and organisations as far as they concern the national park territory, coordinate the interests of the authorities and institutions active in the national park territory, address the issues of the conservation of the nature of the national park, scientific research tasks, cultural awareness issues, tourism issues and propose appropriate measures.
(5) The Advisory Board shall meet as necessary, at least four times a year.
(6) Membership of the Advisory Board is honorable. The provisions of the relevant provisions on reimbursement of travel, removal and other expenses shall apply to the reimbursement of actual expenses resulting from meetings of the Advisory Council. *)
(7) The organisation and rules of procedure of the Advisory Board shall be issued by the VHF.
Protection of the National Park
(1) The territory of the national park is protected in accordance with the rules on national nature conservation. It is therefore not allowed to damage them and disturb or threaten their natural development, in particular plants and animals.
(2) The provisions of paragraph 1 shall be without prejudice to proper forest and agricultural management, hunting and fishing, provided that they do not conflict with the mission of the national park and the approved territorial plans; This provision also does not apply to the building-closed parts of municipalities and to individual building parcels, yards and adjacent gardens.
(3) The management of the national park shall indicate the areas not accessible to vehicles and to the public.
(4) The following territories are subject to stricter protection in the national park district:
The State Nature Reserve "Kotable Pits, Giant Mine, Úpešská peat, Pancická meadow, Labské mining and Chernohorská peat, East Konorošská and West Krkonošská, * *) In Swamp, Rýchor flower, Rýchor well and Dvorský forest." * * *)
(5) In accordance with the mission of the national park, the authorities of the State Protection of Nature may subject other parts of nature to stricter protection in its perimeter.
(6) Construction and reconstruction in the territory of the national park and the organisation of this territory are secured and governed by the territorial plan of the Giant Mountains. †)
(1) Exemptions from the conditions of protection may, unless otherwise provided for in paragraph 2, be granted by the Ministry of Education and Culture, after observations by the Administration.
(2) The Administration authorises exemptions from the conditions of protection, when it comes to the use of prohibited routes, to determine when certain parts of the national park may be used for winter sports, to authorise scientific research in the national park or to collect natural resources carried out by scientific institutions; the granting of the derogation shall be notified simultaneously by the Administration of the State Institute of Monument Care and Nature Protection.
Mountain service
The mountain service, which works closely with the Administration, in particular in cultural and educational activities in the national park, in the construction and maintenance of tourist routes and in their labelling and provision of tourist orientation according to the uniform principles of the Czechoslovak Union of Physical Education, is actively helping to protect and enhance the national park.
Forestry and agriculture
(1) The forestry and agricultural economy is operated on the territory of the national park in accordance with its mission in accordance with the principles of the urban plan of the Giant Mountains.
(2) The single forestry regime at the national park border aimed at protecting its nature shall be adapted by specific directives issued by the Ministry of Agriculture, Forestry and Water in agreement with the Ministry of Education and Culture and VHF.
(3) The Ministry of Agriculture, Forestry and Water is working closely with VHF to process, approve and secure forest management plans in the national park territory.
Final provisions
The provisions of this Statute shall be without prejudice to the interests of State defence and border surveillance.
This Statute shall take effect on the day of its publication.
