DECLARATION
of 22 December 2015
amending Decree No. 415 / 2012 Coll., on the permissible level of pollution and its detection and the implementation of certain other provisions of the Air Protection Act, as amended by Decree No. 155 / 2014 Coll.
The Ministry of the Environment provides pursuant to § 4 (9) of Act No. 201 / 2012 Coll., on Air Protection:
In Annex No 8 of Part II to Decree No. 415 / 2012 Coll., on the permissible level of pollution and its detection and on the implementation of certain other provisions of the Air Protection Act, paragraph 5.1.4 reads as follows:
"5.1.4. Manufacture and processing of other synthetic polymers and manufacture of composites, except composites listed elsewhere (code 6.5. according to Annex 2 to the Act)

Explanatory notes:
1) Applies to plants with a total projected raw material capacity exceeding 100 tonnes per year or with a total projected consumption of 0,6 tonnes per year of organic solvents. It does not apply to the processing of liquid epoxy resins directly at the end-use point (e.g. during building construction).
2) Applies to the processing of liquid epoxy resins with amines.
3) Applies to equipment for the production of polyurethane parts, building materials using polyurethane, does not apply to polyurethane coated with hydrocarbons (e.g. pentane).
4) Applies to equipment for the manufacture of articles by heat treatment using amino plastics or phenoplasts such as furan, urea formaldehyde, phenolic or xylene resins.
The technical operating condition applicable to operations with a total projected raw material capacity exceeding 100 tonnes per year or with an organic solvent consumption of 0,6 tonnes per year or greater:
In order to prevent emissions of odour-harming pollutants, use measures to reduce the emissions of such substances, e.g. by inducing emissions of organic substances per unit of thermal combustion. ';
Efficacy
This Decision shall enter into force on 1 January 2016.
