DECLARATION
of 22 November 2012
on the protection of animals on killing
The Ministry of Agriculture provides, pursuant to Article 29 (1) of Act No. 246 / 1992 Coll., for the protection of animals against abuse, as amended by Act No. 162 / 1993 Coll., Act No. 77 / 2004 Coll., Act No. 312 / 2008 Coll., Act No. 291 / 2009 Coll. and Act No. 359 / 2012 Coll., ("the Act ') for the implementation of § 5a (7), § 5c (7), § 5f (7), § 5g and § 5i (6) Act:
Subject matter
This decree regulates following the directly applicable European Union1)
(a) the manner in which appropriate professional experience is documented in accordance with Article 5a (7) of the Act and what is considered to be it;
(b) a model temporary certificate of eligibility for persons involved in the slaughter-related operations;
(c) the manner in which appropriate professional experience is documented in accordance with Section 5c (7) of the Act and what is considered to be it;
(d) a model temporary certificate of eligibility for the killing of fur animals;
(e) a model application for authorisation to slaughter animals for the purposes of churches and religious societies whose religious ceremonies provide for specific methods of slaughter of animals;
(f) drawings and a description of the designated places on the head of the selected species of animals for conducting the stunning blow and the location of the mechanical stunning instrument;
(g) requirements for stunning animals other than fur animals;
(h) the weight ratio of selected species of live fish and water (stocking density) in vats and hand tanks, including the lowest amount of oxygen in water and water temperature.
Temporary certificate of eligibility for persons involved in animal slaughter operations and temporary certificate of eligibility for the killing of fur animals
(1) The model temporary certificate of eligibility for persons involved in the slaughter-related operations is set out in Annex 1 to this Regulation.
(2) The model of temporary certificate of eligibility for the killing of fur animals is set out in Annex 2 to this Regulation.
Application for authorisation to slaughter animals for the purposes of churches or religious societies whose religious ceremonies provide for specific methods of slaughter of animals
The model of the application for authorisation to slaughter animals for the purposes of churches or religious societies whose religious ceremonies provide for specific methods of slaughter of animals is set out in Annex 3 to this decree.
Drawings and description of specified places on the head of selected species of animals for conducting stunning blow and placing of mechanical stunning instrument
(1) The drawings and descriptions of the designated places on the head of the selected species of animals for the stunning blow and the location of the mechanical stunning instrument are set out in Annex 4 to this decree.
(2) In the stunning of crocodiles, the device with the projectile tethered shall be placed in the middle of the forehead between the ocular and temporal wells so that the projectile penetrates the cortex; this operation must be carried out in such a way that the animal immediately falls unconscious, in which it will remain until death.
Weight ratio of selected species of live fish and water in vats and hand tanks, including lowest oxygen in water and water temperature
The ratio of the weight of the selected species of live fish and water (mass of the stock) in the vats and hand tanks, including the lowest amount of oxygen in the water and the temperature of the water, is given in Annex 5 to this Decree.
Transitional provision
Paragraph 4 (1) and (2) shall not apply to new slaughterhouses and to any new arrangement, construction or equipment subject to the rules set out in Annex II to Council Regulation (EC) No 1099 / 2009 of 24 September 2009 on the protection of animals at the time of killing and not put into service before 1 January 2013.
Repeal
The following shall be deleted:
1. Decree No. 382 / 2004 Coll., on the protection of livestock at the time of slaughter, killing or other killing.
2. Decree No. 424 / 2005 Coll., amending Decree No. 382 / 2004 Coll., on the protection of livestock at the time of slaughter, killing or other killing.
Efficacy
(1) This Decree takes effect on 1 January 2013.
(2) Paragraph 2 expires on 8 December 20152.
(3) Paragraph 4 expires on 8 December 20193).

Drawings and description of specified places on the head of selected species of animals for conducting stunning blow and placing of mechanical stunning instrument
1. Cattle (except bulls and calves)
The mouth shall be placed at a right angle to the frontal bone at a point halfway between the upper point of the skull and the eye coupling.
2. Bulls
The mouth shall be placed at a right angle to the frontal bone at a point half the distance between the top of the skull and the eye coupling, attaching very firmly to the forehead, not more than 1 cm from the edge of the wall running through the centre of the skull.
3. Calves
Place the mouth at a right angle to the frontal bone closer to the eye coupling than in bovine animals.

4. Pigs (except boars)
Place the mouth at a right angle to the frontal bone, about 2.5 cm above the eye coupling.
5. Boars
Place the mouth at a right angle to the frontal bone, about 5 cm above the eye link to one side of the wall running through the centre of the skull.

6. Sheep
In the case of hornless sheep, the mouth shall be placed at the highest point of the skull and directed towards angulation of the jaw.
In the case of horned sheep, the mouth shall be placed just behind the wall between the corners and headed towards the mouth.

7. Goats
In the case of hornless goats, the mouth shall be placed at the highest point of the skull and directed towards angulation of the jaw.
In the case of horned goats, the mouth shall be placed just behind the wall between the corners and directed towards the mouth.
In the case of kid, the mouth shall be placed at the right angle to the frontal bone as well as the calves.

8. Horses

When cooling water with ice, the weight of salmon fish may increase by up to 50% (by adding 25 kg ice per 1000 l of water).
