on the competence of the authorities of the Slovak Socialist Republic in the field of socio-economic information
The Slovak National Council decided on this law:
Preliminary provisions
(1) This Act sets out the scope and tasks to be carried out by the authorities of the Slovak Socialist Republic (hereinafter referred to as the "Republic ') and the central management bodies, in addition to the powers and tasks laid down by the Act on the Single System of Social Economic Information. *)
(2) To the extent provided for by this Act and its implementing rules, it carries out tasks in the field of socio-economic information and all other organisations and persons.
Statistical authorities of the Republic
Slovak Statistical Office
(1) The Slovak Statistical Office is the central statistical authority of the Republic.
(2) The Slovak Statistical Office is headed by the President, who is appointed and dismissed by the Bureau of the Slovak National Council on a proposal from the Government of the Republic.
(3) The President of the Slovak Statistical Office is represented by the first Vice-President. The Vice-President of the Slovak Statistical Office shall appoint and dismiss the Government of the Republic on a proposal from the President of the Slovak Statistical Office.
(4) The President of the Slovak Statistical Office shall be responsible for his duties to the Government of the Republic.
Regional statistical authorities of the Republic
(1) The following regional statistical authorities of the Republic are hereby established:
(a) Regional Administration of the Slovak Statistical Office (hereinafter referred to as the Regional Administration) for the Territorial Circuits of the Regional National Committees and the Municipal Administration of the Slovak Statistical Office in the Slovak Socialist Republic of Bratislava (hereinafter referred to as the City Administration of Bratislava) for the Territorial District of the Slovak Socialist Republic of Bratislava,
(b) the district department of the Slovak Statistical Office (hereinafter the "district department") for the territorial districts of the county national committees,
(c) The City Department of the Slovak Statistical Office in Košice (hereinafter referred to as the "City Department") for the territorial district of Košice.
(2) The Slovak Statistical Office may set up a district department of the Slovak Statistical Office (hereinafter referred to as the "district department") for the territorial districts of individual district national committees in the capital of the Slovak Socialist Republic of Bratislava.
(3) In the territory of the Slovak Socialist Republic of Bratislava, the City Administration of Bratislava exercises the responsibility of the regional administration in the territory of the Slovak Socialist Republic and in the districts for which the district department has not been established, as well as that of the district department.
(4) The municipal and district departments exercise the jurisdiction of the district departments in the territorial district for which they were established.
(5) The regional statistical authorities of the Republic are public authorities. Regional and City Administration in Bratislava are budgetary organisations.
The locations of the regional administrations and district (district) departments are the same as those of the regional national committees and district (district) national committees. The President of the Slovak Statistical Office may determine the seat of the district (district) department by way of derogation from the seat of the district (district) national committee.
(1) The head of the Regional Administration, the City Administration in Bratislava and the District (District) and the Municipal Department is the Director appointed and withdrawn by the President of the Slovak Statistical Office; The director of the district (district) and municipal department is appointed and recalled by the director of the relevant regional administration (City administration in Bratislava) on a proposal.
(2) The Director of the Regional Administration and the Director of the City Administration in Bratislava are responsible for the performance of their duties as President of the Slovak Statistical Office. The director of the district (district) and municipal department is responsible to the director of the regional administration (City administration in Bratislava).
The personal and material needs of the district (district) department and municipal department are provided by the respective regional administrations (City administration in Bratislava).
Slovak Statistical Council
(1) The Slovak Statistical Council operates at the Slovak Statistical Office. Its chairman is the President of the Slovak Statistical Office. Other members of the Slovak Statistical Council are appointed and withdrawn by the Government of the Republic on a proposal from the President of the Slovak Statistical Office from representatives of central authorities, intelligence agents and experts and scientists in the field of socio-economic information.
(2) The Slovak Statistical Council is discussing fundamental issues related to the activities of the statistical authorities of the Republic. The scope of the tasks and the way in which the Slovak Statistical Council acts shall be determined by its Statute, which shall be issued by the President of the Slovak Statistical Office after approval by the Government of the Republic.
(3) Authorisations belonging to the staff of the State Statistics Authorities under the Act on the Single System of Social Economic Information *) also belong to the members of the Slovak Statistical Council.
Scope of the statistical authorities of the Republic
Slovak Statistical Office
(a) ensure the development of a single system of socio-economic information as well as the implementation and application of a methodology in the field of socio-economic information set out for the entire Czechoslovak Socialist Republic;
(b) monitor and statistically evaluate socioeconomic information on the state and development of the economy, the standard of living and the development of the company in the Republic;
(c) carry out, organise and ensure in the territory of the Republic, in accordance with the Single Plan * *) the detection, collection, processing and publication of socio-economic information for the needs of the Federation and the Republic, as well as the statistical safeguards necessary for the rapid information of the authorities of the Federation and the Republic, -
(d) carry out statistical analyses and forecasts and draw up the balance sheet of the national economy and other statistical nationaleconomic assemblies for the Republic;
(e) organise and carry out verification of the accuracy and credibility of the socio-economic information and the state of the organisation's information assembly;
(f) manage the regional statistical authorities of the Republic;
(g) implement a uniform approach to the development of computing in its own network of calculation centres;
(h) create conditions for the efficient, mechanised and automated processing of socio-economic information for the management of those organisations where the building of their own computing centres is not economically efficient; also operates on the development, deployment and rational use of computer technology for the processing of socio-economic information in the national economy of the Republic,
(i) issue and verify socio-economic information as a republic;
(j) determine the conditions for surveys which are not carried out by the authorities of state statistics and for which its approval is required, * * *)
(k) carry out other tasks imposed on it by laws and other generally binding laws or by the Government of the Republic.
The Slovak Statistical Office organises the process of creating and providing socio-economic information for the exclusive needs of the Republic. In this activity, in particular:
(a) determine the extent of information needed to monitor the state and development of the economy, the standard of living and the development of the company in the Republic;
(b) establish a methodology for the detection of information under (a) and allow exemptions or derogations from that methodology where appropriate;
(c) define the means of reference and the programme for the processing of information from these surveys;
(d) ensure, in statistical surveys, methodological unity, content and comparability of socio-economic information within a single system of socio-economic information on the same facts in the field of the economy, standard of living and society in the Republic.
(1) The Slovak Statistical Office shall submit to the Government of the Republic in particular:
(a) reports and analyses on the development of the economy, the standard of living and the development of society in the Republic;
(b) reports on the statistical evaluation of the implementation of the national economic development plan of the Republic.
(2) The Slovak Statistical Office provides the central authorities of the Republic with the agreed scope, deadlines and periodicity of the socio-economic information they need for their activities.
Slovak Statistical Office cooperates with the Federal Statistical Office
(a) in determining the methodology for socio-economic information, establishing a statistical survey system, and establishing a single statistical survey and processing plan and publishing their results;
(b) in determining the concept of the development of computer technology for the processing of socio-economic information by national statistics authorities;
c) in negotiating international agreements governing international cooperation in the field of socio-economic information and in representing the Czechoslovak Socialist Republic in international organisations active in this field.
Regional administrations
(a) organise and implement, directly or through the district departments, statistical surveys determined by the single plan or imposed on them by the Slovak Statistical Office and statistical surveys required exclusively within their territorial area of responsibility;
(b) provide regional national committees and other authorities with regional territorial competence to the extent necessary with figures and statistical and economic analyses on the economic and social development of the region;
(c) determine the conditions for statistical surveys which are not carried out by the national statistics authorities and for which their consent is required; *)
(d) issue and verify socio-economic information for the region;
(e) monitor, for organisations and their organisational components, the performance of tasks under the Act on the Single System of Socio-economic Information, under this Act and the implementing provisions for it; examine the accuracy and credibility of socio-economic information and the state of the organisation's information system;
(f) manages the district department.
(1) At the level of the district, the District Department performs the similar tasks referred to in Section 12, with the exception of point (f), in relation to regional administrations and regional national committees, as well as other authorities with regional territorial competence.
(2) The district department determines the birth number of the inhabitants of the Czechoslovak Socialist Republic in its territorial district according to the principles issued by the Federal Statistical Office. * *)
Scope of the financial authorities of the Republic
The scope of the financial authorities of the Republic shall be exercised by the Ministry of Finance, Financial Administration and National Committees in accounting, accounting and calculation and accounting reporting. The National Committees shall exercise this competence to the extent appropriate to their performance as a public administration in the finance sector.
(1) The Ministry of Finance, in accordance with the uniform methodology established by the Federal Ministry of Finance, organises, directs and ensures the development of accounting, accounting, accounting and calculation and financial reporting in the central authorities of the Republic, national committees and organisations managed by those authorities.
(2) In particular, the Ministry of Finance in carrying out the tasks referred to in paragraph 1,
(a) participate in the establishment of a uniform methodology for accounting, accounting and calculation and financial reporting by the Federal Ministry of Finance;
(b) develop the methodological measures of the Federal Ministry of Finance, if required by the needs of the Republic, and ensure a uniform procedure for their implementation;
(c) ensure that the information system in the fields of accounting, accounting and calculation and accounting in organisations managed by the authorities of the Republic provides for an increase in economy and for the strengthening of financial and budgetary discipline, an economic control system and the protection of national assets.
Scope of the Central Authorities of the Republic
(1) The central authorities of the Republic shall develop the single information system methodology for their own field of competence in cooperation with the Slovak Statistical Office and, where appropriate, the Ministry of Finance. In cooperation with these authorities, they shall also proceed in cases where they cooperate with the Federal Statistical Office or the Federal Ministry of Finance in establishing a methodology for the single information system. In cooperation with the Slovak Statistical Office, they shall also prepare proposals for the creation of sub-systems for statistical surveys replacing national statistical surveys.
(2) The central authorities of the Republic in the field of socio-economic information pursuant to Article 9
(a) cooperate with the Slovak Statistical Office in establishing and organising a system of such information;
(b) ensure the establishment and compliance with the statistical survey methodology in subordinate organisations and supervise the performance of tasks in this field;
(c) provide the Slovak Statistical Office with socio-economic information within the specified or agreed scope, time limits and periodicity.
(3) The central authorities for the purposes of this Act are the central government bodies, the senior bodies of cooperatives and social organisations, the regional national committees, the National Committee of the Slovak Socialist Republic of Bratislava, the General Prosecutor of the Slovak Socialist Republic and the State Bank of Czechoslovakia.
Tasks of the national committees and central management bodies
National Committees
National Committees
(a) progress in the preparation and implementation of census, houses and flats *) in cooperation with the statistical authorities of the Republic;
(b) ensure, in accordance with the instructions of the Slovak Statistical Office, uniform registers, registers and passports for statistical surveys.
Article 2
(1) The central management bodies perform similar tasks for the needs of the Republic as referred to in Article 16 (2) (b) and (c).
(2) The central management bodies, within the meaning of paragraph 1, shall be those of the Directorate-General and other similar bodies, in particular cooperatives and social organisations, and of the national committees in relation to the organisations they manage.
Final provisions
The relevant regional administrations (Municipal Administration in Bratislava) established by this Act are transferred to all rights and obligations that have belonged to the existing regional departments of the Slovak Statistical Office (City Department of the Slovak Statistical Office in Bratislava) as budgetary organisations.
The Slovak Statistical Office may, by implementing rules, regulate the matters set out in § 9 (a) to (c).
They shall be deleted:
1. § 8 (2), § 11 and 13 of the legal measure of the Bureau of the National Assembly No 1 / 1967 Coll., on changes in the organisation and competence of certain central authorities in so far as they concern the statistical authorities of the Republic,
2. § 2 (2) and § 3 of the Slovak National Council Act No. 207 / 1968 Coll., on the establishment of ministries and other central authorities of the Slovak Socialist Republic.
This law shall take effect on the date declared.
