Government Regulation
of 16 January 1957
on the organisation of film business.
The Government of the Czechoslovak Republic orders pursuant to § 1 paragraph 3 of Decree No. 50 / 1945 Coll., on measures in the field of film:
Preliminary provisions
From the previous organisation of Czechoslovak state film, if it operates in Czech regions and provides for matters of a national nature (import and export of films and contact with foreign countries), the main administration of Czechoslovak film is established on 1 January 1957 within the Ministry of Education and Culture and Regional Film Enterprises and on the same day economic organisation is established under this main administration.
Main administration
(1) The main administration of the Czechoslovak film (hereinafter referred to as "the main administration") is a legal person operating according to the principles of chozasčot. It shall not be entered in the company register.
(2) The basic task of the main administration is to organise, manage, coordinate and control the ideas, technical and economic production of films, their import and export, distribution, screening in cinemas, the production of cinematographic equipment, the purchase and sale of cinematography needs, when operated within the field of competence of the Ministry of Education and Culture, and to procure common matters for subordinate economic organisations.
Economic organisation subordinate to the main administration
The Minister for Education and Culture sets up, in agreement with the Minister for Finance, the various fields of film activity of economic organisation, which are legal persons. These economic organisations operate according to the principles of chozrasčota and are subordinate to the main administration. They shall be entered in the company register.
Management bodies
The Minister of Education and Culture shall appoint and dismiss the Director of the Administration. The Deputy Director of the main administration and the Director of the subordinate economic organisations shall be appointed and dismissed by the Minister of Education and Culture on a proposal from the Director of the main administration.
Regional film enterprises
(1) The care of film lending and, in the case of technical provision of their public screening, provides a regional film business in each of the Czech regions. The regional film business is a legal entity operating under the principles of chozrasčota. It is registered in the company register. It is managed by the executive bodies of the Regional National Committee.
(2) The Director is the head of the regional film business. It is appointed and recalled by the Regional National Committee. The Director shall be responsible for the activities of the undertaking and for the performance of its tasks.
(3) The conditions for lending films to regional film companies are laid down in the Lease Regulations issued by the Ministry of Education and Culture in agreement with the Ministry of Finance.
Cinema management and public film screening
Cinema management and public film screening have been provided by local and local national committees since 1 April 1957. The Ministry of Education and Culture may exceptionally entrust cinema management and public film screening to other organisations in agreement with the Ministry of Finance and the State Planning Office.
Statute and Organisational Regulations
The legal situation, activity and management of the main administration, subordinate economic organisations and regional film enterprises and the powers and responsibilities of the Director of the main administration and directors of those organisations shall be governed by the Statute issued by the Minister of Education and Culture with the approval of the Government and by the Organisational Regulations issued by the relevant Directors under the Statute.
Validity of rules on national enterprises and other economic organisations
Save as otherwise provided in this Regulation, the Statute or the Organisational Regulations shall apply mutatis mutandis to the main administration, subordinate economic organisations and regional film undertakings of national undertakings and certain other economic organisations.
Transitional and final provisions
Government Order No. 72 / 1948 Coll., on the establishment and organisation of the state enterprise "Czechoslovak State Film," is deleted. The property and the obligations of the Czechoslovak State Film will be transferred by the Ministry of Education and Culture to the Organisations, which will provide tasks in the field of film under this Regulation. Property (including relevant commitments) of Czechoslovak state film in Slovakia, if not intended to perform tasks of a national nature, will be used for the organisation of film business in Slovakia.
Until 31 March 1957 they provide management of cinemas and public screening of films in Czech regions by regional film companies.
This Regulation shall enter into force on 1 January 1957; They shall be implemented by the Minister for Education and Culture in agreement with the Minister for Finance and with the Minister for Public Planning.
