Government Regulation
of 3 August 1954
on civil inspection of establishments.
The Government of the Czechoslovak Republic orders pursuant to § 14 paragraph 1 of Act No. 2 / 1954 Coll., on the State Plan for the Development of the National Economy of the Czechoslovak Republic for 1954:
(1) The competence of civil controllers elected or appointed pursuant to Government Regulation No 21 / 1953 Coll., on Civil Trade Control shall also apply to:
(a) premises in the Ministry of the Local Economy system;
(b) to establishments of production cooperatives; and
(c) private business establishments;
provided that they provide services to the population, such as laundry, ironing, dry cleaning, dyeing, shoe repair, laundry and clothing, custom tailoring, cleaning, barbershop, photographic studios and the like.
(2) When checking establishments referred to in paragraph 1, civil inspectors shall check in particular:
(a) whether the establishment is properly equipped and externally marked and whether the external adaptation of the establishment and of the storerooms is ensured;
(b) whether, in a visible and accessible place, price lists and a list of wishes and complaints are exposed and duly addressed by the workers' comments on the activity of the establishment;
(c) whether the performance and services provided comply with the standards or agreements established with the customer;
(d) ensure that purity and hygiene are observed;
(e) whether price regulations and delivery periods are respected;
(f) whether the prescribed working and material consumption statements for each contract are kept;
(g) whether the employees of the establishment act against customers with willingness;
(h) whether the time for contact with customers is respected and whether that time meets the needs of the workers.
(3) The Directive on the organisation of training and instruction as regards the control of establishments referred to in paragraphs 1 and 2 shall be issued by the Ministry of the Local Economy and the Central Association of Production Cooperatives in agreement with the Central Board of Trade Unions.
Paragraph 3 (5) of the First Government Decree No 21 / 1953 Coll. is amended and read:
"The term of office of civil controllers shall be one year."
Detailed provisions for the implementation of this Regulation shall be issued by the Ministry of the Local Economy and Internal Trade and by the Central Association of Production Cooperatives in agreement with the Central Council of Trade Unions and the participating central authorities.
This Regulation shall enter into force on the day of its publication; They shall be implemented by local economic ministers and by internal trade in agreement with the participating members of the Government.
