GOVERNMENT REGULATION
of 9 June 2004
amending Government Regulation No 469 / 2002 Coll., laying down a catalogue of works and qualifications and amending the Government Regulation on the remuneration of public service and administration employees, as amended by Government Regulation No 331 / 2003 Coll.
The Government orders pursuant to § 23 (1) (b) of Act No. 143 / 1992 Coll., on the salary and remuneration of on-call time in the budget and in certain other organisations and bodies, as amended by Act No. 40 / 1994 Coll. and Act No. 217 / 2000 Coll.:
Government Regulation No. 469 / 2002 Coll., laying down a catalogue of works and qualifications and amending the Government Regulation on the remuneration of employees in public services and administration, as amended by Government Regulation No. 331 / 2003 Coll., is amended as follows:
1. In the Annex to the list of professions and ranges of grades in Part 2 of the column Part, occupation in heading 2.1.12, the words ", operational and radiotechical airports' and in the column," 11 'are replaced by "12'.
2. In the Annex in the list of professions and scales in Part 2 of the occupation 2.1.14, the commander, pilot of the aircraft, air navigator, cabin engineer, cabin operator, cabin technician, the number "13 'in the column" Class of payments' is replaced by "14 '.
3. In the Annex to the list of professions and ranges of grades in Section 2.6 of Polygraphy, "2.6.7 Graphics' and" 9- 13 'are added to the column "Graphics' in the column" Graphics'.
4. In the Annex to the list of professions and scales in Part 2 of the profession 2.14.20, the video entry specialist in the column "6, 7, 10 'is replaced by" 6, 7, 9, 10'.
5. In the Annex to the list of professions and scales in Part 2 of the occupation 2.17.2 Cartograph, in the column "6-10 ', the headings" 8-11' are replaced by "8-11 '.

7. In the Annex to the list of professions and ranges of grades in Part 3 under heading 3.2 in column Part, occupation shall be followed by the words "CZECH REPUBLIC, MILITARY POLICE '.
8. In the Annex to the incorporation of works (examples of works) into professions and grades in Part 2, in the title of occupation 2.1.12, after the words "airport ', the words" airport operating and radiotech' are inserted.
9. In the Annex in the Classification of works (examples of works) in the professions and grades in Part 2 in the occupation 2.1.12. The following point 5 is added at the end of the 9th grade:
"5. Comprehensive provision of activities, coordination of specialised work in the field of air radio security to ensure the maintenance, operation, repair and revision of radio security (radiotech security) techniques. '
10. In the Annex to the incorporation of works (examples of works) into professions and grades in Part 2 of the occupation 2.1.12 Airport, operational and radio security personnel in the 10th grade, in point 1 at the end of the brackets, the words "airport security 'are replaced by the words" airport managers'.
11. in the Annex to the incorporation of works (examples of works) into the professions and grades of part 2 in the profession 2.1.12. Airport, operational and radio security personnel in the 10th grade shall be added at the end of points 3 and 4:

4. 12. In the Annex to the incorporation of works (examples of works) into professions and grades in Part 2 of the profession 2.1.12 Airport, operational and radio security personnel in the 11th grade, the words "and airport operations' shall be inserted after the words" and, at the end, point 2 shall be added:
'2. Comprehensive coordination and guidance of radio security management systems in the provision of air traffic within the Czech Army or airports with coordinated air traffic. "
13. The following shall be added at the end of the Annex to the Classification of Work (Examples of Works) in the occupation and grades of Part 2 in the occupation 2.1.12:
"12th grade
1. Creation of the concept of ground air safety equipment (radio and aviation technical). Determining the selection and operation of radio and aviation security techniques, proposing measures to increase the reliability and operability of systems. ';
14. In the Annex in the Classification of works (examples of works) in the professions and grades in Part 2 of the occupation 2.1.14, the commander, pilot, air navigator, cabin engineer, cabin operator, cabin technician shall read:
"8th grade
1. Piloting an ultra-light aircraft or controlling a unmanned vehicle in the provision of e.g. aerial observations, field monitoring, carrying out specific tasks.
9. grade
1. Service of the aircraft technical system (on-board technician).
Grade 10
1. Service of aircraft technical systems, provision of communication with air traffic control services (on-board technician, on-board radio telephonist).
11th grade
1. Navigation lines, the operation of aircraft technical systems, the provision of communication with air traffic control services on a regular route under non-standard conditions (air navigator, on-board engineer, on-board radiotelefonist), or the operation of aircraft technical systems with weapon systems.
12th Grade
1. Piloting, navigational guidance and operating technical and special aircraft systems equipped with weapon systems (aircraft pilot, air navigator, onboard engineer).
2. Piloting, navigational guidance, operating technical and special aircraft systems on an irregular route with landing at an unknown airport or in unknown terrain and with irregular landing at international airports (aircraft pilot, air navigator, on-board engineer, on-board engineer).
Grade 13
1. Pilot the aircraft on an irregular route with landing at an unknown airport or in an unknown terrain and with irregular landing at international airports in security flights and crisis areas (aircraft pilot, training centre instructor).
2. Aircraft management on a regular route and under standard conditions (commander).
Grade 14

15. In the Annex to the incorporation of works (examples of works) into professions and grades, Section 2.6 of Polygraphy is supplemented by the following:
"2.6.7 GRAFIC
9. grade
1. Making copies of image and transparent image patterns on flat scanners including color shift correction.
2. The creation of graphic designs of stock-share printing using graphic and fault programs.
Grade 10
1. Color modification of scanned image patterns and electronic photo files, execution of artistic retunes, cuts and electronic assemblies.
2. Processing of specific titles into the resulting art form by means of graphic, breaking and elimination programs based on author's graphic design.
11th grade
1. Design and production of graphic and visual pages of demanding types of printed matter, such as books and other types of mercantile graphics.
12th Grade
1. Design of design of art projects with a high degree of artistic processing.
Grade 13
1. Creation of the most demanding art projects with a nationwide recognised high art level and contributing to the development of the art field. "
16. In the Annex to the incorporation of works (examples of works) into professions and grades in Part 2 of the occupation 2.10.1 of the Referent of State Administration and Self-Government - State security in the 13th grade, point 21 is added as follows:
"21. The creation of a national concept of air services for safety and rescue systems. '
17. In the Annex to the incorporation of works (examples of works) into professions and grades in Part 2 of the profession 2.10.1 of the Referent of State Administration and Self-Government - State security in the 14th grade in point 5 of the text, the words "or defence policy 'are added at the end of the text.
18. In the Annex to the incorporation of works (examples of works) into professions and grades in Part 2 of the occupation 2.10.1 of the Referent of State Administration and Government - Foreign Service and Foreign Relations in the 12th grade, point 17 is added as follows:

21. In the Annex in the Classification of works (examples of works) in the professions and grades in Part 2 in the occupation 2.17.3 Geograf, the following is added at the end:
"11th grade
1. Preparation of geographical surveys and information from the international area and processing of specialised geographical information and publications intended for State defence.
12th Grade
1. Comprehensive processing of specialized geographical research, information and publications intended for state defence using specialized databases and information sources of foreign origin. "
22. In the Annex in the Classification of works (examples of works) in the professions and grades in Part 3 in the occupation 3.1.1., Rotmár, Ensign, Officer, General in 8th grade in point 4, the words "Divisions and" in brackets, "shall be deleted.
23. In the Annex in the Classification of works (examples of works) in the professions and grades in Part 3 of the profession 3.1.1., Rotsmaster, Ensign, Officer, General in 8th grade in point 5 of the brackets, the word "division," shall be deleted.

4. Management of critical subsystems within brigade, base, regiment (Chief of Logistics, Chief of Division, Chief of Department).
5. Management and coordination of complex activities with considerable psychological effort, such as special development, production, technical and technological workplaces.
6. Performing the activities of the permanent operational supervisor of the General Staff.
7. Managing complex sub-systems and carrying out tasks within the Air Force Command, Management and Awareness Centre (Chief of Unit, Group Chief, Shift Commander, Senior Officer).
8. Control and command of fleet logistics in air bases (Commander, Deputy Commander).
9. Management of the crucial sub-systems of the Military Academy Vyškov, military secondary schools, groups at the headquarters, command of the type of army (chieftains of the decisive departments and groups, Chief of Logistics of the Military Academy Vyškov, Chief of Logistics of Military secondary schools).
10. Management and provision of activities of selected operational centres of military accommodation and construction administrations (Chief, Head of Centre).
11. The management of spiritual service at the department and equipment including the provision of contact with individual churches operating on the territory (chaplain).
12th Grade
1. Management, command and all-round provision of the tasks of the regiment, training centres of specialists of military species, medical bases and departments equal to them (Commander, Deputy Commander, Chief of Staff).
2. Comprehensive management of the Military Administration (Regional Military Command) including processing of the concept of defence of the territory (Commander, Deputy Commander, Chief of Staff).
3. Comprehensive management of military building and accommodation administration including processing of the concept of guidelines for construction on a given territory (Chief, Deputy Chief).
4. Management, command and all-round security of a special connection centre, WMD alert centre, Information Security Centre (Chief, Deputy Chief).
5. Management, command and versatile provision of the tasks of the Castle Guard, department within the headquarters of the kind of army (Commander, Deputy Commander, Chief of Staff, Chief of Unit, Chief of the Group).
6. Management of the directorates' system activities, headquarters of the type of army with extensive internal and external links - personnel, financial, economic and logistical security, development and analytical activities, field of combat mobilization alert (Chief of Unit, Group Chief).
7. Management of critical sub-systems within the headquarters of the Brigade, Defence University, Air Base (Deputy Chief of Staff) and critical teaching and training sub-systems (Military Academy Vyškov).
8. Management of critical sub-systems and performance of tasks of the Air Force Management Centre and Joint Operational Centre of the Ministry of Defence (Head of Centre, Chief of Staff, Chief of Unit, Chief of Shift).
9. Management of critical sub-systems within the framework of logistics bases with military-wide scope (Chief of Professional Activities). "
27. In the Annex in the Classification of works (examples of works) in the professions and grades in Part 3 in the profession 3.1.1., Rotsmaster, ensign, officer, general in the 13th grade, point 1 is as follows:
"1. Management, command and all-round provision of brigades, air bases, communications and information systems bases with military capability, Military Academy Vyškov, Prague Staff Headquarters, Logic Base with military capability and Air Force Repair Base (Commander, Chief, Deputy Commander, Deputy Chief of Staff, Chief of Staff - Brigades, Chief of Staff of Air Base, Chief of Staff of the Communication and Information Systems Base and Chief of Staff of the Logistics Base with military capability)."

'6. Creating a state defence and security policy strategy in a defined territory or area, coordinating the fulfilment of the objectives of the Czech security policy and NATO defence policy.
7. Creation of the concept and coordination of the department's activities in the field of armaments policy, preparation and implementation of the management of strategic procurement projects having a major influence on the state's security and defence policy, including cooperation with industry and with NATO and European Union Member States. "
29. In the Annex in the Classification of works (examples of works) in the professions and grades in Part 3 in the occupation 3.1.1., Rotsmaster, Ensign, Officer, General in the 13th grade, points 11 and 12 are as follows:
"11. Management of critical sub-systems within the headquarters and headquarters of the troop species, which are within the scope of the entire structure of subordinate bundles and departments (Chief of Administration, Chief of Section, Head of Department at the headquarters and headquarters of the troop species).
12. 31. In the Annex in the Classification of works (examples of works) in the professions and grades in Part 3 in the occupation 3.1.1., Rotsmaster, ensign, officer, general in the 14th grade, point 9 is added at the end:
"9. Management, command and versatile provision of tasks of a geographical and hydrometeorological service of a national nature, including cooperation with NATO and the European Union (Chief, Deputy Chief)."
32. In the Annex to the incorporation of works (examples of works) into professions and grades, the words "CZECH REPUBLIC, MILITARY POLICE 'shall be inserted in the title of Part 3.2 after the words" POLICE'.

40. In the Annex in the Classification of works (examples of works) into professions and grades in Part 3 in the occupation 3.2.2 The words "or Military Police Headquarters' shall be added at the end of point 5.
41. In the Annex to the incorporation of works (examples of works) into professions and grades in Part 3 of the occupation 3.2.2 of the Police Commissioner in 10th grade, point 7 reads as follows:
'7. Coordination of operational activities carried out in units with a territorial scope of higher level and departments with competence throughout the Czech Republic, at a police presidium or at Military Police Headquarters (Operational Officer). '
