ORDER
GOVERNMENTS OF THE CZECH REPUBLIC
of 8 October 2020
on the adoption of crisis measures
Following the Government Resolution No. 957 of 30 September 2020, the Government, in accordance with Articles 5 and 6 of Constitutional Act No. 110 / 1998 Coll., on the Security of the Czech Republic, declared emergency status for the territory of the Czech Republic because of a health threat related to the detection of coronavirus / referred to as SARS CoV-2 / in the territory of the Czech Republic and, within the meaning of § 5 (a) to (e) and § 6 of Act No. 240 / 2000 Coll., on crisis management and on the amendment of certain laws (Crisis Act), as amended, for the resolution of a crisis situation, the adoption of emergency measures, by virtue of § 5 (c) to (e) and § 6 (b).
Government with effect from 9 October 2020 from 00: 00 until 11 October 2020 until 23: 59
I. prohibits
1. mass events involving more than 10 persons in the internal areas of buildings and more than 20 persons in the external areas, with the exception of members of the household, the pursuit of a profession, business or other similar activities, participation in weddings, declarations of entry into a registered partnership, and burial, and a distance from other persons of less than 2 metres; the prohibition shall not apply to the mass actions referred to in point II and to meetings, meetings and similar actions of constitutional, public authority, courts and other public persons which take place under the law, with the participation of a public not exceeding 100 persons, with a minimum spread of 2 metres between the different representatives of the public and each of them being designated as a seating position in which he is mainly present,
2. concerts, theatrical performances and other artistic performances and festivities, in which it is mainly sung, including exams,

- the operation of gambling and casinos,
- the operation and use of sport sites in the indoor areas of buildings (e.g. gyms, playground, ice rink, courts, ring-rooms, bowling or billiards, training facilities) and the indoor premises of outdoor sports sites, gym and fitness centres, with the exception of primary education in primary schools and primary schools and nursery schools and events referred to in point II / 2,
- the operation and use of artificial swimming pools (swimming pool, bath pool, infant pool and toddlers, paddling grounds), wellness facilities including saunas, solarium and salt caves, unless it is a health service provider,
- visits and inspections of zoos,
- the operation of equipment or the provision of services to persons aged 6 to 18 who are engaged in activities similar to those of interest education pursuant to § 2 of Decree No. 74 / 2005 Coll., such as, in particular, interest, educational, recreational or educational activities, including preparation for teaching;
II. limits
1. theatrical, film and other artistic performances, in which it is mostly not sung, such that
(a) not more than 500 spectators or participants may participate, with a distance of 2 metres between the participants and the performers (e.g. actors, musicians), or where the performers are separated from the participants by an impermeable barrier to the spread of droplets (e.g. plexiglas),
(b) each participant shall be designated as the seating position at which he is predominantly present; if input is charged, the input cannot be sold other than to a specific seating position; the event organizer is obliged to record in writing the total current number of seats for the participants;
(c) food, including food and beverages, shall be prohibited in the premises where such operations take place;
(d) participants shall be obliged to observe intervals of at least 2 metres from other participants, unless they are staying in a designated seating position,
2. sporting events in the context of competitions organised by sports associations by involving only athletes and necessary persons providing organizational and technical background, including referees and persons providing intelligence, of not more than 130 persons in the internal or external sports area; The same restriction applies to the preparation of athletes for sporting events in competitions organised by sports associations,
3. participation in the service by taking part in a maximum of as many persons as there are seating positions, but not more than 100 persons, and persons participating in the service are mostly present in the seating position, with the exception of persons leading the service and their assistants, and are not singing during the service;
4. the operation of the catering service establishment by its operators must comply with the following rules:
(a) the prohibition of public presence in food service establishments between 20: 00 and 06: 00, with the exception of establishments which do not serve the public (e.g. employment, catering of health service providers and social services, in prison facilities); This prohibition does not apply to sales outside the food service establishment (e.g. fast food establishments with a window or to the sale of food without entering the establishment); for the purpose of celebration of the wedding or declaration of persons entering into a registered partnership, held no later than the following day, the presence of the public in food service establishments shall be prohibited only between 00: 00 and 06: 00,
(b) customers shall be so established that there is a distance of at least 1,5 metres between them, except for customers sitting at one table;
(c) a maximum of four customers sit at one table, except for members of the household; where a long table is involved, more customers may be seated with it, so that there is a distribution of at least 2 metres between groups of not more than 4 customers,
(d) in the case of sales from an establishment of catering services outside its internal post-office (e.g. a window of dispensing), persons who consume food and food in the immediate vicinity of the establishment, including drinks purchased there, are required to keep spacing from other persons at least 2 metres, not by members of the household, unless they are present in an outdoor seating area of the establishment (e.g. garden);
(e) the operator shall not allow more customers in the interior of the establishment than in the interior of the establishment of seating places for customers; the operator is obliged to record in writing the total current number of seating positions for customers;
(f) the prohibition on the production of live music and dance,
g) the possibility of wireless connection to the Internet for the public will not be provided;
5. the operation of musical, dance, game and similar social clubs and discos by their operators must comply with the following rules:
(a) a prohibition of public presence in such establishments between 20: 00 and 06: 00;
(b) a ban on the production of live music and dance;
6. the activity of shopping centres with a sales area exceeding 5 000 m2 so that:
(a) at one table in the common seating area for the purpose of eating purchased meals (food court), a maximum of two customers are seated; where a long table is involved, more customers may be seated so that there is a minimum spacing of 2 metres between groups of 2 customers,
(b) the use of resting places (chairs, chairs, benches, etc.) is limited in such a way that they are not places of assembly;
c) the possibility of wireless internet connection for the public will not be provided;
(d) the operator shall ensure at least 1 person overseeing compliance with the following rules and acting on customers and other persons to comply with them;
(e) the following customer instructions are communicated to customers and other persons in particular by means of information boards, leaflets, screens, radio, etc.,
(f) the operator shall provide a visible indication of the order to comply with the 2 metres spread between persons on publicly accessible areas in the shopping centre (e.g. in the form of information, radio centre spots, information at the entrance to stores and other establishments, information on the floor of public spaces, etc.);
(g) the assembly of persons is prevented, in particular in all places where this can be expected, e.g. entrances from underground garages, areas in front of elevators, escalators, travelers, toilets, etc.,
7. freedom of movement and residence by being able to enter or stay in shopping centres, shops and service facilities, with the exception of food service establishments, in groups of no more than 2 persons and in such a way that there is a distribution of at least 2 metres between groups; This restriction shall not apply to persons under the age of 15 who accompany an adult from a common household;
III. Repeals the Government Resolution of 30 September 2020 No 958, issued under No. 392 / 2020 Coll.
