on the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Hungary on cultural and scientific cooperation
On 22 October 1986, the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Hungary on cultural and scientific cooperation was signed in Budapest. The Agreement entered into force on the date of signature of Article 25 thereof. This date expired the Agreement between the Czechoslovak Socialist Republic and the People's Republic of Hungary on Cultural Cooperation of 24 February 1961, established by No. 133 / 1961 Coll.

AGREEMENT
between the Government of the Czechoslovak Socialist Republic and the Government of the People's Republic of Hungary on cultural and scientific cooperation
The Government of the Czechoslovak Socialist Republic and the Government of the Hungarian People's Republic
in accordance with the principles of the Treaty on friendship, cooperation and mutual assistance between CSSR and the MRL of 14 June 1968,
building on the ideological unity, unity and brotherly cooperation between the Communist Party of Czechoslovakia and the Hungarian Socialist Workers' Party based on the principles of Marxism-Leninism and Socialist Internationalism,
convinced that the deepening of all-round cooperation in the field of science, education, culture and art will further strengthen the inseparable friendship of the Czechoslovak Socialist Republic and the Hungarian People's Republic,
in order also to contribute to the further construction of a developed socialist society in the Czechoslovak Socialist Republic and the Hungarian People's Republic by increasing the cultural level of the people of both countries,
led by an effort to contribute effectively by developing and deepening cooperation in the fields of science, education, culture and art to the consolidation of lasting and brotherly friendship, ideological unity and unity of the states of the Socialist Community and their peoples, to combating hostile ideology,
building on positive results and rich experience of existing cultural cooperation under the Agreement between the Czechoslovak Socialist Republic and the People's Republic of Hungary on cultural cooperation signed in Budapest on 24 February 1961,
led by the desire to contribute by its scientific and cultural cooperation to the implementation of the Final Act of the Conference on Security and Cooperation in Europe and other documents contributing to the consolidation of peace, the deepening of the process of easing international tensions and security in Europe and worldwide,
they have agreed as follows:
The Parties shall develop and consolidate, on a planned basis, all-round cooperation and exchange of experience in science, education, culture and art, mass media, physical education and sport. They will therefore promote targeted cooperation between state institutions and institutions, social organisations, the development of relations between scientists and workers in the field of culture and art, as well as contacts between citizens of both states.
The Parties will focus in particular on promoting the Marxist-Lenin world view, the peaceful foreign policy of the Socialist Community States, their experience and possibilities acquired during socialist construction, further deepening and strengthening cooperation between the Czechoslovak Socialist Republic and the Hungarian People's Republic in all areas of social life, as well as on caring for the revolutionary traditions of the peoples of the two states, in particular the progressive labour movement, the development and approximation of socialist culture and the development of the socialist way of life, in order to further strengthen the brotherly friendship of the people of the two states and to better satisfy their growing cultural needs in the development of a developed socialist society.
The Parties will support the upbringing of their citizens in a spirit of marxism-leninism and friendship between nations, socialist internationalism and socialist patriotism.
In particular, they will support forms of cooperation that will be brought together by workers and, above all, by the youth of both states in joint work, study and active use of leisure time.
They shall ensure that significant cultural actions are oriented towards the whole territory of the States of the Contracting Parties.
In accordance with the Leninist principles of national policy and its laws and in the spirit of socialist internationalism, the Contracting Parties shall promote cooperation between their national authorities in the field of ensuring the cultural and educational development of citizens of Hungarian nationality living in the Czechoslovak Socialist Republic and citizens of Slovak nationality living in the Hungarian People's Republic.
In the field of scientific cooperation, the Parties will support the development of direct contacts between the academics of science, universities and other scientific institutions of both States in order to further plan the link between scientific and research potential in the field of social, natural and technical sciences to accelerate scientific and technological progress and to deepen socialist economic integration.
In this context, they shall support in particular:
- joint processing of current social science issues, in particular the theory and practice of socialist construction in both states and the fight against hostile ideology,
- coordination, joint planning and development of long-term programmes and forecasting of research in selected fields,
- the mutual efficient use of research capacities and the most efficient use of unique facilities,
- the joint use of knowledge, experience and results achieved in addressing scientific and scientific and technical tasks, as well as the optimal use of the scientific knowledge achieved, in particular in the framework of the Comprehensive Programme of Scientific and Technical Progress of the Member States of the RVHP by 2000,
- the development of research in the most important areas of common interest through progressive forms of scientific cooperation, including the division of labour and joint research, the creation of joint research teams,
- mutual exchange of scientists, scientists and other experts on study visits, lectures and scientific meetings in the second state, as well as joint measures to increase the qualifications of scientists and young scientists in the field of science.
The Contracting Parties will encourage each other to teach the Czech, Slovak and Hungarian language in order to deepen brotherly friendship and cooperation between the two States.
The Contracting Parties will support lessons in Slovak and Hungarian languages in schools set up for children and youth of Hungarian nationality in the Czechoslovak Socialist Republic and Slovak nationality in the Hungarian People's Republic with a view to their full application in the process of socialist construction of their states.
The Contracting Parties will assist the activities of lectorates of the Czech, Slovak and Hungarian languages at their universities in order to prepare professionals with a good knowledge of the language and culture of the peoples of both countries.
The Parties shall promote the exchange of students, teachers, teachers and scientific or other experts in the field of study, research and dissemination of the Czech, Slovak and Hungarian languages.
The Parties shall promote the exchange and preparation of translators.
The Parties shall promote the joint development of teaching tools, the organisation of language courses and seminars, the joint research of bohemistika, Slovakian and Hungarist, as well as the publication of scientific work in this field.
The Parties shall promote all-round cooperation and exchange of experience in the field of education, in particular:
- exchange of experience in the field of communist education and youth education,
- broadening the knowledge of the second state in their schools and other educational establishments,
- exchange of experience on educational and pedagogical activities at different levels of education as well as on the development of a materially technical basis of education,
- the development, implementation and improvement of new teaching plans, programmes and methods, as well as teaching aids, including textbooks,
- direct cooperation between public authorities, schools of various degrees, other institutions in the field of education, as well as educational institutes,
- the preparation and further education of teachers of all kinds and grades of schools,
- exchange of teachers and pedagogic experts,
- admission and transfer of students to university and postgraduate studies,
- exchange of students, apprentices, groups of pupils and youth for production practice, summer camps and excursions.
The Parties shall pay particular attention to the development of direct cooperation between the partner universities of both States, the improvement of polytechnical education and education, as well as the further development of the professional advisory service.
The Contracting Parties shall, in accordance with their national rules, allow citizens of the State of the other Contracting Party who are resident in their national territory to study in schools of all degrees under the conditions applicable to their national citizens.
The Parties will support the study and popularisation of the progressive traditions of the Czech, Slovak and Hungarian people in the fight for national and social liberation and in the construction of socialist society.
The Parties will support the activities of the Joint Czechoslovak-Hungarian Commission of Historians.
They will cooperate in carrying out cultural events in celebration of public holidays and major anniversaries as well as in celebration of common progressive historical traditions.
The Parties shall promote universal cooperation in the field of culture and art in order to enrich the culture of the peoples of the two States and strengthen their socialist features, as well as to enhance the political and ideological effectiveness of the socialist culture.
In particular, they will support the development and deepening of immediate contacts
- between competent authorities in the field of culture, cultural institutions and organisations, creative artistic associations, as well as the deepening of cooperation between representatives of culture and art,
- all effective forms of cooperation in the cultural field, including the organisation of art festivals, cultural days and similar events, meetings and discussions on current ideas and creative problems,
- cooperation in the preparation, education and improvement of the qualifications of creative artistic workers,
- the presentation and promotion of musical and film works, theatrical plays and the organisation of art exhibitions, as well as the exchange of artistic publications, films, music records, music materials and works of art,
- mutual transmission of artistic sets, sets of artistic activities and individual artists,
- the systematic disclosure and preservation of the cultural and artistic values of the second State and their introduction into cultural life,
- exchange of experience in the field of cultural education and artistic activity of the population,
- the deepening of cooperation and the exchange of experience in the implementation of socialist cultural policy, the management, planning and development of cultural life in both States, as well as the deepening of cooperation in popularising the results of socialist culture,
- exchange of experience in the field of conservation and conservation.
The Parties shall promote cooperation in the field of publishing and book trade in order to contribute to the effective consolidation of the socialist establishment and the dissemination of Marxist-Lenin ideas in both States.
In this context, they shall in particular support:
- cooperation between the competent authorities of the book culture and trade,
- cooperation between publishers,
- publishing important publications in the field of political and social science literature, beautiful literature, literature for children and youth, scientific and scientific popularisation literature and other professional literature,
- joint publishing of books devoted to progressive and revolutionary traditions, in particular to the labour movement, in order to further expand the literature of the peoples of both states,
- publishing joint works on current issues, history, culture and the lives of the people of the other state,
- the expansion and promotion of the literature of the second state, including the organisation of book exhibitions.
The Parties shall promote the development, in particular, of cooperation between artistic and creative associations aimed at:
- fulfilling the ideas of socialist artistic creation,
- joint development of current issues of socialist culture and art, as well as other issues of theoretical and practical importance for the development of socialist cultures in both countries,
- streamlining mutual relations,
- development of a common creative initiative, including joint artistic creation,
- intensification of contacts and creative cooperation between young artists and cooperation in their education,
- mutual recognition, dissemination and promotion of the results of the engaged artistic creation of artists of both states.
The Parties shall promote cooperation between trade organisations and artistic agencies in the field of their activities in the areas covered by this Agreement.
The Parties shall promote further expansion of contacts between press agencies, radio and television on the basis of agreements on direct cooperation between these organisations. They will also promote cooperation between the relevant press authorities and the associations of journalists of both states.
In this context, they shall support in particular:
- promoting the results of socialist construction, revolutionary traditions, culture and socialist ways of living the peoples of both states in their mass media,
- wider cooperation in the development of radio and television programmes about the second state, as well as films aimed at promoting the development of a socialist social consciousness serving the convergence of nations.
The Parties will encourage cooperation between the cinematography bodies of both States to enhance the ideological and artistic effectiveness of socialist film art and to promote the Marxist-Lenin world view. Cooperation will take place on the basis of direct agreements.
Cooperation shall include in particular:
- organisation of festive film performances on the occasion of public holidays and other important events, mutual participation in international film festivals and shows,
- cooperation of film studies in the field of film production and production, including co-production and the provision of production services,
- exchange of experience in management, economics, technology, production, film distribution and cadre education,
- exchange of information on foreign and non-commercial film contacts,
- cooperation of film institutes and archives.
The Contracting Parties shall, in accordance with the provisions in force in both States, facilitate the expansion and deepening of cooperation between archival institutions, the exchange of archival information and data, as well as copies of archival material for scientific purposes, and promote the exchange of experts in the field of archiving.
The activities of cultural and information centres of the Contracting Parties operating in the territory of the other State shall be governed by a specific agreement. The Parties shall support the activities of these cultural and information centres, as well as cooperation between the national authorities participating in the implementation of this Agreement.
The Parties shall promote all-round cooperation in the field of sports and sports on the basis of direct agreements between the relevant organisations. In particular, they will facilitate the exchange of sports teams for friendly matches, international competitions and tournaments, as well as the exchange of experience between officials and coaches and the organisation of joint training camps.
The Parties shall promote close cooperation between trade unions, youth and children's organisations, women, companies for the dissemination of scientific knowledge and other social organisations in order to contribute substantially, in the context of cultural and scientific contacts, to the widening of friendship between the peoples of the two States and to the improvement of brotherly cooperation.
The Parties shall promote the planned development of cooperation in the field of culture and science in direct contact between the regions and cities, which shall promote the deepening of friendship and convergence between the peoples of the two States, as well as the enrichment of socialist national cultures.
The Parties shall assist in the protection of copyright in order to facilitate the dissemination and popularisation of cultural values of the other State as well as the development of cooperation between the organisations of both States on the protection of copyright and the rights of performers.
The Contracting Parties shall inform each other of the meetings, conferences, festivals, exhibitions, competitions and other events undertaken in each of the two States concerning the areas of cooperation covered by this Agreement.
The Contracting Parties shall invite representatives of the authorities and organisations of the other State to ensure the implementation of this Agreement in those actions.
The Parties shall promote the further development and coordination of multilateral cooperation between socialist states in all areas covered by this Agreement.
The Parties shall inform each other of their cultural and scientific relations with third States, cooperate closely and coordinate their activities in international organisations, at international scientific and cultural conventions and conferences, as well as at other events, and exchange experience thereof.
For the implementation of this Agreement, the Parties shall draw up cooperation plans for a period of five years, including financial terms and conditions.
The Czechoslovak-Hungarian Joint Intergovernmental Commission on Cultural, Educational and Scientific Cooperation will coordinate cooperation, monitor the implementation of the plans referred to in Article 23. This Commission will regularly and comprehensively draw up analyses of mutual relations in the fields of culture, education and science and, in order to develop cooperation, propose relevant recommendations to the responsible authorities of both States.
The activities of the Czechoslovak-Hungarian Joint Intergovernmental Commission for Cultural, Educational and Scientific Cooperation will be governed by the Statute annexed to this Agreement and form an integral part of it.
This Agreement shall enter into force on the date of signature.
The date of entry into force of this Agreement shall be the date of entry into force of the Agreement between the Czechoslovak Socialist Republic and the People's Republic of Hungary on Cultural Cooperation concluded in Budapest on 24 February 1961.
The Agreement for direct cooperation between cultural and scientific institutions and organisations of the Contracting Parties concluded under the Agreement of 24 February 1961 shall continue to apply, provided that they do not conflict with the provisions of this Agreement.
This Agreement shall be concluded for 10 years and shall be extended for a further period of five years each time, unless one of the Contracting Parties denies it in writing six months before its expiry.
Done at Budapest, 22 October 1986, in duplicate, each in Slovak and Hungarian languages, the two texts being equally authentic.

STATUT
Czechoslovak-Hungarian Joint Intergovernmental Commission on Cultural, Educational and Scientific Cooperation
The Czechoslovak-Hungarian Joint Intergovernmental Commission on Cultural, Educational and Scientific Cooperation ("the Commission ') shall carry out in particular the following activities:
(a) regularly draw up analyses of mutual relations in the fields of culture, education, science, mass media, sport and physical education, the possibilities for their further development, as well as the effectiveness of the cooperation carried out;
(b) examine the draft five-year cooperation plans and implementation programmes, as well as the contractual documents on direct cooperation between the competent authorities, organisations and bodies of the two States, and regularly monitor and evaluate the implementation of those documents;
(c) propose and promote the creation of such new forms of cooperation as contribute to ensuring the highest effectiveness of cooperation;
(d) ensure the regular provision of information to each other on current cultural policy issues of the two States as well as on other issues of interest to both parties;
(e) facilitate the development of direct cooperation between the competent authorities, organisations and institutions implementing cooperation under the agreement in force between the governments of the two States on cultural and scientific cooperation, as well as the development of working relationships between the persons providing such cooperation;
(f) coordinate the most important actions according to the five-year cooperation plans and provide support to the competent authorities, organisations and institutions ensuring their implementation;
(g) in accordance with the current Czechoslovak-Hungarian agreement on the activities of cultural and information centres of the two States, assess and support the work of these centres in order to use them to ensure mutual cultural cooperation;
(h) address, as appropriate, the issues of multilateral cooperation between the states of the Socialist Community and facilitate the coordination of mutual cooperation within the relevant international governmental and non-governmental organisations, meetings, conferences, symposia and other international actions.
The Commission shall consist of the Czechoslovak and Hungarian parts: the names of the persons holding the chair and secretary of each of the two parts shall be notified by the Contracting Parties through diplomatic channels. The other members of the parts, at a maximum of 5, may be determined by both parties on an ad hoc basis.
The Commission shall normally meet once a year, alternately on the territory of both States.
The Commission may meet at an extraordinary meeting following the prior agreement of the Presidents of the two parts.
The meetings of the Commission shall be held by the President of the part in whose national territory the meeting is held.
The Commission shall act on the basis of a programme approved in advance. This programme shall be determined at the previous Commission meeting.
The Presidents of both parts may agree in writing to amend the agenda of the Commission meeting no later than two months before the date of the meeting, except for urgent matters which may be agreed otherwise.
Working groups, composed of members of the Commission and, where appropriate, invited experts, may also be set up within it. The chairmen shall inform each other of the composition of the working groups.
Working groups shall prepare and assess the necessary materials and documents and report on their work at the plenary meetings of the Commission.
Where appropriate, each Party may invite relevant experts to its meetings to examine the expert issues arising from the Commission's programme.
The supporting documents for the Commission's agenda for the processing of which the Commission has agreed shall be sent to the chairmen by the chairmen no later than 6 weeks before the Commission's meeting.
Comments or special opinions on the materials sent shall be sent no later than two weeks before the Commission meeting.
Implementation of the organisational tasks associated with the preparation and conduct of the Commission meetings shall be ensured by the Party in whose State the meeting is held.
The costs of the meetings of the Commission shall be borne by the Party in whose territory the meetings are held.
The sending Party shall cover the travel costs of its delegation to the seat of the Commission, as well as the costs of accommodation and subsistence.
The language of the Commission shall be Czech or Slovak and Hungarian.
Protocols from Commission meetings shall be drawn up in the Czech or Slovak and Hungarian languages, both of which shall be equally authentic.
The Commission shall adopt at its meetings the recommendations and conclusions agreed between the two parts and as formulated in the Protocol signed by the Presidents of the two parts.
At its next meeting, the Commission shall monitor the implementation of the recommendations and conclusions adopted.
