on trainers for specialisation training and superstructures for doctors, dentists and pharmacists
According to § 37 (1) (u) of Act No. 95 / 2004 Coll., on the conditions for obtaining and recognising professional competence and specialised competence for the exercise of the medical profession of physician, dental practitioner and pharmacist, as amended by Act No. 236 / 2025 Coll., hereinafter referred to as "the Act":
§ 1
Subject matter
This decree regulates
(a) professional and occupational requirements for trainers for individual fields of specialisation training and for individual superstructures of doctors, dentists and pharmacists;
(b) organisational and labour requirements for accredited establishments concerning trainers;
(c) the scope of the activities resulting from the role of trainer.
§ 2
Definition of basic terms
For the purposes of this decree:
(a) persons involved in specialised training or training in the training establishment sector, health professionals who, during the training course or training in the training establishment sector, carry out professional supervision or professional supervision over the trainee or who, in an accredited establishment, pass on theoretical knowledge and practical skills to the trainee;
(b) a contract office of an accredited establishment or its organisational unit where specialisation or superstructure training takes place, to which the trainee has been seconded as a member of temporary staff.
§ 3
Professional requirements for trainers for individual fields of specialisation education and for individual superstructures of doctors
(1) A trainee who has not yet obtained a certificate of completion of the basic strain may only assign an accredited establishment as a trainer for the field of specialist training of doctors or the extension of a medical profession to a healthcare professional with a minimum annual period of self-employment from the acquisition of a specialised competence or specialised competence in the field in which he exercises the role of trainer.
(2) A trainee who has already obtained a certificate of completion of the basic strain may only assign an accredited establishment as a trainer to a healthcare professional with a minimum period of three years of self-employment from the acquisition of a specialised qualification or specialised competence in the field in which he exercises the role of trainer.
§ 4
Professional requirements for trainers for individual fields of specialisation education and for individual sub-structures of dental practitioners
(1) The instructor may only assign the accredited establishment as a trainer for the field of specialised training of dental practitioners or the extension of dental practitioners to a healthcare professional with a minimum period of three years of independent professional activity from the acquisition of specialised competence or specialised competence in the field in which he exercises the role of trainer.
(2) In the field of oral medicine, the accredited establishment may assign the trainee a medical worker who does not meet the requirements for the duration of the independent pursuit of the profession referred to in paragraph 1.
§ 5
Professional requirements for trainers for individual fields of specialisation education and for individual superstructures of pharmacists
(1) A trainee who has not yet obtained a certificate of completion of a basic strain may only assign an accredited establishment as a instructor for the field of specialisation training or the extension of the pharmaceutical sector to a healthcare professional with a minimum annual period of professional activity from the acquisition of a specialised qualification or a specialised competence in the field in which he exercises the role of a trainer.
(2) A trainee who has already obtained a certificate of completion of a basic strain may only assign an accredited establishment as a trainer to a healthcare professional with a minimum period of three years of self-employment from the acquisition of competence under paragraph 1.
(3) In the fields of radiopharmaceuticals, laboratory and investigative methods in health, pharmaceutical care for geriatric patients or pharmaceconomy, accredited establishments may assign a trainee as a trainer to a healthcare professional who does not meet the requirements for the duration of the independent exercise of the profession referred to in paragraphs 1 and 2.
§ 6
Professional requirements for trainers and labour and organisational requirements for accredited establishments
(1) A trainer who is competent to train in the specialisation or superstructure field of a doctor, dental practitioner or pharmacist may also train at the same time a maximum of 6 trainees, in all fields in which he may train and accredited establishments.
(2) The maximum number of trainees who may be assigned to one trainer shall not include those who:
(a) interrupt their specialisation or extension training;
(b) as seconded staff, carry out professional experience at a contract office for more than 12 weeks; or
(c) comply with all the requirements laid down in the curriculum or other legislation governing education in the basic tribe (1) for the accession to the relevant test.
(3) A trainee who, following an interruption in specialised or superstructure training or who has completed his or her professional experience at a contract office, shall assign an accredited establishment which is his or her employer to the instructor without delay after the termination of the interruption.
§ 7
Organisational requirements for accredited equipment for specialisation education and superstructures
Trainers for specialisation training and for the superstructure of doctors can be assigned an accredited establishment
(a) no more than 2 trainees with competence who have not yet obtained a certificate of completion of the basic strain, or no more than 3 trainees with competence who have already obtained a certificate of completion of the basic strain, a total of a maximum of 3 trainees;
(b) no more than one training course, provided that the independent pursuit of the profession in the field in which it exercises the role of trainer is less than 3 years after the specific competence has been acquired.
§ 8
Organisational requirements for accredited equipment for specialisation training fields and for dental services
A maximum of 4 training courses with competence may be awarded to trainers in the field of specialisation training and in the field of dental practitioners.
§ 9
Organisational requirements for accredited equipment for specialisation education and pharmaceutical superstructures
Traders for specialisation education and pharmaceutical substation may be assigned an accredited establishment
(a) no more than 2 trainees with competence who have not yet obtained a certificate of completion of the basic strain, or no more than 3 trainees with competence who have already obtained a certificate of completion of the basic strain, a total of a maximum of 3 trainees;
(b) no more than one training course, provided that the independent pursuit of the profession in the field in which it exercises the role of trainer is less than 3 years after the specific competence has been acquired.
§ 10
Scope of activities resulting from the role of trainer
Trainer
(a) consult on the establishment of an individual study plan with the heads of staff of the workplaces in which training will take place;
(b) update, as appropriate, the training staff's individual study plan based on the training programme of the field in which the trainee is assigned and which clearly indicates the time and place of performance of each compulsory professional experience, theoretical courses and performance which the trainee will be obliged to take in order to take the relevant test;
(c) meet the trainee and acquaint him of his individual study plan without undue delay, but no later than 60 calendar days from the date to which he was assigned to the trainee according to the information on the training certificate;
(d) evaluate the progress of the training, verify the knowledge and skills acquired, at least every 6 months, but at least once for the duration of the relevant professional experience; where professional experience has taken place at the workplaces of an accredited establishment of which the trainee is an employee, it shall record them in the Administration system;
(e) conduct an administrative record confirming compliance with the requirements of the training programme;
(f) is in regular contact with the trainee, even when the trainee is undergoing professional experience at the contract office, and this contact takes place at least once every 6 months, but at least once for the duration of the relevant professional experience;
(g) provide continuous and regular feedback to the trainee and obtain feedback from the trainee himself;
h) announces changes in the individual study plan to the trainee and the heads of the accredited establishment's workplaces;
(i) carry out specialist training training in such a way that the obligations laid down in the training programme or other legislation governing education in the basic tribe (1) are fulfilled without undue delay; and
(j) in cooperation with persons involved in specialisation or training in the educational establishment sector, verify and evaluate the course of training practice at other centres of accredited facilities and in contract centres.
§ 11
Efficacy
(1) This Decree shall take effect on 1 January 2026.
(2) Paragraphs 4 (2) and 5 (3) expire on 31 December 2036.
