ORDER
GOVERNMENTS OF THE CZECH REPUBLIC
of 12 October 2020
to ensure the provision of health services by health service providers and to ensure the activities of public health authorities for the duration of the emergency situation
Following the Government Resolution No 957 of 30 September 2020, by which the Government, in accordance with Articles 5 and 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, declared emergency status in accordance with Article 5 and Article 5 (a) to (e) of the Act No. 240 / 2000 Coll., on emergency management and on the amendment of certain laws (Crisis Act), as amended, for the resolution of the crisis situation, the adoption of emergency measures within the meaning of Article 6 (1) (c) of the Crisis Act.

1. to ensure the provision of health services by health service providers and to ensure the activities of public health authorities during the period of the emergency situation related to the occurrence of the CoVID-19 epidemic on the territory of the Czech Republic.
(a) the fourth and fifth year of the presentation form of the general medical study programme at the medical faculties of public universities;
(b) the fifth year of the presentation form of the dental study programme at a public university;
(c) the fifth year of the presentation form of the pharmacy study programme at a public university;
(d) the last years of the daily or presentable form of Bachelor's and five-year Master's degree programmes at a higher vocational or secondary medical school preparing for a non-medical medical profession pursuant to Act No. 96 / 2004 Coll., on the conditions for obtaining and recognition of competence for the pursuit of non-medical medical and health care activities and amending certain related laws (Law on non-medical medical professions), as amended, and the Bachelor's or Five-Year Master's Programme of Unidisciplinary Psychology,
(e) all years of the presentation form of medical master's study programmes following the Bachelor's medical programme and the Bachelor's single-branch psychology programme following the Bachelor's programme;
2. inform the Minister for Health and methodically manage the persons referred to in point 4 in the process of providing care referred to in point 1;
3. provide the Minister for Education, Youth and Sports with all necessary synergies to the Ministry of Health and to the persons referred to in point 4;
4. All
- public health authorities,
- medical emergency services providers,
- the health service providers listed in the Annex to this resolution, and
- social services providers in facilities of homes for people with disabilities, homes for seniors and homes with special regime and all relief social services in residence form (pursuant to § 48, 49, 50 and 44 of Act No. 108 / 2006 Coll., on social services)
make use of the working obligation of the persons referred to in point 1 on their territory and inform the Ministry of Health of the measures taken in this regard,
5. to the captains and principal of the capital of Prague, to issue and deliver orders for the performance of their duties under this Resolution for the specific persons referred to in point 1, on the basis of a specific request from the persons referred to in point 4, which must indicate in their request the required number of pupils and students, including their study programme or field of education which they require for the performance of their duties and the expected duration of their duties;
6. to the higher, higher, vocational and secondary medical schools providing the teaching of pupils and students referred to in point 1, to draw up the lists of pupils and students referred to in point 1 and to send them within 1 day and, if changed, at the latest on the following day, to the competent Member State or Mayor of the capital of Prague,
7. To the persons referred to in point 4, within 30 days of the end of the work obligation, ensure that a certificate is issued to a specific person of employment and the actual time during which the required work obligation has been carried out by a particular person and that the certificate is transmitted to that person in one copy and to the Member State of the City of Prague, where appropriate, which has issued an order to that person in accordance with point 5; the certificate of employment shall include the identification of the person carrying out the duty, the identification of the person in respect of whom the work obligation has been carried out, the period of employment, the stamp and the signature of the person authorised to act for the person issuing that certificate.
