Ordinance of the Federal Ministry of the Interior on the extraordinary reporting of citizens' residence in connection with the transfer of central population records to automated processing

on the exceptional reporting of citizens' residence in connection with the transfer of the central register of residents to automated processing
The Federal Ministry of the Interior provides in the agreement with the participating central authorities pursuant to § 22 of Act No. 52 / 1949 Coll., on the reporting of the population, as amended by Act No. 76 / 1957 Coll. and Act No. 68 / 1965 Coll.:
§ 1
Purpose of the Order
(1) At the same time as the census of the people, houses and apartments on 1 November 1980, an extraordinary declaration of residence (hereinafter referred to as "the report") of Czechoslovak state citizens (hereinafter referred to as "citizens") will be made in accordance with this Decree; the operative moment for this report shall be midnight from 31 October 1980 to 1 November 1980.
(2) The reporting data will be used to transfer the population's central register to automated processing and to establish a central register of citizens.
§ 2
Reporting range
All citizens who are present at the time referred to in Paragraph 1 (1) shall be subject to the report.
(a) in the territory of the Czechoslovak Socialist Republic,
b) For any reason outside the territory of the Czechoslovak Socialist Republic with the approval of the Czechoslovak authorities and are declared permanent residence in the Czechoslovak Socialist Republic.
§ 3
Method of reporting
(1) The notification shall be made by completing the registration form.
(2) The registration note is completed - unless otherwise provided for in this Decree - by every citizen in the place of permanent residence; if the report is not present at the relevant time, the report shall also be carried out at the place where it is present. For children under the age of 15 years and for citizens who are unable to fill the registration card themselves, as well as for citizens at the place of permanent residence at the relevant moment absent, the registration card shall be filled by a person over 15 years of age living with them in the common household and, where appropriate, by the addition commissioner.
(3) Citizens staying at the time of the decision in accommodation, recreation or health care institutions and in special children's establishments shall fill in a registration form separately. If citizens are unable to fill out a registration card by hand for their health or age, the adding Commissioner or healthcare worker shall do so.
§ 4
Reporting data
The citizen shall enter the following information on the registration form:
(a) surname, maiden name and surname;
(b) the day, month and year of birth;
(c) birth number,
(d) nationality;
(e) family status,
(f) place and district of birth,
(g) surname, forename and forename of the spouse (s),
(h) the day, month and year of birth of the spouse (s),
(ch) maiden name, family name,
(i) the day, month and year of birth of the living parents;
(j) the exact address of the place of permanent residence.
§ 5
Reporting authorities
(1) The report is organised by the Federal Ministry of the Interior in cooperation with the Federal Statistical Office, the Czech Statistical Office, the Slovak Statistical Office, the Ministry of Interior of the Czech Socialist Republic and the Ministry of Interior of the Slovak Socialist Republic.
(2) The reports of citizens present in the territory of the Czechoslovak Socialist Republic are provided by the National Committees (1) in cooperation with the statistical authorities of the Republics through the census Commissioners and the auditors responsible for carrying out the census, houses and flats in 1980.
(3) The reports of citizens staying outside the territory of the Czechoslovak Socialist Republic (§ 2 (b)), who are required to report, in person or in writing, the beginning and place of their stay to the nearest Czechoslovak diplomatic mission or consular post, shall be carried out by the Czechoslovak representative offices in accordance with the instructions of the Federal Ministry of Foreign Affairs drawn up in agreement with the Federal Ministry of Foreign Trade, the Federal Ministry of National Defence and the Federal Ministry of Interior.
(4) Reporting of citizens staying outside the territory of the Czechoslovak Socialist Republic who are not obliged to do so under the previous paragraph shall be carried out by the authorities referred to in paragraph 2, through persons living with them in the common household in the territory of the Czechoslovak Socialist Republic. If all persons living in the common household are present outside the territory of the Czechoslovak Socialist Republic, a registration note (§ 3) shall be completed by the adding commissioner as specified in the corresponding announcement.3)
(5) Reports of mass-accommodated soldiers of the Czechoslovak People's Army (including military depots), mass-accommodated members of the National Security Corps, border guards and troops of the Ministry of Interior of the Ministry of Defence, the Federal Ministry of Interior, the Ministry of Interior of the Czech Socialist Republic and the Ministry of Interior of the Slovak Socialist Republic will be carried out by the authorities designated by the Federal Ministry of Defence.
(6) Reports of citizens in custody or in the execution of prison sentences will be carried out by the authorities designated by the Ministry of Justice of the Czech Socialist Republic and the Ministry of Justice of the Slovak Socialist Republic.
§ 6
Obligations of reporting authorities
(1) The reporting authorities are obliged to provide citizens filling in registration cards with the necessary explanations, lessons learned and assistance.
(2) The reporting authorities are entitled and obliged to request to verify the correctness of the data to be provided on registration cards, submission of the necessary documents (identity card, professional ID card of the Czechoslovak People's Army, birth certificate, etc.).
(3) Only the state authorities responsible for the implementation of the reports can handle the filled-in registration forms and the data contained therein can be processed only by the authorities of the Federal Ministry of Interior, the Ministry of Interior of the Czech Socialist Republic and the Ministry of Interior of the Slovak Socialist Republic.
§ 7
Efficacy
This Decree shall enter into force on 1 February 1980 and shall expire on 31 December 1981.
