Communication from the Federal Ministry of Foreign Affairs on the Agreement between the Government of the Czech and Slovak Federal Republic and the Government of the United States on the United States Peace Corps Programme in Czechoslovakia

The Federal Ministry of Foreign Affairs states that on 25 June 1990 the Agreement between the Government of the Czech and Slovak Federal Republic and the Government of the United States of America on the United States Peace Corps Programme in Czechoslovakia was signed in Prague. The Agreement entered into force on the date of signature, on the basis of Article 8 thereof.
The Czech version of the Agreement is hereby published at the same time.
AGREEMENT
between the Government of the Czech and Slovak Federal Republic
and the United States Government on the Peace Corps Programme
United States in Czechoslovakia
the Government of the Czech and Slovak Federal Republic and the Government of the United States of America (hereinafter referred to as the "Contracting Parties'),
recognising the importance of developing mutually beneficial cooperation between their peoples; and
pursuing the objectives of the Agreement between the Government of the Czechoslovak Socialist Republic and the Government of the United States of America on cooperation in culture, science, technology and other areas signed in Prague on 15 April 1986,
agree on the following:
The United States Government will send volunteers to the Czech and Slovak Federal Republic of the United States Peace Corps who will be requested by the Czech and Slovak Federal Republic. The United States Government will ensure that volunteers are prepared in such a way that they can effectively carry out mutually agreed tasks.
Volunteers will work under the immediate supervision of the Czechoslovak competent authorities and representatives of the United States Peace Corps.
Volunteers will carry out appropriate tasks to be assigned between the relevant Czechoslovak authorities and the representative of the Peace Corps.
Volunteers and their assets shall be provided with fair treatment and adequate assistance and protection. In all matters concerning them, the competent authorities will fully inform, consult and cooperate with the competent authorities of the United States.
Volunteers will receive a living expenses allowance. They will be exempt from all taxes on payments they receive to cover their living costs and income from sources outside the Czech and Slovak Federal Republic. Volunteers will be provided with accommodation.
The United States Government will equip volunteers with a limited number of facilities and supplies on which the relevant Czechoslovak authorities and the representative of the Peace Corps agree that it is necessary to enable volunteers to perform their tasks effectively.
The Government of the Czech and Slovak Federal Republic, in accordance with its applicable laws and regulations, will allow the import of the items and stocks referred to in the previous provision and free them, as well as the personal affairs of volunteers, from all customs duties.
Volunteers will be provided with identity cards confirming their membership of the United States Peace Corps.
The Government of the Czech and Slovak Federal Republic agrees with the adoption of a representative of the United States Peace Corps and such staff of a representative (including contractors), which will be necessary for the implementation of this Agreement. The competent Czechoslovak authorities will maintain contact with representatives and personnel of the United States Peace Corps for the purpose of implementing this Agreement. The representative of the Peace Corps and staff will only be recruited on the basis of the prior agreement of the relevant Czechoslovak authorities.
The representative of the Peace Corps and the staff of the representative (including contract staff) shall enjoy, with the exception of permanent residents of the Czech and Slovak Federal Republic, the same exemption from customs duties and taxes as administrative and technical staff of the United States diplomatic mission.
The representative of the United States Peace Corps will set up an office in the territory of the Czech and Slovak Federal Republic to implement the United States Peace Corps programme.
All items and supplies of the United States Peace Corps will benefit from the same exemption from customs duties and taxes as those of the United States diplomatic mission.
Any transferable currency or securities imported into the territory of the Czech and Slovak Federal Republic by the Government of the United States of America or by its contractors financed by it for the purpose of implementing this Agreement may be converted into a Czechoslovak currency in a designated institution. The course will be determined in accordance with the courses applicable to commercial and non-commercial salaries.
The competent Czechoslovak authorities and the representative of the Peace Corps may in future conclude agreements on the United States Peace Corps programme which they will consider necessary or appropriate for the purpose of implementing this Agreement or for the purpose of improving the application of this Agreement in circumstances not covered by the Agreement.
The commitments of each Contracting Party shall be subject to the availability of the Funds and to compliance with the laws of the Contracting Party.
This Agreement shall enter into force on the date of signature and shall remain in force for an unlimited period. Each Contracting Party may denounce it by written notification given no later than six months in advance.
Dane in Prague on 25.6.1990 in two original copies, each in Czech and English, both texts being equally authentic.
