GOVERNMENT REGULATION
of 5 November 2003
amending Government Regulation No 351 / 2002 Coll., establishing binding emission ceilings for certain air pollutants and the way in which emission inventories and emission projections are to be prepared and carried out
The Government orders pursuant to § 55 (1) of Act No. 86 / 2002 Coll., on Air Protection and on the amendment of certain other laws (Air Protection Act):
Government Regulation No 351 / 2002 Coll., establishing binding emission ceilings for certain air pollutants and the way in which emission inventories and emission projections are to be prepared and carried out are amended as follows:
1. In Article 2 (g), the words "or specified groups of pollutants' are inserted after the words" substances'.
2. In Article 2 (h), the word "recommended 'and the word" substances' shall be inserted before the word "highest '.
3. In Article 3 (3), the word "broken down 'is deleted.
4. In the first sentence of Paragraph 4, the words "ensure compliance 'are replaced by the words" contribute to achieving', after the word "values', the remaining part of the sentence is replaced by the words" Annex 3 to this Regulation by 31 December 2010 'and the second sentence is deleted.
5. In the second sentence of Paragraph 5 (4), "the remaining part of the sentence is replaced by" and in Implementing Legislation (3) 'and the third sentence is deleted.
6. In Article 6 (3), the words "resulting from the methodologies referred to in Article 5 (2) 'are replaced by the words" paragraphs 2 to 5 of Article 5'.
7. In Article 6 (4), the remaining part of the sentence shall be replaced by "submit to the Government, before 1 May 2004, a summary of the national programmes referred to in paragraphs 1 and 2, by 31 October 2006, a summary of the updated national programmes referred to in paragraph 2, starting on 31 October 2004, an emission inventory report for the previous year and the emission projections referred to in paragraph 5 and by 31 December 2007, a report on the state of compliance with the emission ceilings referred to in Annex 1 to this Regulation."
8. Annexes 1 and 2, including the headings, shall read as follows:

The values are established under the Treaty of Accession of the Czech Republic, Estonia, Cyprus, Latvia, Lithuania, Hungary, Malta, Poland, Slovenia and Slovakia to the European Union, which was signed on 16 April 2003.
1) The abbreviation VOC includes a group of volatile organic substances according to § 2 (1) (n) of the Act.
