Regulations establishing the Planning Committees of the National Committees and issuing their statutes

Government Regulation
of 19 August 1952
establishing the Planning Committees of the National Committees and giving their status.
The Government of the Czechoslovak Republic orders, with the agreement of the President of the Republic, pursuant to § 42 (1) and § 37 (3) of Act No. 241 / 1948 Coll., on the first five-year Economic Plan for the Development of the Czechoslovak Republic (Act on the Five-Year Plan), and under § 1 of Constitutional Act No. 47 / 1950 Coll., on adaptations to the organisation of public administration:
§ 1.
In order to further improve the planning of the national economy and to establish assumptions for the implementation of the new method of drawing up the national economic development plan, national committees shall be set up instead of the current planning reports and planning committees of the planning committee as the objective bodies of the national committees' councils.
Regional Planning Commission.
§ 2.
(1) Regional national committees are set up.
(2) The Regional Planning Commission shall carry out the following tasks:
(a) draw up and submit to the Council of the Regional National Committee proposals for the forward and annual plans for the development of the regional economy and examine the draft plans drawn up by the Regional National Committee's reports;
(b) draw up regional balance sheets of the labour force, income and expenditure of the population, construction materials and other balances, as determined by the planning office;
(c) examine the implementation of the regional economic development plan and report to the Council of the Regional National Committee on the results of the inspection, together with proposals for measures to ensure that the plan is implemented;
(d) it shall, under the authority of the Regional National Committee and on its own initiative, process the various problems of economic development of the region and submit a proposal to the Council to deal with them;
(e) report proposals to the Board on all issues of economic and cultural development of the region which have been submitted to the Regional Committee's individual reports for consideration;
(f) methodically manage, on the basis of guidance from the State Office, the planning work of the Regional National Committee and District Planning Committees;
(g) preparing plans for the construction of cities and villages for the advice of the Regional National Committee;
(h) draw up and submit to the Council of the Regional National Committee draft plans for the deployment of plants and other economic units subordinate to national committees in the region, and proposals for the location of new plants and units managed by ministries.
§ 3.
In order to enable the Regional Planning Commission to carry out its tasks, they shall submit to them:
(a) the reports of the Regional National Committee on the projects of the plans they have drawn up, the reports and proposals for the advice of the Regional National Committee on the economic development of the region, as well as any supporting documents, documents, statements, information and proposals of the measures required by the Regional Planning Commission for its work;
(b) the regional service of the State Office of the Statistical Report on the fulfilment of the economic plans in the county and other statistical evidence of the region needed for the performance of the tasks of the Regional Planning Commission;
(c) undertakings and other units, managed by ministries, data on the state, resources and needs of the workforce, on the demand for water and transport, on the need for public roads, water pipelines, sewerage and other facilities of the municipal economy, medical, cultural and social facilities and other data needed for the performance of the tasks of the Regional Planning Commission.
§ 4.
(1) The Regional Planning Commission is composed of the President, his deputy and five to seven members. The Regional Planning Commission shall perform its tasks by means of an apparatus consisting of the staff of the Regional National Committee.
(2) The Chairman of the Regional Planning Commission shall direct the work of the Commission and shall be a member of the Board of the Regional National Committee; in his absence, he shall represent him as regards the management of the commission, his deputy.
(3) The President of the Regional Planning Commission shall be appointed by the Government, on a proposal from the Administrative President of the State Planning Office, after the competent authority of the National Front has expressed its views.
(4) The Deputy Chairman of the Regional Planning Commission shall be appointed by the Minister-President of the State Office planning on a proposal from the Regional National Committee.
(5) The other members of the Regional Planning Commission shall be appointed by the Board of the Regional National Committee, on a proposal from the Chairman of the Regional Planning Commission, from the staff of the Regional Planning Commission, from the experts of the Regional National Committee, scientists and excellent innovators and strippers.
(6) The tasks of the Regional Planning Committees shall be defined in more detail and their organisation shall be regulated by the State Planning Office in agreement with the Ministry of Interior.
Planning Commission of National Committees in Prague.
§ 5.
City Planning Commission of the City of Prague.
The Central National Committee of the City of Prague sets up the City Planning Commission of the City of Prague; Paragraph 2 to 4 shall apply mutatis mutandis.
§ 6.
Circuit Planning Commission in Prague.
(1) The District National Committees in Prague are set up; their tasks are determined by the City Planning Commission of the City of Prague in accordance with the guidelines of the State Planning Office.
(2) The district planning committee in Prague consists of a chairman and two to four members. The District Planning Commission shall perform its tasks by means of an apparatus consisting of the staff of the District National Committee.
(3) The chairman of the District Planning Committee shall direct the work of the Commission and shall be a member of the Board of the District National Committee.
(4) The Chairman of the District Planning Commission is appointed by the Board of the Central National Committee of the City of Prague on a proposal from the Chairman of the City Planning Commission of the City of Prague.
(5) The members of the Circular Planning Committee shall be appointed by the Board of the Circular National Committee on a proposal from the Chair of the Circular Planning Committee; otherwise Article 4 (5) applies mutatis mutandis to the appointment of members of the Commission.
Planning committees of other national committees.
§ 7.
County Planning Committee.
(1) Regional national committees are set up; their tasks shall be determined by the Regional Planning Commission in accordance with the guidelines of the State Planning Office.
(2) The Regional Planning Commission is composed of a chairman and two to four members. The Regional Planning Commission shall perform its tasks by means of an apparatus composed of the employees of the District National Committee.
(3) The Chairman of the District Planning Commission shall manage the work of the Commission and shall be a member of the Council of the District National Committee.
(4) The Chairman of the District Planning Committee shall be appointed by the Board of the Regional National Committee on a proposal from the Chairman of the Regional Planning Committee.
(5) The members of the District Planning Committee shall be appointed by the Council of the District National Committee on a proposal from the Chairman of the District Planning Committee.
§ 8.
City Planning Commission.
(1) Local national city committees designated by the Regional National Committee shall be set up by a town planning committee; their tasks shall be determined by the Regional Planning Commission in accordance with the guidelines of the State Planning Office.
(2) The City Planning Commission is composed of a chairman and two to four members. The city planning committee shall perform its tasks by means of an apparatus composed of staff of the local national committee.
(3) The Chairman of the City Planning Commission shall direct the work of the Commission and shall be a member of the Board of the Local National Committee.
(4) The chairman of the town planning committee shall be appointed by the Council of the district national committee on a proposal from the chairman of the district planning committee.
(5) The members of the town planning committee shall be appointed by the Board of the local national committee on a proposal from the chairman of the town planning committee.
Provisions common and final.
§ 9.
Government Regulation 303 / 1948 Coll., on the planning reports of the Regional National Committees, and all provisions contrary to this Regulation, are hereby repealed.
§ 10.
(1) The national committee responsible shall be the personal office of staff assigned to the Planning Committees.
(2) Staff seconded to planning reports shall be assigned to the Planning Committees.
§ 11.
The remuneration of the Presidents of the Planning Committees of the National Committees, their Deputy and other members of the Commissions shall be determined by the State Office of Planning in agreement with the Ministers of Interior and Finance.
§ 12.
In agreement with the Minister of Interior, the Minister-President of the Public Planning Office is hereby authorised to determine the time when the District Planning Commission, the District Planning Commission in Prague and the City Planning Committee will start their activities.
§ 13.
This Regulation shall enter into force on the day of its publication; they shall be carried out by the Minister-President of the State Office of Planning and the Minister of Interior.
