of 21 March 1950
establishing the rules of organisation of the State Committee for Physical Education and Sports
The Government of the Czechoslovak Republic orders pursuant to § 4 of Act No. 187 / 1949 Coll., on State Care for Physical Education and Sport:
§ 1.
(1) The State Committee on Physical Education and Sport (hereinafter referred to as the Committee) is a representative of Czechoslovak People's Democratic Care for Physical Education and Sports.
(2) The Committee shall in particular:
(a) establish uniform ideas, methodical, health, organisational and economic principles for the implementation of all physical education and sport;
(b) establish uniform principles for international contacts in the field of physical education and sport.
(3) Prague is the seat of the Committee.
§ 2.
(1) The Committee shall consist of the President, the Vice-President and an additional 88 members.
(2) The Chairman of the Committee shall be a member of the Government responsible for governing the State Office for Physical Education and Sports.
(3) The Vice-Chairman of the Committee shall be responsible for the management of the Slovak Office for Physical Education and Sports.
(4) The other members of the Committee shall be appointed and withdrawn by the Government, on a proposal from the Chairman of the Committee, from outstanding staff in the field of physical education and sport, so as to represent all regions as far as possible.
(5) One third of the members of the Committee are representatives from Slovakia who form the Slovak Committee for Physical Education and Sports.
§ 3.
The members of the Committee appointed by the Government shall make a promise to the Chairman of the Committee: "I promise to perform my duties in the interests of the People's Democratic Republic of Czechoslovakia with due respect and for the benefit of Czechoslovak physical education and sport."
§ 4.
(1) The term of office of members of the Committee appointed by the Government is 2 years.
(2) A new member shall be appointed for the remainder of the term if a seat on the Committee is vacant during the term of office.
(3) A member of the Committee may be reappointed after the expiry of his term of office.
§ 5.
(1) The Committee may set up temporary or permanent commissions for the preparation of committee meetings on individual fundamental issues in physical education and sport, where necessary, by experts who are not members of the Committee.
(2) The chairman of the Committee shall be appointed by the chairmen of each commission.
§ 6.
Auxiliary work of the Committee and commissions (office work, minutes of meetings, provision of suitable rooms and etc.) will be provided by the State Department of Physical Education and Sports.
§ 7.
Membership of the committee is honorable. The members of the Committee shall be entitled only to reimbursement of travel and other actual expenses under the law.
§ 8.
(1) The Committee shall meet as a general rule every quarter of the year but at least twice a year. It shall be convened by the Chairman of the Committee. The Committee may be declared non-public.
(2) The Commission shall meet when necessary. The Commission shall be convened by the President of the Commission. The meetings of the commissions are private.
§ 9.
(1) The agenda of the Committee shall be determined by the chairman of the Committee taking into account the proposals made in writing by the members of the Committee. The Committee shall decide on the free proposals submitted at the meeting whether they will be discussed at any of the forthcoming meetings and how they will be presented.
(2) Invitation to the agenda shall be sent to the members of the Committee as far as possible 14 days before the date of the meeting.
§ 10.
(1) The deliberations of the Committee shall be managed by its chairman or vice-chairman, after any other member of the Committee designated by the chairman or vice-chairman.
(2) The Committee is in a position to act and to act if an absolute majority of the members of the Committee are present.
(3) An absolute majority of the members of the committee present shall be required to vote. In the event of a tie, the President shall decide.
§ 11.
Experts who are not members of the Committee may attend the meetings of the Committee, with the agreement of the Chairman of the Committee; have an advisory vote.
§ 12.
(1) Reports on the individual items of the programme are presented by the rapporteurs, acting by a committee, chairman or commission.
(2) The discussion of the reports presented takes place according to the order of the applications for a word. The rapporteurs and invited experts may be given the floor at any time. The Committee may set speaking time limits.
§ 13.
This Regulation shall enter into force on the day of its publication; they shall be carried out by a member of the Government responsible for governing the State Office for Physical Education and Sports.
