DECLARATION
of 6 October 2025
amending Decree No. 561 / 2020 Coll., on determining the activities which a doctor may undertake without professional supervision after obtaining a certificate of completion of the basic surgical strain
According to § 37 (1) (k) for the implementation of § 4 (4) (a) of Act No. 95 / 2004 Coll., on the conditions for obtaining and recognising professional competence and specialised competence for the pursuit of the medical profession of physician, dental practitioner and pharmacist, as amended by Act No. 67 / 2017 Coll.:
Decree No. 561 / 2020 Coll., on the determination of activities which may be performed by a doctor without professional supervision after obtaining a certificate of completion of the basic surgical strain, is amended as follows:
1. In Section 1, the following points (a) and (b) are inserted:
"(a) to carry out an outpatient care diagnostic and treatment of all common diseases and conditions in the field of surgery, including an examination of a patient suspected of having a sudden abdominal event, a design of an individual medical procedure in that patient and his recommendations for hospitalisation or outpatient care,
(b) carry out, in the framework of outpatient care, diagnostics and treatment of patients with accidents, including recommendations for hospitalisation or outpatient care, ';
Points (a) to (n) shall be renumbered (c) to (p).
2. In Article 1 (c), the words ", indicate the basic 'are replaced by the words" and';
3. in Article 1 (g):
"(g) to treat skin and subcutaneous injuries, including stitching and local anaesthesia, to carry out the suture of the extensor apparatus of the upper and lower limbs,"
4. In Paragraph 1 (j):
"(j) perform thoracic puncture and drainage,"
5. in Paragraph 1 (k), the words "except for eventual action" shall be deleted;
6. In Paragraph 1 (m), the word "conservative 'is replaced by" surgical'.
7. in Article 1, the following point (n) is inserted after point (m):
"(n) treat a patient with diabetic foot syndrome, carry out a soft tissue necrectomy, indicate and apply an underpressure wound healing system, diagnose compartment syndrome, including hospitalisation recommendations and other medical care,"
Points (n) to (p) shall be renumbered as points (o) to (q).
8. In Article 1 (o), the words "except for perianal affections' are deleted and the words", carry out pilonidal sinus operations, including a local shift 'are added at the end of the text.
9. In Article 1 (p), the word "peripheral 'is deleted, the words" above the metatarsal or metacarpal line' are inserted after the word "metacarpals' and the words" in the field of surgery 'are inserted after the word "fitness'.
10. in § 1 (q) read:
"(q) perform simpler proctological procedures for fistulas, abscesses and hemorrhoids,"
11. in Article 1, the following points (r) to (v) are added:
"(r) conduct surgery on lower limb varixes on the basis of the indication of a physician with specialist surgical competence;
s) perform appendectomies of laparoscopic and classical according to the indication of a physician with specialised competence in surgery;
t) perform hernia surgery, both laparoscopic and classical, based on the indication of a physician with specialised competence in surgery, with the exception of the simultaneous performance on the digestive tract;
(u) carry out diagnostic laparoscopy, including the collection of abdominal biopsy, based on the indication of a physician with specialist surgical competence;
(v) carry out both laparoscopic and open stomy formation on the digestive tract on the basis of the indication of a physician with specialist surgical competence. "
Efficacy
This Decree shall take effect on 1 January 2026.
