DECLARATION

amending Decree No. 287 / 1999 of the Ministry of Agriculture Coll., on animal health requirements for animal products
According to § 18 (5) (b), § 22 (2) (a) and § 23 (4) (b) of Act No. 166 / 1999 Coll., on Veterinary Care and on the Amendment of Certain Related Acts (Veterinary Act):
Decree No 287 / 1999 Coll., on animal health requirements for animal products, is amended as follows:
1. The heading above Paragraph 30 reads: "Processing and sale of animal products intended for animal feed."
Article 2 (30) and (31) read:
(1) Wastes of animal origin intended for animal feed (hereinafter referred to as "feed waste") may be put into circulation only from establishments where the animal health conditions and requirements for their sorting, storage, heat treatment or other treatment are complied with and at their disposal.
(2) Feed waste may be used
(a) to feed livestock after heat treatment at a temperature of not less than 133 ° C and a pressure of 3 bar (absolute) for at least 20 minutes, the particle size of which must not exceed 50 mm before treatment;
(b) to feed other animals and also to feed fur animals after heat treatment at a temperature in the core of the product of at least 90 ° C for 10 seconds;
(c) for scientific purposes.
(3) Feed waste may also be used for feeding animals in zoos, circuses, fur animals and larvae kept as bait for native fish, provided that this method of using feed waste has been approved taking into account the favourable health situation and the use of animals and their products by the competent district veterinary authority.
(4) Fodder waste in the natural state and frozen state, if not heat-treated in accordance with paragraph 1, may only be put into circulation from the establishments in which the waste was produced.
(5) Feed waste
(a) shall be kept:
1. in visibly labelled, impermeable, well-cleaned and disinfected containers with a closure,
2. in lockable rooms with temperature below 10 ° C,
3. other appropriate facilities (silos, containers);
(b) they must be reliably secured before degradation and must not pollute the site and the surrounding area.
Only feed which is not feed waste pursuant to § 30 (cans, dry fodder, etc.) may be stored and sold in a dedicated and clearly marked place at the food store. '
3. In Paragraph 37 (4), the words "heat-free 'are inserted after the words" for production'.
4. Paragraph 39 (4) reads:
"(4) The bones of the head and vertebral column of bovine, ovine and caprine animals, the bones of frozen meat, the heads of boars, rabbits and poultry, the skin of the necks of poultry, the feet of poultry, the bones of the limbs (from the end of the wrists and forequarters) and the tail vertebrae shall not be used to obtain separated meat. '
5. Paragraph 60 (2) reads as follows:
"(2) The animals shall be stunned as soon as they arrive at the stunning site, mechanically, electrically or chemically; during stunning must be fixed. The stunning is performed so that complete loss of consciousness occurs immediately thereafter. After stunning of bovine, ovine and caprine animals, any damage to the central nervous tissue of objects introduced into the cranial cavity shall not be performed. '
6. Paragraph 63 (2) reads as follows:
"(2) Part of the investigation of pig meat, horses, donkeys and their cross-breeds and nutrition as well as Trichinella susceptible animals shall be testing for Trichinella by digestion method. ';
7. Paragraph 79 (3) reads:
"(3) The meat of a slaughter animal susceptible to Trichinella which has not been examined by the Trichinella digestion method shall be treated for at least 240 hours by applying a temperature of -25 ° C, if it is for meat of up to 30 cm thickness, and at least 480 hours if it is for meat of greater thickness, or under other conditions laid down by the district veterinary administration. '
8. In Paragraph 84, at the end of paragraph 4, the dot is replaced by a comma and the following point (c) is added:
"(c) to release game from game susceptible to Trichinella (especially wild boar and bear) until the negative result of the Trichinella test by the digestion method."
9. In Annex 5, Part IV, in the table "Diseases and diseases common to several animal species:" point 2. of paratuberosis point (b) shall read:
