GOVERNMENT REGULATION
of 14 December 2010
on the parameters and values of permissible pollution of waste water and the particulars of the permit for discharge of waste water into groundwater
The Government orders pursuant to § 38 paragraphs 5 and 8 of Act No. 254 / 2001 Coll., on Water and on the amendment of certain laws (Water Act), as amended by Act No. 20 / 2004 Coll. and Act No. 150 / 2010 Coll., ("the Act ') to implement § 8 paragraph 1 (c) and § 38 paragraph 7 of the Act:
Indicators and values of permissible waste water pollution
(1) The parameters for the permissible pollution of waste water discharged into groundwater and the maximum permissible values for these indicators (hereinafter referred to as emission standards) are set out in Annex 1 to this Regulation.
(2) The categories of certified product for treatment of waste water from which waste water is discharged into groundwater, including the minimum permitted percentage cleaning efficiency, are set out in Annex 2 to this Regulation.
Formats of authorisation for discharge of waste water into groundwater
(1) The authorisation to discharge waste water into groundwater contains:
(a) the period for which the authorisation is issued;
(b) the characteristics of the activity of the source of pollution which are individual buildings for housing and individual recreation (1) or individual buildings providing services and, where possible, its assignment to the Classification of Economic Activities (CZ- NACE) 2);
(c) the method of discharge of waste water;
(d) the identification of the place (s) in which the waste water is discharged, at coordinates X, Y, indicating the semi-hourly component in the S-JTSK3 coordinate system) for which the authorisation is issued, with the number of the hydrogeological area, the body of groundwater and the hydrological number of the order of the river basin;
(e) the maximum quantity of waste water discharged;
(f) emission limits which are the maximum permitted values of the waste water pollution indicators to be complied with at the sampling point;
(g) the method, frequency, type and place of sampling of waste water discharges;
(h) the method and frequency of determination of the quantities of waste water discharged;
(i) the method of carrying out analyses of discharges of waste water according to the different pollution indicators specified in the permit for discharges of waste water into groundwater according to the relevant technical standard; where the relevant technical standard is not issued, the water authority shall determine the method of analysis on an individual basis on the basis of available supporting documents;
(j) how to evaluate the results of the analyses of the different pollution indicators and the results of the measurements and the determination of the volume of waste water discharged into groundwater and the quantity of pollutants discharged for the purposes of recording and checking;
(k) the method, form, frequency and date of transmission of the measurement results to the water authority.
(2) The minimum frequency of measurement of the rate of waste water pollution referred to in paragraph 1 (g) shall be twice a year with sample type A, which shall mean a two-hour composite sample obtained by passing 8 incremental samples of the same volume at an interval of 15 minutes; a sterile or at least disinfected sample panel shall be used for sampling for analysis of microbiological parameters, the sample shall be cooled to 2 to 8 ° C during and during transport to the laboratory and processed within 18 hours after collection; measurements shall be evenly distributed over the year and take into account the nature of the pollution source activity; in the case of controlled or irregular discharges of waste water into groundwater, the Water Authority shall establish a monitoring method appropriate to the requirements of this Regulation and local conditions.
(3) Quantities of waste water discharges referred to in paragraph 1 (b) (h) be determined according to the data of the water meter taken from the water or the indicative number of the annual water consumption (4) at least once a year.
Determination of emission limits
(1) When authorising discharges from individual buildings for housing and individual recreation, the Water Authority shall set emission limits up to the emission standards set out in Annex 1 to this Regulation.
(2) When authorising discharges from individual buildings providing services, the Water Authority shall establish emission limits up to the emission standards set out in Annex 1 to this Regulation.
(3) Emission limits are set by the Water Authority for each sampling site separately.
(4) When authorising discharges of waste water containing pollution indicators other than those listed in Annex 1 to this Regulation, the Water Authority shall establish emission limits, mutatis mutandis to emission standards for pollution indicators similar to the level of damage, to the objectives of water protection under Section 23a of the Law and to local conditions.
(5) When authorising discharges of waste water in territories with special protection under Sections 30, 31 and 33 of the Water Law, the Water Authority shall take this into account and determine emission limits stricter or for several indicators according to the nature and requirements of those territories.
Compliance with emission limits
The emission limits "m 'laid down by the Water Authority in the permit for the discharge of waste water into groundwater are not exceeded in accordance with Annex 1 to this Regulation.
Efficacy
This Regulation shall enter into force on 1 January 2011.

Explanatory notes:
1. The categories of waste water treatment plant, expressed in population equivalent, are understood. The equivalent population (EO) is defined by the production of pollution 60g BSK5 per day. The number of equivalent inhabitants for the purposes of classifying a waste water treatment plant into a category size shall be calculated from the maximum average weekly inflow load on the waste water treatment plant during the year, except for unusual situations, rainfall and floods.
2. Other equipment intended for the treatment of waste water, such as septics with a natural filter and the like, shall also be considered as a waste water treatment plant.
3. "m" is the unsurpassed value of the pollution indicator of waste water discharged into groundwater, expressed in mg / l.
4. "m" is the value not exceeding the value of the pollution indicator of waste water discharged into groundwater, expressed in cfu (colony forming units) / 100 ml.

Home sewage treatment plant certified according to Government Decree No. 190 / 2002 Coll., laying down technical requirements for construction products named CE, as amended, and according to ČSN EN 12566-3 + A1 Small waste water treatment plants up to 50 equivalent inhabitants - Part 3: Packed and / or on site fitted household sewage treatment plants from which waste water will be discharged into groundwater.
