DECLARATION
of 31 October 2003
laying down details on the marking, measurement and classification of timber
The Ministry of Agriculture provides pursuant to § 33 (6) of Act No. 289 / 1995 Coll., on Forests and amending and supplementing certain laws (Forest Act), as amended by Act No. 149 / 2003 Coll.:
Subject matter
This decree sets out, in accordance with the law of the European Communities (1), details of the marking, measurement and classification of timber, which has been measured and classified in the manner set out in Sections 3 and 4.
Definition of terms
For the purposes of this decree:
(a) wood - cut-down trees which are sectioned and removed from the vertex and root, in bark or debarbed, cut by a cross-section, including split and split wood;
(b) wood in whole lengths - wood, usually expressed in m3,
(c) equal wood - wood, the volume of which is usually expressed in spatial rates and converted by the relevant conversion numbers, as specified in the relevant technical standards, 2)
(d) wood classification - wood classification.
Wood measurement
(1) The wood volume is determined by calculation of the measured values or by weighing.
(2) For the purposes of determining the volume, wood in whole lengths is generally measured individually and the equal wood is measured in bulk.
(3) Measurement, rounding of the dimensions and determination of the wood volume shall be carried out in respect of wood identified in accordance with Article 3 in the manner set out in Annex No 1.
(4) If this is not contrary to the provisions of this decree, the measurement and rounding of wood dimensions shall be carried out according to the relevant Czech technical standards. 3)
(5) Only measuring instruments meeting the requirements of specific legislation may be used to measure wood. 4)
Classification of wood
(1) The former shall be classified according to:
(a) individual species of wood or groups thereof;
(b) dimensions; and
(c) quality.
(2) For the purposes of classification of timber according to paragraph 1 (a), the classification of different types of timber shall be carried out according to the relevant Czech technical standards.
(3) When classifying wood according to dimensions, the wood shall be classified in individual dimensional classes in accordance with the procedure set out in Annex 2.
(4) When classifying timber by quality, wood shall be classified in each class in accordance with the procedure laid down in Annex 3.
Wood marking
(1) The former marked "classified by EEC" or marked by one of the marks referred to in paragraphs 3 to 5 shall be marked with a dimensional class.
(2) The former in whole length shall also be referred to as the quality class referred to in paragraphs 3 to 5 and in the accompanying documentation by the type of wood or by a group of trees.
(3) The former shall bear an indelible mark, comprising the letters "A / EEC ', in whole lengths in Class A / EEC.
(4) The former may bear a mark comprising the letters "B / EEC 'in whole lengths classified in Class B / EEC.
(5) The former shall bear an indelible mark comprising the letters "C / EEC 'in whole lengths classified in Class C / EEC.
(6) The former shall be marked "EEC-classified" or one of the marks referred to in paragraphs 3 to 5.
Efficacy
This Decree shall take effect on 1 January 2004.

Rules for measuring, rounding and determining the volume of timber
1. The thickness shall be measured either in the middle of the length of the cut (central thickness) or on the pin (pin thickness) or at a distance of 1 m from the lower forehead.
2. When measuring the thickness of wood in whole lengths, the measured values shall be rounded down to the whole centimetres.
3. If the thickness of the wood in whole lengths is measured in bark, an appropriate cut shall be made on the bark. The removal of the bark shall be recorded in the accompanying documentation.
4. For cuts up to 19 cm inclusive without bark, the centre thickness shall be measured on average once in the horizontal direction.
5. For cuts of 20 cm or more without bark, the centre thickness shall be measured twice in two perpendicular directions to measure the smallest and greatest thickness of the cut. The arithmetic mean shall be calculated from both measurements and rounded as specified in point 2.
6. When sorting according to the minimum pin thickness (Annex 2, paragraph 3), the thickness shall be measured only once.
7. If there is a significant volatility of growth at the measuring point of thickness, the thickness shall be measured by two measurements at approximately the same distance before and after the place where normal wood growth begins. From both measurements the arithmetic mean shall be calculated, which shall be rounded up in accordance with point 2.
8. If wood cuts are measured individually in irregular shape, they are measured in sections.
9. When measuring the length of the cut, the measured values shall be rounded downwards to the nearest tenth of a metre. In the case of cuts with a centre thickness of up to 20 cm without bark, the lengths of the cuts may be rounded down to the nearest metre. Only one half of the height of the cut shall be counted into the length of the cut.
10. The volume of individual cuts shall be determined from the length of the cut and its centre thickness measured either with or without bark. The volume shall be calculated to at least two decimal places.
11. When measuring equal wood in games, an addition to a height of at least 3% shall be made.
12. Only the metric system is used for measurements and the volume is reported in cubic metres to at least two decimal places. For the calculation of the volume of timber, the volume tables contained in Czech technical standards or other volume tables used usually in trade shall be used.

Classification of wood by size
1. The former shall be classified by size in one of the following ways:
(a) by centre thickness,
(b) according to the minimum thickness of the pin,
(c) by thickness at 1 m from the forehead,
(d) depending on the thickness of the pin.
2. When classifying wood according to the centre thickness, the wood shall be classified in the following dimensional classes according to the measured centre thickness, irrespective of the length of the cut-out:

3. When classifying the wood according to the minimum thickness of the pin, the wood shall be classified in the following dimensional classes in full lengths according to the measured minimum thickness of the pin and the minimum length of the cut-off, provided that both parameters are met:

4. The classification of wood by thickness at a distance of 1 m from the forehead is used for some groups of assortment of wood in whole lengths (e.g. columns and bars). When classifying by thickness at a distance of 1 m from the forehead, wood in whole lengths according to the measured thickness measured at a distance of 1 m from the forehead shall be classified in the following dimensional classes:

5. When classifying wood according to the thickness of the pin, equal wood according to the measured thickness of the pin shall be classified in the following dimensional classes:

Classification of wood by quality
1. The qualitative characteristics of timber shall be assessed by external inspection or measurement, as appropriate.
2. The classification of wood by quality shall assess:
(a) the curvature of the cut;
(b) fibre rotation,
(c) collectivity;
(d) the presence of suks, distinguishing between healthy and rotten and hairy,
(e) bulging of the cut;
(f) eccentric marrow,
(g) reactionary wood, which is distinguished by drawing wood for leafy trees, pressure wood (silica) for conifers;
(h) strain-shaped defects; in particular, the presence of cleavage cracks, wood (frontal) cracks, dry (lateral) cracks and frozen cracks shall be assessed;
(i) partying;
(j) dyeing of wood after infestation by mushrooms;
(k) other defects caused by harmful organisms. 3)
3. Where its qualitative characteristics are expressed by a numerical value when the timber is put into circulation, the rules referred to in points 4 to 7 shall apply when measuring defects.
4. The curvature of the cut shall be calculated as the ratio at which the numerator is the height of the arc at the point of the largest curvature of the cut (rounded to the nearest cm) and in the denominator the distance between the two extreme points of the curved part (rounded to the tenth of a metre). The curvature is expressed in centimeters per meter.
5. Torque of the fibres is determined by the size of the deviation between the direction of the cut-off fibres and the line parallel to the axis of the cut-off. The tolerance shall be rounded to the nearest centimetre. Torque is expressed in centimeters per meter.
6. The collection shall be calculated as the ratio at which the numerator is the difference between the thickness of the cut measured at a distance of one metre from the forehead and one metre from the pin of the cut, rounded down to the whole centimetres and the denominator, the distance between the two points of measurement, expressed in metres and rounded to one tenth of a metre. The collection shall be expressed in centimetres per metre and rounded to one decimal place.
7. The diameter of the skirt shall be measured in millimetres at the minimum diameter.
8. When classifying wood by quality, wood shall be classified in three classes:
(a) A / EEC,
(b) B / EEC,
(c) C / EEC.
9. Only healthy wood, of excellent quality, without defects or with only slight defects which do not restrict its use may be included in Class A / EEC.
10. Wood of the standard quality, including dry land, having one or more of the following defects shall be classified in Class B / EEC:
(a) slight curvature;
(b) slight rotation;
(c) mild tightness;
(d) absence of large skirt, small or medium-sized skirt,
(e) a small number of rotten skirt of limited size,
(f) a slightly eccentric marrow,
(g) shape irregularities;
(h) other isolated defects in the overall good quality of wood.
11. Wood which cannot be classified in Class A / EEC or in Class B / EEC because of its quality defects shall be classified in Class C / EEC but may nevertheless be processed in an industrial manner.
