DECLARATION
of 6 December 2024
amending Decree No 528 / 2005 Coll., on physical safety and certification of technical means, as amended
The National Security Authority provides pursuant to § 33 and § 53 (a), (c), (d), (e) and (f) of Act No. 412 / 2005 Coll., on the Protection of Classified Information and Security Eligibility, as amended by Act No. 119 / 2007 Coll., Act No. 177 / 2007 Coll., Act No. 296 / 2007 Coll., Act No. 2.1 / 2008 Coll., Act No. 124 / 2008 Coll., Act No. 204 / 2008 Coll., Act No. 375 / 2015 Coll., Act No. 135 / 2008 Coll., Act No. 41 / 2009 Coll., Act No. 303 / 2013 Coll., Act No. 181., Act No. 181., Act No. 181.
Čl. I
Decree No. 528 / 2005 Coll., on Physical Safety and Certification of Technical Means, as amended by Decree No. 19 / 2008 Coll., Decree No. 454 / 2011 Coll., Decree No. 204 / 2016 Coll. and Decree No. 13 / 2022 Coll., are amended as follows:
1. The introductory phrase of the Decree reads:
"The National Security Authority shall determine pursuant to Sections 33 and 53 of Act No. 412 / 2005 Coll., on the protection of classified information and on security competence, as amended (" the Act "): '.
2. Article 2 (k), including footnote 5, reads as follows:
"(k) technical equipment for military material5) and military equipment, containing classified information, in particular electronic, phototech, chemical, physicochemical, radiotech, optical and mechanical military technology, including assets of certified information systems and cryptographic devices.
5) § 2 (6) of Act No. 219 / 1999 Coll., on the Armed Forces of the Czech Republic, as amended. '
3. In Article 3 (1), the words "and approved 'shall be inserted after the words" laid down' and the words "in a physical security project 'shall be added at the end of the text.
4. In Article 3 (3) (b), the words "electrical signalling equipment 'are replaced by the words" alarm protection systems'.
5. in the first sentence of Article 3 (3) (c), the words "electrical signalling equipment and special television systems" shall be replaced by the words "alarm security systems and surveillance video systems" and in the second sentence the words "special television systems" shall be replaced by the words "surveillance video systems."
6. in Article 3 (4) (b), the words "electrical signalling equipment" are replaced by the words "alarm systems."
7. in the first sentence of Article 3 (4) (c), the words "electrical signalling equipment, special television systems," shall be replaced by the words "alarm security systems, surveillance video systems and, in the second sentence, the words" special television systems "shall be replaced by the words" surveillance video systems "and in the third sentence, the words" special television systems "shall be replaced by the words" surveillance video systems. "
8. Paragraph 3 (6) reads as follows:
"(6) For objects and secured areas of the category Confidential and higher, where the permanent presence of workers is ensured, the alarm security system may be replaced by the surveillance carried out by such persons. ';
9. In Article 4 (4), the words "electrical signalling devices, special television systems' are replaced by the words" alarm systems, surveillance video systems'.
10. in Article 4 (5), the words "Special Television Systems" are replaced by the words "Surveillance Video Systems."
11. Article 7 (1) reads as follows:
"(1) Authorisations to enter an object, a secure area or a negotiating area shall be issued by the responsible person or by the authorised person. An authorisation to enter a secure category category may be issued to a person who is instructed and is the holder of a notice of compliance with the conditions for access to classified information of a classified classification level Reserved, a natural person certificate or a person who has access to classified information of a classified classification level Reserved under § 58a (1) of the Act. An authorisation to enter a secured category category Confidential or higher or a negotiating area may be issued to a person who is instructed and holds a certificate of a natural person for an appropriate or higher level of secrecy. The list of persons authorised to enter the category Confidential, Secret or Top Secret, to the secure area and to the negotiating area, and the list of means of transport authorised to enter the category Confidential, Secret or Top Secret shall be deposited with the responsible person or the person authorised by him or her, or stored in another demonstrable manner. ';
12. in Paragraph 7 (2), the word "k" is replaced by the words "to the individual."
13. in the first sentence of Article 8 (4), the word "separate" shall be inserted after the word "authorised."
14. in Article 11 (2), point (b), including footnote 8, is deleted;
Points (c) and (d) shall be renumbered (b) and (c).
15. in Article 11 (2) (b), the words "issued to the applicant pursuant to paragraph 1 (a)" shall be inserted after the words "conformity."
16. Annex 1 shall read as follows:

"Annex No 1
1. SAFE OBJECTS AND THEIR LOCKS
1.1. SAFEGUARD OBJECTS
1.1.1. Úschovný objekt typ 4:
SS1 = 4 body
The Type 4 storage facility is certified by the National Security Authority ("the Office ') and complies with the requirements of safety class II or higher according to EN 11431 of January 2020 Safety Storage Objects - Requirements, Classification and Methods of testing for resistance to burglary - Part 1: Locker safes, safe doors and chamber vaults.
In accordance with ČSN EN 1143-1, the storage object type 4 must be fitted with a minimum class lock A according to ČSN EN 1300 of May 2024 Safety storage objects - Classification of locks with high security due to their resistance to unauthorised opening (type 2 lock, point 1.2.3. of the Annex).
1.1.2. Úschovný objekt typ 3:
SS1 = 3 body
Type 3 storage facility is certified by the Office and meets the requirements of the safety class I according to ČSN EN 1143-1.
In accordance with ČSN EN 1143-1, the type 3 storage object shall be fitted with a minimum class A lock according to EN 1300 (type 2 lock, paragraph 1.2.3. of the Annex).

SS1 = 2 body
The Type 2 storage facility is certified by the Office and meets the requirements of safety class 0 according to ČSN EN 1143-1.
In accordance with ČSN EN 1143-1, the Type 2 storage object shall be fitted with a minimum Class A lock according to EN 1300 (type 2 lock, paragraph 1.2.3. of the Annex).
1.1.4. Úschovný objekt typ 1:
S1 = 1 bod
The type 1 storage object is an inseparable steel housing of a solid structure, its door cap is equipped with a three-sided distribution mechanism and a lock. The door cap is self-locking in a closed state.
The Type 1 storage object is not certified by the Office. The conformity of these storage facilities with the above requirements shall be assessed by the responsible person or by the authorised person. The conformity assessment report shall become part of the physical security project.
1.1.5. Úschovný objekt typ 1A:
S1 = 1 bod
The Type 1A storage facility is certified by the Office and meets, including the locking system, the requirements of the safety class Z1 according to the CSN 91 6012 of December 2001 Safety storage facilities - Requirements, classification and methods of testing for resistance to break-ins - Safety safes with basic safety.
1.1.6. Úschovný objekt typ 1B:
S1 = 2 body
The 1B storage object is certified by the Office and meets the requirements of the Z2 security class according to ČSN 91 6012, including the locking system.
1.1.7. Úschovný objekt typ 1C:
S1 = 3 body
The 1C storage object is certified by the Office and meets the requirements of the Z3 security class according to ČSN 91 6012, including the locking system.
1.2. LOCATION OF SAFE OBJECTS
1.2.1. Zámek typ 4:
SS2 = 4 body
Type 4 lock is certified by the Office as part of the certification of the storage facility and meets the requirements of safety class C according to ČSN EN 1300.
1.2.2. Zámek typ 3:
SS2 = 3 body
Type 3 lock is certified by the Office as part of the certification of the storage facility and meets the requirements of safety class B according to EN 1300.
1.2.3. Zámek typ 2:
SS2 = 2 body
Type 2 lock is certified by the Office as part of the certification of the storage facility and meets the requirements of safety class A according to ČSN EN 1300.
Note to paragraph 1:
Storage objects equipped with anchors are anchored.
Where construction conditions do not allow anchoring, a spatial solution shall be used or technical means shall be deployed which make tampering with the storage object impossible or unwarranted.
Storage objects assessed by the Authority outside the certification procedure are type 2.

2. SECURITY AREAS AND THEIR cloaking SYSTEMS
In this paragraph, mechanical means of defence shall mean, in particular, locks, doors, bars, glass and other safety structural and construction features other than storage objects (Annex I, paragraph 1).
The following dimensions shall be provided with mechanical means of defence:

If the leaky opening is secured by a mechanical means with one or more openings (e.g. grate), these openings shall not allow the passage of an ellipse-shaped template of 250 mm x 150 mm.
2.1. Secured Areas
The identification of the type of secured area is given by the least resistant element of its boundary.
The Secured Area of the category Confidential, Secret and Top Secret must be protected against eavesdropping from outside the area.
2.1.1. Zabezpečená oblast typ 4:

The walls, floors and ceilings shall have the following construction structure:
(a) brick or limestone blocks, poroconcrete blocks, thickness > 300 mm;
(b) of reinforced concrete thickness exceeding 150 mm; or
(c) a safety construction with a class of resistance of at least RC4.
The scoring of the other mechanical means shall meet the SS3 = 4. Mechanical devices shall not show signs of damage or wear which would make it impossible to identify attempts at unauthorised entry.
Windows, doors and other closures shall comply with the requirements of safety class RC 4 or class RC 5 according to EN 1627 of March 2022 Windows, doors, closures - Resistance to forced entry - Requirements and classification.
2.1.2. Zabezpečená oblast typ 3:
SS3 = 3 body
The walls, floors and ceilings shall have the following construction structure:
(a) brick or limestone blocks, poroconcrete blocks, thickness > 150 mm;
(b) reinforced concrete thickness exceeding 100 mm; or
(c) a safety construction with a class of resistance of at least RC3.
The scoring of other mechanical means of defence shall meet at least the value of SS3 = 3. Mechanical devices shall not show signs of damage or wear which would make it impossible to identify attempts at unauthorised entry.
Windows, doors and closures shall meet the requirements of the safety class RC 3 according to EN 1627.
2.1.3. Zabezpečená oblast typ 2:
SS3 = 2 body
The walls, floors and ceilings shall have the following construction structure:
(a) brick or limestone blocks, poroconcrete blocks, thickness between 100 and 150 mm;
(b) reinforced concrete thickness up to 100 mm; or
(c) a safety construction with a class of resistance of at least RC2.
Floors and ceilings may also be of other thickness material of more than 150 mm (e.g. wooden sandwich beam construction).
The scoring of other mechanical means of defence shall meet at least the value of SS3 = 2.
The windows, doors and closures shall meet the requirements of the safety class RC 2 according to EN 1627.
The leakage holes need not be secured by certified mechanical means if the lower edge of the hole meets the following requirements:
(a) at least 5,5 m above the terrain; and
(b) it cannot be easily penetrated from the roof or through lightning ducts, gutters, parapets, other building elements, terrain inequalities, trees or other structures.
Mechanical devices shall not show signs of damage or wear which would make it impossible to identify attempts at unauthorised entry.
2.1.4. Zabezpečená oblast typ 1:
SS3 = 1 bod
Walls, floors and ceilings are light construction structures made of materials such as:
- drywall,
- poroconcrete,
- wood, particle board,
- plastic hardened materials,
- profiled or corrugated sheet, or
- glass building fillings.
The leakage holes shall be secured by mechanical means providing the same degree of resistance as the remaining parts of the protected area type 1, or protected by a certified alarm system (PZTS), the installation of which corresponds to at least SS92 = 3.
Leakholes need not be secured by the following mechanical means if the lower edge of the leaky opening meets the following requirements:
(a) at least 5,5 m above the terrain; and
(b) it cannot be easily penetrated from the roof or through lightning ducts, gutters, parapets, other building elements, terrain inequalities, trees or other structures.
The mechanical means of defence shall be rigid structures and shall not show signs of damage or wear which would make it impossible to identify attempts at unauthorised entry and compliance with these requirements shall be assessed by the responsible person or by the authorised person.
The conformity assessment report shall become part of the physical security project.
2.2. cloaking systems designed to clothe secured areas
The locking system used to lock secure areas and meeting areas consists of safety fittings and a safety cylinder insert.
2.2.1. Uzamykací systém typ 4:

Type 4 locking system is certified by the Office.
The locking system and its components shall meet the requirements of the safety class RC 5 according to ČSN EN 1627.
2.2.2. Uzamykací systém typ 3:
SS4 = 3 body
Type 3 locking system is certified by the Office.
The locking system and its components shall meet the requirements of the safety class RC 4 according to ČSN EN 1627.
2.2.3. Uzamykací systém typ 2:
SS4 = 2 body
Type 2 locking system is certified by the Office.
The locking system and its components shall meet the requirements of the safety class RC 3 according to ČSN EN 1627.
2.2.4. Uzamykací systém typ 1:
SS4 = 1 bod
Type 1 locking system is certified by the Office.
The locking system and its components shall meet the requirements of the safety class RC 2 according to EN 1627.
Note to paragraph 2:
If the secured area is a chamber vault, the entrance to the chamber vault shall not be in that part of the perimeter of the secured area which is simultaneously the boundary of the object. The S2 score in this case is equal to 0.
The mechanical means of seizure assessed by the Authority outside the certification procedure are type 2.

When determining the object type, the part of the object boundary that has the lowest resistance is decisive. If the boundary of the object is identical to the border of the secured area or the entry into the secured area is within the object border, only the secured area and the point evaluation of the object (S3 = 0) are evaluated; Visiting mode in the building is not evaluated in this case (SS7 = 0).
The S3 object's point value can be added to the S6 perimeter protection assessment, which has at least type 3 security at all access points. The added value of S6 may be a maximum of 4. Points from the item S6 that have been used at the value of S3 are no longer included in the calculation of the value of S6, but are shown in the table for information.
The specific case is the boundary of the object defined by the perimeter limit (fence, etc.). In this case, the building mantle is also considered as the object border and it is counted into S3.
3.1. Objekt typ 4:
S3 = 4 body
Walls, floors and ceilings shall have an increased or particularly solid construction structure (e.g. reinforced concrete construction). The type 4 object has a minimum number of doors, windows and other penetrable openings which must be secured by mechanical means and provide the same degree of resistance to intruders as other parts of the object's boundary of type 4.
3.2. Objekt typ 3:
S3 = 3 body
Walls, floors and ceilings shall have solid brick or block construction, or construction technology using prefabricated and prefabricated panels, etc. The penetrating openings shall be secured by mechanical means which provide the same degree of resistance to the intruders as the other parts of the boundary of the type 3 object.
Leakholes need not be secured by the following mechanical means if the lower edge of the leaky opening meets the following requirements:
(a) at least 5,5 m above the terrain; and
(b) it cannot be easily penetrated from the roof or through lightning ducts, gutters, parapets, other building elements, terrain inequalities, trees or other structures.
3.3. Objekt typ 2:
S3 = 2 body
The building is a light construction. The leakage holes shall be secured by mechanical means or technical means of an alarm protection system with at least the installation of SS92 = 1. This condition does not apply if the lower edge of the hole meets the following requirements:
(a) at least 5,5 m above the terrain; and
(b) it cannot be easily penetrated from the roof or through lightning ducts, gutters, parapets, other building elements, terrain inequalities, trees or other structures.
3.4. Objekt typ 1:
S3 = 1 bod
The building is a lightened prefabricated construction that protects persons, material and equipment from weather effects.
4. SYSTEM OF INSPECTION OF ENTERTAINMENT, SECURITY AREA OR PROCEDURE AND REVIEW SCHEME
4.1. INSPECTION SYSTEM FOR INTRODUCTION, SECURITY AREA OR PROCEDURE
The access control system is used to control access to the building, secure area or negotiating area. It is evaluated provided it is implemented at all inputs.
4.1.1. Systém kontroly vstupu typ 4:

The Type-4 Entry Control System shall be certified by the Authority, comply with at least stage 3 according to EN 60839-11-1 of February 2014, Alarm and Electronic Safety Systems - Part 11-1: Electronic Entry Control Systems - System and Component Requirements, and access shall be used:
(a) the identification element and the PIN;
(b) biometrics and PIN; or
(c) identification element and biometrics.
The type 4 access control system shall be supplemented by an access barrier preventing repeated access and providing a "one transaction - one pass' mode.
4.1.2. Systém kontroly vstupu typ 3:
SS6 = 3 body
Type 3 input control system shall be certified by the Authority, meet at least stage 3 according to EN 60839-11-1 of February 2014 Alarm and electronic security systems - Part 11-1: Electronic input control systems - System and component requirements and access is used:
(a) the identification element and the PIN;
(b) biometrics and PIN; or
(c) identification element and biometrics.
4.1.3. Systém kontroly vstupu typ 2:
SS6 = 2 body
Type 2 input control system shall be certified by the Office, meet at least stage 3 according to ČSN EN 60839-11-1 of February 2014 Alarm and electronic security systems - Part 11-1: Electronic input control systems - System and component requirements, and access is used:
(a) the identification element;
(b) PIN; or
(c) biometrics.
The Type 2 Entry Control System may be replaced by an entry control carried out continuously by surveillance of members of the armed forces or armed corps at all access points to the facility, secure area or negotiating area.
4.1.4. Systém kontroly vstupu typ 1:

Type 1 input control system consists of a lockable mechanical barrier at the input.
Note to paragraph 4.1.:
The type 1 input control system may only be used at the entry into a secure category category category Confidential or Reserved.
When checking the entrance to the building with a secure category area Top secret or with a negotiating area, equipment used to search for dangerous substances or articles shall be used.
The electronic access control system shall report to the permanent security unit an unauthorised attempt or the opening of the access point itself or the expiry of the authorised time after the authorised opening of the access point.
A certified alarm protection system with access extension may be considered as a certified electronic access control system.
The scope of the tests required for certification of the electronic access control system shall be published in the Authority's certification procedure.
Installation of an electronic input control system, its operation and maintenance shall comply with ČSN EN 60839-11-2 of March 2016 Alarm and electronic security systems - Part 11-2: Electronic input control systems - Application instructions.
4.2. VISIT SCHEME
4.2.1. Návštěvy s doprovodem:

Visits must be accompanied throughout the stay in the building.
Visiting data must be kept records containing personal identification data of visits, accompanying persons and time data on when the visit was made.
4.2.2. Návštěvy bez doprovodu:
SS7 = 1 bod
Visits authorised to enter unaccompanied shall be visibly marked. In this case, all own employees must also be visibly marked.
Visiting data shall be kept, which shall include the personal identification of the visits and the timing of the visit.
5. HEALTH AND PASSENGER SAFETY AND HEALTH SYSTEMS (PZTS)
5.1.
5.1.1. Ostraha typ 5:
SS8 = 5 bodů
Type 5 security shall be provided only by members of the armed forces or armed corps and shall be carried out in an irregular manner.
The guard makes rounds of randomly selected routes at random intervals of no more than 2 hours.
In the course of the surveillance exercise, including the time of the rounds, at least one person intended for the exercise of the surveillance must be present at the post of permanent surveillance.
5.1.2. Ostraha typ 4:
SS8 = 4 body
Security type 4 shall be provided only by members of the armed forces or armed corps and shall be carried out in an irregular manner.
Security is doing rounds at intervals of no more than 6 hours.
The frequency of rounds increases at night and in extra-hours.
In the course of the surveillance exercise, including the time of the rounds, at least one person intended for the exercise of the surveillance must be present at the post of permanent surveillance.
