GOVERNMENTS OF THE CZECH REPUBLIC
of 12 October 2020
on the provision of social services and the provision of care in facilities for children requiring immediate assistance for the duration of the emergency
Following the Government Resolution No. 957 of 30 September 2020, the Government, in accordance with Articles 5 and 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, declared emergency in accordance with Article 5 and Article 5 (a) to (e) and § 6 of the Act No. 240 / 2000 Coll., on Crisis Management and on the amendment of certain laws (Crisis Act), as amended, for the resolution of the crisis situation, the adoption of crisis measures, by virtue of the provisions of Section 6 (1) (c) of the Crisis Act.

1. to ensure the provision of social services and to ensure the provision of care in facilities for children requiring immediate assistance for the period of validity of the emergency state in connection with the occurrence of the COVID-19 epidemic in the Czech Republic, the obligation to work for students of the last two years of secondary education in accordance with Annex 4 to Decree No. 505 / 2006 Coll., implementing certain provisions of the Social Services Act, as amended, and students in the daily form of study of higher professional and higher education schools in accordance with § 110 (4) (a) and (b) of the Act No. 108 / 2006 Coll., on Social Services, as amended, with the exception of legal fields,
2. the Minister for Labour and Social Affairs to inform and methodically lead the regions and the capital of Prague in the process of providing care referred to in point 1;
3. the Minister for Education, Youth and Sports to provide all the necessary synergies to the Ministry of Labour and Social Affairs, the regions and the capital city of Prague,
4. to the captains and principal of the capital city of Prague, to issue and deliver orders for the performance of their duties under this Resolution for the specific persons referred to in point 1, on the basis of a specific requirement of social services providers and childcare providers requiring immediate assistance, in which they must indicate the required number of pupils and students, including their study programme or educational field, required for the performance of their duties, and the expected duration of their duties and inform the Ministry of Labour and Social Affairs of the number of orders issued;
5. to high, higher vocational and secondary schools providing the teaching of pupils and students referred to in point 1, to draw up the lists of pupils and students referred to in point 1 and send them to the competent captain or mayor of the capital of Prague locally,
6. social services facilities and childcare facilities requiring immediate assistance shall, within 30 days of the end of the work obligation, provide confirmation to a particular person of the performance of his or her duties and the actual time during which he or she is required to perform his or her duties by a specific person and transmit that certificate in one copy to that person and send a copy to the Member State or, where appropriate, to the primary of the capital of Prague, who has issued an order under point 4; the certificate of employment shall include the identification of the person carrying out his / her duty under the order, the identification of the person for whom he / she / she has been obliged to work, the period of work, the period of performance, the stamp and the signature of the person authorised to act of that certificate.
