DECLARATION
of 21 June 2004
laying down minimum requirements for accredited medical master's study programmes for general medicine, dental medicine and pharmacy
The Ministry of Health shall determine, pursuant to § 2 (c) and § 37 of Act No. 95 / 2004 Coll., the conditions for obtaining and recognising professional competence and specialised competence for the exercise of the medical profession of physician, dental practitioner and pharmacist:
Subject matter
This decree sets out, in accordance with the law of the European Communities (1), minimum requirements to be met by Master's study programmes (hereinafter referred to as the "study programme ') of general medicine, dental medicine and pharmacy in order for their graduates to be eligible for the medical profession (2).
General Medicine Study Programme
(1) The standard period of study in the general medical programme includes at least 6 years of preschool studies, comprising at least 5500 hours of theoretical and practical teaching.
(2) The study in the study programme of general medicine provides vocational medical education for the pursuit of preventive, diagnostic, medical and rehabilitation activities under the supervision of a doctor with specialised competence.
(3) A graduate is awarded a degree in the study programme of general medicine
(a) knowledge and skills
1. in the scientific fields on which general medicine is based and knowledge of scientific methods including the principles of measurement of biological functions, evaluation of scientifically proven facts and analysis of data;
2. on the constitution, physiology and behaviour of healthy and ill individuals and on the impact of the living, working and social environment and lifestyle on human health;
3. in clinical disciplines and clinical practice, providing a comprehensive overview of physical and mental diseases, including their genetic nature, knowledge of primary, secondary and tertiary prevention, diagnostic and therapeutic procedures and the basis of assessment activities,
4. in radiation protection3), and
5. on the basis of preventive methods in the field of health protection and promotion,
(b) clinical experience during practical training under the supervision of a doctor with specialised competence in hospitals and experience in laboratory diagnostic fields;
(c) knowledge of basic legislation relating to the pursuit of the profession of doctor; and
(d) knowledge of the professional ethics of the doctor's contact with the patient.
Dental medicine study programme
(1) The standard period of study in the dental programme covers at least 5 years of presentation which includes theoretical and practical teaching.
(2) The study in the study programme of dental medicine provides professional higher education for the independent pursuit of the profession of practical dental practitioner and the skills necessary for the performance of the activities of preventive and diagnostic, prosthetic and for the treatment of anomalies and diseases of teeth, mouth, jaws and surrounding tissues in accordance with professional ethics.
(3) Graduate is awarded by study in the study programme of dental medicine
(a) knowledge and skills
1. in the scientific fields on which dental medicine is based and knowledge of scientific methods, in particular the principles of measurement of biological functions, evaluation of scientifically proven facts and analysis of data,
2. the constitution, physiology and behaviour of healthy and ill individuals and the impact of the living, working and social environment, the lifestyle on human health, where this knowledge relates to dental medicine;
3. the structure and function of the teeth, mouth, jaws and surrounding tissues of healthy and ill individuals and their relationship to the overall health status of the patient;
4. on community aspects of oral health disorders and forms of community support for oral health and prevention,
5. in clinical fields and methods which provide a comprehensive overview of anomalies, lesions and diseases of the teeth, mouth, jaws and surrounding tissues, knowledge of preventive, diagnostic, therapeutic and nursing procedures, knowledge of preventive and interventional population strategies; and
6. in radiation protection3),
(b) clinical experience in the course of practical training under the professional supervision of a dental practitioner competent for the independent exercise of the profession of dental practitioner;
(c) knowledge of basic legislation relating to the exercise of the profession of dental practitioner; and
(d) knowledge of the professional ethics of contact between dental practitioner and patient.
Pharmacy study programme
(1) The standard period of study in the pharmacy study programme includes at least 5 years of presentation which includes at least 4 years of theoretical and practical teaching at a university and at least 6 months of practical teaching at a pharmacy; the period of theoretical and practical teaching at a university or practical teaching at a pharmacy must be specified in the study programme in such a way that the standard period of study is at least 5 years.
(2) The study in the pharmacy study programme provides vocational training in pharmacy for the independent pursuit of the profession of pharmacists and for the pursuit of activities in the preparation of pharmaceutical formulations, in the manufacture and control of pharmaceuticals, in the control of pharmaceuticals and in the control of pharmaceuticals carried out by the State Institute for the Control of Medicines in its laboratories, in the storage and distribution of pharmaceuticals with the distributor of pharmaceuticals, in the preparation, control, storage and supply of pharmaceuticals in pharmacies and in the provision of professional information on pharmaceuticals.
(3) Graduated by study in the pharmacy study programme
(a) knowledge of:
1. medicinal products and substances used in the manufacture of pharmaceuticals and in the preparation of medicinal products4), their safe and efficient use, efficacy and indications, contraindications, dosage and use, health prevention at work with pharmacological products, poisons and harmful substances;
2. Metabolic and drug effects4), on pharmacokinetics as well as on the effects of toxic substances and on how to take medicines,
3. pharmaceutical technology, non-clinical and clinical evaluation of pharmaceuticals and clinical pharmacy,
4. scientific and practical knowledge to provide appropriate information on medicinal products and to cooperate in the optimisation of pharmacotherapy in specific patients;
5. products to promote and strengthen health and medical devices,
6. basic legislation relating to the pursuit of the profession of pharmacist,
7. provision of professional information on medicinal products; and
8. radiation protection3),
(b) skills
1. the preparation of pharmaceutical formulations of medicinal products,
2. manufacture and control of medicines,
3. the control of pharmaceuticals in the pharmacy and in the control of pharmaceuticals carried out by the State Institute for Drug Control in its laboratories,
4. the storage and distribution of medicines (for the distributor of medicines); and
5. preparation, control, storage and dispensing of medicines in pharmacies.
Efficacy
This Decree shall take effect on 1 July 2004.
