DECLARATION
of 10 November 2009
amending Decree No. 475 / 2005 Coll., implementing certain provisions of the Act on the Promotion of the Use of Renewable Resources, as amended by Decree No. 364 / 2007 Coll.
According to Article 12 (3), for the implementation of Section 6 (1) (b) (1) of Act No. 180 / 2005 Coll., on the promotion of the production of electricity from renewable energy sources and on the amendment of certain laws (Act on the promotion of the use of renewable sources):
Annex 3 to Decree No. 475 / 2005 Coll., implementing certain provisions of the Act on the Promotion of the Use of Renewable Resources, as amended by Decree No. 364 / 2007 Coll., reads as follows:

Indicative values of technical and economic parameters
Water energy - Water power plants
1. Expected lifetime of the new plant: 30 years.
2. Requirement for the efficiency of primary energy use: The efficiency of the newly installed turbine is assumed to be at operating optimum ≥ 85% (measured on turbine coupling), for renovation of older types ≥ 80%.
3. Measuring investment costs and annual use of installed power:

Biomass

Indicative parameters for biomass energy were used on the basis of biomass prices in 2009 at a normal level corresponding to its quality and quantity.
Biogas, landfill gas, sludge and mining gas from closed mines
1. The expected lifetime of the new plant burning landfill, sludge or mining gas for 15 years, and the biogas combustion plant 20 years.
2. Requirement for the efficiency of the use of primary energy content: For the production of combustion biogas for electricity generation, a rational use of waste heat is expected.
3. Measuring investment costs and annual use of installed power:

Wind energy - Wind power plants

2. Requirement for efficiency of primary energy use: Annual average wind speed at the wind power plant site at the height of the rotor of the proposed power plant is assumed to be ≥ 6 m / s
3. Measuring investment costs and annual use of the output of the installed resource:

Geothermal energy - use of low potential heat
1. Expected lifetime of the new plant: 20 years.
2. Required efficiency of primary energy use: The energy potential of the geothermal energy source is assumed to be at least such that it can be permanently obtained by means of a heat transfer medium at a minimum thermal gain of 50 to 70 litres of water per second at a temperature of > 95 ° C per megawatt of the installed electrical power of the source.

Photovoltaic
1. Expected lifetime of the new plant: 20 years.
2. Requirement for the efficiency of primary energy use: The design and location of photovoltaic cells is envisaged to achieve annual terminal electricity production ≥ 150 kWh per square metre of active solar panel area. At the same time, a decrease in panel power of 0.8% of nominal output per year is expected.
3. Measuring investment costs and annual use of the output of the installed resource:

Transitional provision
The indicative values of the technical and economic parameters referred to in Annex 3 to Decree No. 475 / 2005 Coll., implementing certain provisions of the Act on the Promotion of the Use of Renewable Resources, as effective by the date of entry into force of this Decree, apply to the plants put into service by the date of entry into force of this Decree.
Efficacy
This Decree shall take effect on 1 January 2010.
