about Pilsen
The Czech National Council decided on this law:
Basic provisions
The National Committee of the City of Pilsen is the body of state power and administration in Pilsen.
(1) The territory of the city of Pilsen consists of the following urban areas: the inner part of the city of Pilsen, the New Tavern, the Blur, Still Life, the White Mountain, the Košutka, the Loubíin, the Roudná, the Doubravka, the Letná, the Lobzy, the Čechurov, the Hradiště, the Slavany, the Bory, Doubálovka, the Božkov.
(2) The territory of Pilsen is divided into urban districts. It is up to the National Committee of the City of Pilsen to establish or abolish or alter the city district, which shall decide on this following the observations of the national district committees discussed with the citizens.
State authorities and administration in city districts They are the district national committees.
The National Committee of the City of Pilsen and the District National Committees follows the principle that the development of the City of Pilsen as an important industrial centre of the Czech Socialist Republic is an important interest of the company, which is applied in accordance with the interests of the citizens of the city. This principle is also governed by the government and other institutions of the Czech Socialist Republic in the performance of their tasks.
City Development Care Pilsen
(1) The main task of the National Committee of the City of Pilsen and the District National Committees is to take care of the universal development of the city of Pilsen, in particular its planned construction, the creation and protection of a healthy environment, the development of transport, trade and services, education, culture, health, social care and the safeguarding of public order and the protection of citizens' rights.
(2) The leading tasks of the National Committee of the City of Pilsen and of the District National Committees include also the care of creating favourable conditions for the activities of institutions and bodies of social or national importance which have their seat in Pilsen.
The Government of the Czech Socialist Republic creates the preconditions for participation and assistance of its institutions and organisations in solving issues of development and construction of the city of Pilsen.
The authorities and organisations may establish their headquarters in the City of Pilsen after prior consultation with the National Committee of the City of Pilsen.
Scope of the National Committee of the City of Pilsen and the District National Committees
(1) The National Committee of the City of Pilsen, in close cooperation with the Circular National Committees, plans, manages and ensures the construction of the city and organises the planned development of economic, cultural, health and social construction within its territory. It approves the development plan of the city of Pilsen and directs within it the correct proportions in the development of the city.
(2) The National Committee of the City of Pilsen manages and directs the activities of the District National Committees, controls them, in particular oversees the implementation of laws and the maintenance of state discipline and reviews their management. It provides comprehensive assistance to the national committees in their work, relies on their knowledge and discuss their proposals and comments. Proposals for serious measures shall be prepared and discussed with the national committees.
(3) The National Committee of the City of Pilsen establishes and manages, where appropriate, organisations and facilities which serve to meet needs beyond the perimeter and whose management (management) is more efficient and economical to organise for the whole city.
The District National Committees, in line with the planned development of the city, ensure the development of their districts with the widest participation of citizens. They take care of the enhancement and appearance of the circuit. They work closely with the National Committee of the City of Pilsen to address the city-wide issues and to make initiatives in this respect. They participate in the drawing up of long-term concepts and plans for the development of the city of Pilsen and draw up and approve plans for the development of their own economy and their budgets.
The national district committees shall establish and manage organisations and facilities which satisfy predominantly local needs or which are more efficient to organise by perimeter.
(1) The National Committee of the City of Pilsen and the District National Committees, their bodies and Members are developing a wide range of organisational and cultural education activities, thereby creating the preconditions for active participation of citizens in the administration of the city.
(2) The District National Committees establish civil committees and other their assets, familiarise them with the work of the National Committees, use their initiatives in the performance of their tasks and focus their activities on active cooperation between citizens and national committees.
Organizational construction of the National Committee of the City of Pilsen and the District National Committees
(1) At least 80 Members are elected to the National Committee of the City of Pilsen.
(2) The Circular National Committee shall determine the number of its Members, taking into account the size of its constituency, the scope of its scope and the possibility of creating a competent working group. In so doing, the number of Members shall be such that the District National Committee shall have at least:
30 Members in districts up to 5 000 inhabitants,
40 Members in districts up to 10 000 inhabitants,
60 Members in districts up to 20 000 inhabitants,
80 Members in districts over 20,000 inhabitants.
(1) The National Committee of the City of Pilsen and the District National Committees set up executive and control bodies: the Council, the Commission, the Commission of People's Control, the Administrative Commission, trade unions and other departments. The establishment of its trade unions and other departments is decided by the National Committee of the City of Pilsen in its Statute according to the principles established by the Government of the Czech Socialist Republic; After consultation with the National Circular Committees, they shall also decide on the establishment of trade unions and other departments of the National Circular Committees.
(2) The Council of the National Committee of the City of Pilsen is composed of the Mayor of the City of Pilsen, its Deputy, Secretary of the National Committee of the City of Pilsen and other members elected by the National Committee of the City of Pilsen from Members. The Board of the National Committee of the City of Pilsen has 15 to 18 members.
(3) The primary shall perform the functions which, under the Law on National Committees, are responsible for the chairman of the National Committee.
(4) The Council of the Circular National Committee shall be composed of the President, Vice-President (Vice-Presidents), Secretary and other members elected by the Circular National Committee of Members. The Council of the District National Committee shall have between 8 and 15 members.
Character and colours of the city of Pilsen, honorary citizenship and other honours
(1) If the use of the State emblem is not prescribed, the National Committee of the City of Pilsen and the District National Committees, as well as their managed and managed organisations, may use the city emblem of Pilsen.
(2) Other organizations can use the city emblem only with permission of the National Committee of the City of Pilsen.
(3) The emblem and colours of the city of Pilsen and the manner in which they are used will be adapted to the status of the National Committee of the City of Pilsen.
(1) Persons who have been extremely deserving of the development of the city of Pilsen, of the building of a socialist society, of the development of friendship, of cooperation and of the consolidation of the peaceful coexistence of nations, the National Committee of the City of Pilsen may grant the town's honorary citizenship.
(2) The National Committee of the City of Pilsen can reward the creative merit of building and developing the city by awarding the City of Pilsen.
(3) Details of the conditions and arrangements for granting honorary citizenship and the City of Pilsen will be adapted to the status of the National Committee of the City of Pilsen.
Transitional and final provisions
(1) The Statute of the National Committee of the City of Pilsen is approved by the National Committee of the City of Pilsen at its plenary session.
(2) The status of the National Committee of the City of Pilsen shall specify the urban districts, the arrangements of its bodies, their responsibilities and the division of work between them, the departments and other departments of the local national committees, the organisations and facilities managed or managed by the National Committee of the City of Pilsen and the main principles and forms of participation of citizens in the administration of the city. To the extent defined by this Act, the status of the National Committee of the City of Pilsen will also be adjusted by the division of tasks between the National Committee of the City of Pilsen and the Circular National Committees.
Unless otherwise provided for in this law, the provisions of the Act on National Committees shall apply to the National Committee of the City of Pilsen and to the District National Committees.
Decisions of the Municipal National Committee in Pilsen issued prior to the application of this Act shall be reviewed by the competent authorities of the West Bohemian National Committee in accordance with the administrative rules.
(3) Act No. 121 / 1962 Coll., on Economic Arbitration, as amended by Acts No. 29 / 1968 Coll. and No. 175 / 1968 Coll. is added as follows:
The following sentence is added to Paragraph 6 (1) (b):
"The Regional State Arbitration in Pilsen also exercises jurisdiction over the territory of Pilsen. '
(4) Act No. 70 / 1965 Coll., on the National Security Corps, as amended by Acts No. 29 / 1968 Coll. and No. 175 / 1968 Coll. is added as follows:
In Article 6, the following sentence is inserted after the provisions on the authorities of the National Security Corps in the territory of Ostrava:
"The municipal public security administration in Pilsen shall exercise the competence of the district public security department; the Regional Administration of the National Security Corps in Pilsen shall also exercise jurisdiction within the territory of the City of Pilsen. ';
This Act shall take effect on 1 July 1969.
