ORDER
GOVERNMENTS OF THE CZECH REPUBLIC
of 12 October 2020
on the adoption of crisis measures
Following the Government Resolution No. 957 of 30 September 2020, the Government, in accordance with Articles 5 and 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, declared emergency in accordance with Article 5 (a) to (e) and § 6 of the Act No. 240 / 2000 Coll., on emergency management and on the amendment of certain laws (Crisis Act), as amended, for the resolution of the crisis situation, the adoption of emergency measures within the meaning of § 5 (b) to (e) and § 6 (1) (b) of the Crisis Act.
Government with effect from 14 October 2020 from 00: 00 until 3 November 2020 until 23: 59
I. prohibits
1. mass actions involving more than 6 persons in the internal areas of buildings or in external areas, not involving household members, with the exception of:
- staff working for the same employer,
- persons engaged jointly in business or other similar activities,
- persons jointly engaged in activities for which they are required under the law and are required to do so in a higher number of persons,
where persons participating in a collective action maintain a distance from persons not participating in such a collective action of at least 2 metres;
with the following:
(a) the prohibition provided for in this paragraph shall also apply to services and other religious ceremonies, festivities, dance events, federal events, sporting events, shows and tastings;
(b) the prohibition provided for in this paragraph shall not apply to meetings, meetings and similar events of constitutional, public authorities, courts and other public bodies or persons established by law, and political parties and movements, with the participation of the public not exceeding 100 persons, with a minimum spacing of 2 metres between the various representatives of the public and each of them being designated a seating position at which he is mostly residing, and a meeting under Act No. 84 / 1990 Coll., on the right of assembly, as amended, under the conditions laid down in point II / 6;
(c) the prohibition provided for in this paragraph shall not apply to participation in a wedding, a declaration by persons that they enter into a registered partnership, a funeral and a subsequent celebration, or a wake, held no later than the following day; for the purpose of the celebration referred to in this point, the presence of the public in catering establishments shall be prohibited only between 00: 00 and 06: 00;
2. to reside in publicly accessible places in groups involving more than 6 persons, with the exception of household members, occupation, business or other similar activities, participation in weddings, declarations of entry into a registered partnership or funeral; such persons shall be obliged to maintain a distance of at least 2 metres, if possible, in contact with other persons, except members of the household;
3. drinking alcoholic beverages in public places;
4.
- concerts and other musical, theatre, film and other artistic performances including circuses and variations,
- the joint singing of more than 5 persons in the interior of buildings, with the exception of residence, even if it is a work or business activity, with the exception of nursery schools,
- pilgrimage and similar traditional events,
- congresses and other educational events,
- fairs,
- the operation of gambling and casinos,
- the operation and use of sport sites in the indoor areas of buildings (e.g. gyms, playgrounds, ice rink, courts, ring rooms, bowling or billiards, training facilities) and the indoor premises of outdoor sports sites, gym and fitness centres, with the exception of primary education in primary schools and kindergarten,
- the operation and use of artificial swimming pools (swimming pool, bath pool, infant pool and toddlers, paddling grounds), wellness facilities including saunas, solarium and salt caves, unless it is a health service provider,
- visits and inspections of zoos,
- visits and tours of museums, galleries, exhibitions, castles and similar historical or cultural objects, observatories and planetariums,
- the operation of equipment or the provision of services to persons aged 6 to 18 who are engaged in activities similar to those of interest education pursuant to § 2 of Decree No. 74 / 2005 Coll., such as, in particular, interest, educational, recreational or educational activities, including preparation for teaching;
II. limits
1. the operation of the catering service establishment by its operators must comply with the following rules:
(a) the prohibition of public presence in food service establishments (e.g. restaurants, pubs and bars), with the exception of establishments which do not serve the public (e.g. employment, catering of health service providers and social services, in prison facilities), and establishments in accommodation facilities, provided that they provide catering only to residents, only between 06: 00 and 20: 00; This prohibition does not apply to sales outside the establishment of catering services (e.g. fast food establishments with a window or to the sale of meals with them without entering the establishment), with the prohibition that sales to customers at the place of the establishment (e.g. dispensing window) are prohibited between 20: 00 and 06: 00 hours,
(b) customers shall be so established that there is a distance of at least 1,5 metres between them, except for customers sitting at one table;
(c) a maximum of four customers sit at one table, except for members of the household; In the case of a long table, it may accommodate several customers so that there is a distribution of at least 2 metres between groups of not more than 4 customers, with the exception of household members,
(d) in the case of sales from an establishment of catering services outside its internal post office (e.g. a window for dispensing), persons who, in the immediate vicinity of the establishment, consume food and meals, including drinks purchased there (except for alcoholic beverages whose drinking is prohibited in public places), are required to keep spacing from other persons at least 2 metres, except for household members;
(e) the operator shall not allow more customers in the interior of the establishment than in the interior of the establishment of seating places for customers; the operator is obliged to record in writing the total current number of seating positions for customers;
(f) the prohibition on the production of live music and dance,
g) the possibility of wireless connection to the Internet for the public will not be provided;
2. the operation of musical, dance, game and similar social clubs and discos by prohibiting the presence of the public;
3. with effect from 19 October 2020, from 00: 00, at the latest, at the time of the wedding, a declaration by persons that they enter into a registered partnership, funeral and subsequent celebration, or a wake, held no later than the following day, so that the participation in each of these events is not more than 30 persons; for the purpose of the celebration referred to in this point, the presence of the public in catering establishments shall be prohibited only between 00: 00 and 06: 00,
4. the activity of shopping centres with a sales area exceeding 5 000 m2 so that:
(a) the use of resting places (chairs, chairs, benches, etc.) is restricted so as not to be places of assembly;
b) the possibility of wireless connection to the Internet for the public will not be provided;
(c) the operator shall ensure at least 1 person oversees compliance with the following rules and shall act on customers and other persons to comply with them;
(d) the following customer instructions are communicated to customers and other persons in particular by means of information boards, leaflets, screens, radio, etc.,
(e) the operator shall ensure a visible indication of the order to comply with the 2 metres spread between persons on publicly accessible areas in the shopping centre (e.g. in the form of info, radio centre spots, information at the entrance to stores and other premises, information on the floor of public spaces, etc.),
(f) the assembly of persons is prevented, in particular in all places where this can be expected, e.g. entrances from underground garages, spaces in front of elevators, escalators, travelers, toilets, etc.,
5. freedom of movement and residence by being able to enter or stay in shopping centres, shops and service facilities, with the exception of food service establishments, in groups of up to 2 persons, and by spreading at least 2 metres between groups; the restriction does not apply to persons under 15 years of age who accompany an adult from a common household,
6. the right to gather peacefully in such a way that the assembly may participate in a total of not more than 500 participants in groups of not more than 20 participants, while maintaining spacing between groups of participants at least 2 metres, each participant being obliged to have a protective means of breathing (nose, mouth) which prevents the spread of droplets;
III. Specifies the Ministry of Health to establish binding hygienic-epidemiological conditions for mass actions, otherwise prohibited under this emergency measure, in respect of which it is permitted to take action for reasons which are of particular public interest;
IV. With effect from 14 October 2020, the Government Resolution of 8 October 2020 No 996, published under No. 400 / 2020 Coll.
