establishing a Central Administration for the Purchase of Agricultural Products
The Bureau of the National Assembly of the Czechoslovak Socialist Republic has decided pursuant to Article 60 (2) of the Constitution on the following legal measure:
Central management of the purchase of agricultural products is hereby established; The central administration shall be the central authority of the government, set up by the Bureau of the Government.
The central management of the purchase of agricultural products throughout its entire activity focuses on the promotion of state discipline on the section of the purchase of agricultural products to strengthen the authority of the state purchasing plan and the commitment of purchasing contracts in order to ensure that all agricultural plants fulfil their obligations to society properly.
The main tasks of the Central Administration of the Purchase of Agricultural Products are in particular:
- to participate actively, in close cooperation with the Ministry of Agriculture, Forestry and Water, in drawing up and discussing the draft single agricultural production and purchase plan on a national scale, as well as in negotiations with counties and counties, and to ensure, in particular, the breakdown of the production and purchase plan, that the public purchasing tasks are based on adequate assurance of production tasks,
- ensure proper implementation of the contract,
- to coordinate and control the activities of all purchasing organisations in matters of purchase,
- manage agricultural purchasing and supply undertakings, including their business activities and their balance sheet activities concerning stocks of agricultural products purchased, the proper protection of stocks taken over, and ensure that the planned needs and means of securing agricultural production are properly met,
- manage the work of the State Inspection of Quality of Agricultural Products,
- monitor the effectiveness of the measures resulting from the purchasing system, examine the supporting documents and submit analyses and proposals to address the agricultural product purchasing system.
The central administration of the purchase of agricultural products is led by its President, appointed and withdrawn by the President of the Republic on a proposal from the Government.
Detailed definition of tasks The central management of the purchase of agricultural products shall contain a statute issued by the Government on a proposal from its President.
(1) As the authority of the Central Administration of the Purchase of Agricultural Products, the Regional Administration of the Purchase of Agricultural Products in Slovakia is hereby established. It is headed by a leader appointed and dismissed by the Bureau of the Slovak National Council on a proposal from the President of the Central Administration of the Purchase of Agricultural Products.
(2) The regional management of the purchase of agricultural products in Slovakia carries out its tasks in close cooperation with the authorities of the Slovak National Council. The scope of the tasks of the Regional Administration shall be defined by the Statute of the Central Management of the Purchase of Agricultural Products.
The central management of the purchase of agricultural products is entitled to issue generally binding regulations and methodical management of the activity on the agricultural product purchase section under the relevant laws and regulations in its field of competence.
This legal measure shall take effect on the date of its publication.
