DECLARATION
of 11 November 2008
implementing the municipal police law
According to § 4d (10), § 4e (3), § 7 (6), § 9 (4) and § 27 (4) of Act No. 553 / 1991 Coll., on the Municipal Police, as amended by Act No. 274 / 2008 Coll., hereinafter "the Act ':
COMPETITION AND TEST RANGE
[K § 4h (a) to (e)]
Scope of the technical assumptions of the candidate and officer
The technical preconditions of the candidate or officer are knowledge of the constitutional order of the Czech Republic, the legislation listed in Annex 1 to this Decree and the basis of criminology to the extent necessary for the performance of the tasks of the municipal police and the ability to apply theoretical knowledge in practice.
Scope of training and training of the candidate and officer
(1) The scope of the candidate's training and training is set out in Annex 2 to this Decree.
(2) The scope of the training and training of an officer under § 4e (1) and (2) of the Act is set out in Annex 3 to this Decree. The scope of the officer's shooting training under § 4e (1) and (2) of the Act for the implementation of the authorisation to use a service weapon under § 20 of the Act is set out in Annex 4 to this Decree.
Application for a test
(1) The test application shall contain the following information concerning the candidate or officer:
(a) the name and, where applicable, the names and surnames,
(b) the date of birth;
(c) the address of the place of permanent residence;
(d) the date of employment of the staff member of the municipality,
(e) the date of completion of the training; and
(f) a certificate of training for the use of the service weapon and the means of enforcement and an authorisation under the law or other legislation or a declaration by the person managing the municipal police that the training will be completed no later than the date of the examination determined by the Ministry.
(2) Changes in the data contained in the test application shall normally be communicated to the Ministry no later than 2 days before the examination.
(1) The Ministry shall publish the current test questions for the written and oral part of the examination in a manner that allows remote access and other appropriate means.
(2) The test is public.
Test Panel
(1) The examination committee shall be determined by the Ministry. The examination committee shall be of three members, composed of the Chair and two other members. The test result shall be determined by the panel by a majority vote.
(2) The examination shall be attended by a member of the staff of the Czech Republic, who shall be assigned to work in the Ministry, who shall act as Secretary of the Examination Commission (hereinafter referred to as "the Secretary '), unless he is also a member of the Examination Committee.
Approval of the Examination Commission and the Secretary
(1) Test Panel
(a) before carrying out the test, inform the candidates or officers of the course of the test within the meaning of the test schedule;
(b) verify the identity of the candidate or officer;
(c) exclude from the test a candidate or officer who, in preparation or during the test, uses illicit means or significantly impedes the course of the test;
(d) in the event of public participation in the test, it may designate a person who seriously impedes the course of the test;
(e) may ask supplementary questions if the candidate or officer fails to respond adequately to any of the selected questions;
(f) evaluate the level of knowledge and competence of the candidate or officer;
(g) decide on the objection of the candidate or officer concerning the conduct of the examination;
(h) ensure that the final test report is drawn up together with the Secretary.
(2) Secretary
(a) inform the candidates or officers with the composition of the examination committee;
(b) oversees the conduct of the written part of the examination, if this is entrusted to the chairman of the examination committee;
(c) check the accuracy of the written tests completed, sign them and transmit them to the President of the Examination Board for signature;
(d) draw up and sign a test report on the candidate or officer;
(e) send a test report to the relevant municipality without undue delay if the candidate or officer fails the test, indicating that fact.
Date and place of test
(1) The date and place of the examination of the candidate or officer shall be notified by the Ministry in writing or by any other appropriate means to the municipality within a period of at least 30 days before the examination.
(2) At the request of a municipality with the written consent of a candidate or officer or at the request of a candidate or officer with the written consent of a municipality, that period may be shortened in exceptional cases.
Written part of the test
(1) The written part of the test consists of a test containing 40 questions with three different answers, one of which is correct.
(2) The correct answer is assessed by one point.
(3) At least 36 points must be obtained to successfully perform the written part of the test.
(4) A time limit of 60 minutes is set to complete the written test.
Oral part of the test
(1) The condition for holding the oral part of the test is the successful completion of the written part of the test.
(2) The candidate or officer shall answer the test question drawn by him, including 3 questions, in the order chosen by him.
(3) The candidate or officer may prepare for a maximum of 15 minutes before the oral part of the examination.
(4) For the oral part of the test, a time limit of not more than 30 minutes is set.
(5) To successfully perform the oral part of the exam, the candidate or officer must answer all 3 questions to the test question.
(6) After completion of the oral examination, the examination committee shall vote on whether the candidate or officer has successfully passed the examination.
Details of test report
The Secretary shall draw up a test report containing:
(a) the name and, where appropriate, the names and surnames of the candidate or officer;
(b) the date of birth of the candidate or officer;
(c) the address of the place of residence of the candidate or officer;
(d) the name of the municipality to which the candidate or officer is engaged;
(e) a clause certifying that the candidate or officer has passed the test successfully or unsuccessfully;
(f) signatures of the President and other members of the Examination Committee;
(g) the number of the test report;
(h) the date of issue of the Protocol; and
(i) the official stamp and signature of the Registrar.
CATEGORIES OF CERTIFICATE
[K § 4h (f)]
The certificate shall include:
(a) the name and, where appropriate, the names of the officer,
(b) the date of birth of the officer;
(c) the date of issue and the period of validity of the certificate;
(d) the name of the municipality to which the officer is employed;
(e) the registration number of the certificate,
(f) an official stamp.
MODEL OF GENERAL POLICE TRANSPORT
(K § 7 (6))
(1) The municipal police card contains the inscription "GUIDELINE POLICE" or "CURRENT POLICE," a photograph of the officer, his name and, where appropriate, his name, surname, identification number, name of the municipality and signature of the mayor.
(2) The photograph referred to in paragraph 1 is a colour, sharp, non-retreaded 35 x 45 mm, showing the person in front of the face with a face-to-chin height of at least 13 mm, without glasses with dark glasses and without headgear.
ARRANGEMENT AND TRANSPORT OF GENERAL POLICE
(K § 9 (4))
Model badge of municipal police
The badge of the municipal police contains the inscription "GENERAL POLICE" or "CITY POLICE," a large state emblem of the Czech Republic or a municipality emblem and an officer's identification number.
Uniform elements of officer uniform
(1) The individual elements of the uniform of the officer are:
(a) the municipal police badge referred to in Article 13;
(b) the black, blue or yellow colour of the upper part of the uniform of the officer and their combinations; the yellow colour does not apply to the headgear,
(c) the black, blue, yellow or white designation "GENERAL POLICE" or "CITY POLICE" (hereinafter referred to as "Label"), significantly different from the colour of the base,
(d) a tape with squares of white and blue colour at least 5 x 5 mm, arranged regularly in several rows in a chess manner (hereinafter referred to as "chess tape").
(2) The uniform elements referred to in points (a), (b) and (c) of paragraph 1 shall always be included in the officer's size.
(3) The marking shall be placed on the front or rear of the upper part of the uniform, or on both sides at the same time. The marking may also be placed on the front of the headgear; This does not apply if there is already a badge or other symbol of municipal police and chess tape.
(4) The chess tape shall be placed on the headgear after at least half of its circumference on the front. The chess tape may also be used for other parts of the officer's uniform.
(5) Chess tape and markings may also be made in the reflective colours referred to in paragraph 1 (c) and (d).
(6) If the officer's head is a personal protective device (1) or a special personal protective device (2), the production of which does not allow it, it may not be provided with a uniform uniform element of the officer's uniform.
Uniform elements for the identification of the means of transport of municipal police
(1) The individual elements of the village means of transport designated permanently for the performance of the tasks of the municipal police under law or other legislation (hereinafter referred to as "the vehicle ') are:
(a) the white colour of the vehicle,
(b) the inscription "GENERAL POLICE" or "CITY POLICE" in blue, consisting of a large, perpendicular printing type of at least 100 mm high;
(c) the name of the village of blue colour, comprising a large, perpendicular printing document of a height of 25 mm or more (hereinafter referred to as the name); the font must not be greater than the inscription referred to in (b).
(2) The inscription and name may also be made in reflective colour.
(3) The inscription shall be placed on the sides and on the rear of the vehicle.
(4) The name shall be placed on the side of the vehicle under the inscription.
(5) If the production design of the vehicle does not permit the use of a inscription or a name of the specified font height or cannot be placed at the specified places referred to in paragraph 3 or 4, the provisions of paragraph 1 (b) and (c) and paragraphs 3 and 4 shall apply mutatis mutandis.
(1) The individual elements of the town identification of the means of transport intended temporarily to carry out the tasks of the municipal police under law or other legislation (hereinafter referred to as "temporary vehicle ') are:
(a) the inscription "GENERAL POLICE" or "CITY POLICE" in blue, consisting of a large, perpendicular printing font of 40 mm or more,
(b) the name; the font shall not be greater than the inscription referred to in (a);
placed on a white ground of adequate size so that the inscription and the name do not exceed the white background.
(2) The inscription, name and background referred to in paragraph 1 may be carried out in a reflective colour.
(3) The inscription shall be placed on the sides of the temporary vehicle.
(4) The name shall be placed on the sides of the temporary vehicle under the sign.
(5) Where the production of a temporary vehicle does not allow the use of a inscription or a name of a specified font height or cannot be placed at the designated points referred to in paragraph 3 or 4, the provisions of paragraphs 1, 3 and 4 shall apply mutatis mutandis.
STATISTICAL DATA PROVIDED BY MINISTERS
(K § 27 (3))
(1) On request, the municipality provides the Ministry with information on:
(a) the number of candidates, officers and other staff of the municipality included in the municipal police,
(b) the age structure and qualifications of the candidates and officers;
(c) financial costs for the activities of the municipal police,
(d) the number of offences dealt with by an on-the-spot order according to the facts and the total amount of fines imposed;
(e) the number of notifications of suspected misconduct made to the competent authorities on the basis of facts;
(f) the number of reasonable suspicion of the commission of a crime notified to the police of the Czech Republic;
(g) the number of use of the service weapon by officers;
(h) the number of attacks on officers.
(2) The information for the calendar year shall be provided by the end of February of the following calendar year in paper form or electronically in accordance with a model of the Ministry published in a manner that allows remote and continuous access.
FINAL PROVISIONS
Transitional provisions
(1) Uniform elements of uniform uniform uniforms of officers, a municipal police certificate and the town's motor vehicles designated to carry out the tasks of the municipal police according to current regulations may be used by 31 December 2011 at the latest.
(2) The information provided for in Article 17 (1) will be provided by the municipalities for the first time in 2009 by the end of February 2010.
Repeal
Decree No. 88 / 1996 Coll., implementing the Law on Municipal Police, is hereby repealed.
Efficacy
This Decree shall take effect on 1 January 2009.

SCOPE OF THE COMPETENT PRESCRIPTIONS OF THE EXPECTOR AND GUARANTEES
The technical assumptions of the candidate and officer shall include the legal knowledge:
(a) municipal police,
(b) municipal and regional establishment;
(c) collection,
(d) Police of the Czech Republic,
(e) criminal law;
(f) business business;
(g) firearms and ammunition;
(h) offences within the jurisdiction of the municipality;
(i) administrative procedure;
(j) road safety and continuity;
(k) protection against damage caused by tobacco products, alcohol and other addictive substances;
(l) crisis management and an integrated rescue system.

Annex No 2 to Decree No 418 / 2008 Coll.
Scope of the candidate training and training
(1) The training of the candidate from the technical assumptions set out in Annex 1 to this Decree is carried out in a presentation form of a minimum duration of 160 teaching hours. The hours of instruction are 45 minutes of uninterrupted training.
(2) Waiting training involves mastering:
1. Touches, moves, punches and kicks:
(a) attitude, movements and movements;
(b) direct hit by open palms,
(c) a direct fist punch,
d) Arc fist punch (hook, jack),
(e) elbow stroke,
f) shuttle kick forward (up to crotch height),
(g) knee kick;
(h) covers for the upper, lower and middle bands;
