DECLARATION
Ministry of Transport and Communications
of 25 October 2000
on timetables for public regular passenger services
The Ministry of Transport and Communications provides pursuant to § 41 (2) for the implementation of § 17 (6) of Act No. 111 / 1994 Coll., on Road Transport, as amended by Act No. 150 / 2000 Coll.:
For the purposes of this decree:
(a) by the time of arrival of the connection to the individual stop and the time of departure of the connection from the individual stop,
(b) the tariff distance between the stops of the connection, the actual distance between each stop of the line from the stop of the initial stop, rounded to the nearest kilometre;
(c) details of the carrier's commercial name, registered office or permanent residence, telephone number or other information (e.g. fax number);
(d) the indication of the line number and the name of the line. The number of the line is six-digit, the first three-digit indicates the transport office which issued the licence for the national line and the international line of the Ministry of Transport and Communications, the second three-digit indicates the serial number of the line. The name of the line consists of the names of the municipalities where the starting and destination stop of the line is located, or the names of the municipalities where other stops are located. If the starting and destination stop of the line is located in the same village, the name of the parts of the village or the name of the starting and destination stop of the line can be used.
Method of working the timetable and its changes
(1) The timetable shall specify the time-limits for driving road motor vehicles on the road route for all line connections.
(2) The timetable and its amendments shall be processed by the carrier for each line for which he has been licensed. Every change in timetable shall be processed by the carrier in the form of a new timetable.
(3) The timetable shall be processed for the period from the start of operations on the line in the case of the granting of a new licence or from the announced period of validity of the timetables or from the validity of the change of timetables to the declared date of expiry of the timetables. The timetable shall not exceed the period of validity of the relevant licence.
(4) The timetable shall be drawn up in such a way as to ensure the regularity and safety of the operation and to comply with the conditions laid down in the special Regulation (1) for driving times, safety breaks and rest periods.
(5) The timetable shall be drawn up in accordance with the conditions governing the operation of public scheduled services, provided that they are laid down in the decision granting the licence.
(6) Time data must:
(a) be based on the construction and transport conditions of the infrastructure and on the road traffic rules and their local adaptations in the sections over which the line is conducted;
(b) respect the maximum design speed and driving characteristics of the vehicles on the line and the transport conditions of each connection;
(c) be based on the spatial parameters of the stops of the lines and their use by vehicles of other lines.
(7) For all different routes of individual connections, the tariff distances shall be determined when the timetable is processed, unless otherwise specified.
(8) For all connections, the specific time range of their operation shall be determined during the course of the timetable.
(9) The timetable, which, according to § 7 (1), is the content of the national timetable information system, the domestic carrier also processes in electronic form.
(10) The carrier shall submit a timetable for approval within a time limit and in the manner specified by the competent transport authority and, in the case of a timetable, the Ministry of Transport and Communications for public international regular transport. The Transport Authority may request, as a basis for the timetable approval, data on the daily driving time and safety breaks of drivers and other documents used for the timetable processing.
Content of the timetable for public domestic regular services
(1) The timetable for public national regular services shall include the following elements:
(a) the indication of the line,
(b) details of the carrier;
(c) the names of the stops laid down in the decision to grant the licence, arranged in the column, if any, the conditions of its use, e.g. barrier-free access,
(d) the tariff distances indicated in the columns for stop names marked "km" above the column,
(e) departure times from each stop and, at the destination stops, arrival times; if the break between arrival and departure of the connection is longer than five minutes at the stop, the time of arrival and departure of the connection must be indicated, if the connection passes through the stop without stopping or on another route, the relevant information mark set out in the Annex shall be used instead of the time data; the time data shall be determined in a 24-hour time-frame in hours and minutes; the timetable shall include time adjustments for connections when the summer time is introduced and the end of the summer time, where the changes affect the connections; the connections shall be arranged according to the time sequence of the exits from the first joint stop;
(f) numerical marking of connections; odd numbers are used for the direction of the journey from the initial stop of the line to the finish stop of the line and even numbers are used for the opposite direction,
(g) the time range of operations for non-daily connections, expressed by the use of the marks and their authorised combinations referred to in point 1 of the Annex;
(h) the start and end dates of the timetable;
(i) details of the contractual terms of transport and the tariff;
(j) identification of barrier-free connections.
(2) Additional information needed for informing passengers shall be expressed by the information marks listed in point 2 of the Annex, where appropriate by other signs or in the form of text at the bottom of the timetable. The information marks can be combined.
(3) The appearance and importance of the marks listed in the Annex cannot be altered. The signals of the time range of operation of the connections are placed above the connections and relate to the initial stop of the connection.
(4) On the left of the timetable header, the line designation and the details of the carrier shall be indicated. To the right, next to the line designation, the start and end date of the timetable shall be indicated.
(5) Under the heading of the timetable, the columns shall include stop names, tariff distances, individual connections with time data, numerical markings and relevant time range signs and information marks.
(6) In the lower part of the timetable, the importance of all the marks used is explained, the details of the contractual transport conditions, the tariff and, where applicable, the additional information needed to inform passengers.
(7) Forms of timetables:
(a) two-way timetables; the column with stop names and tariff distance columns are located in the middle of the timetable; on the left are the individual connections for the direction of travel from the initial stop line to the destination stop line and on the right are the individual connections for the opposite direction; each direction of travel is marked with an arrow along the column with stop names,
(b) one-way timetable; the requirements for each direction of travel are arranged in separate parts, the first part contains the requirements for driving from the initial stop of the line to the final stop of the line and the second part contains the requirements for the opposite direction; column with tariff distances and column with stop names are located in the left part of the timetable, along the column with stop names is marked by the arrow of the direction of travel, individual connections are located on the right; If the timetable contains a number of connections that cannot be incorporated into one page, each direction shall be placed on the next page.
Content of the urban bus transport timetable
(1) The timetable for urban bus transport need not be drawn up in the manner set out in Section 3; in this case, however, it must contain the following elements:
(a) the number of the line or other indication provided for in the decision granting the licence and the name of the urban transport; the part identifying the link from the line number shall be indicated;
(b) details of the carrier;
(c) the names of the stops provided for in the decision granting the licence; the name of the municipality does not need to be included in the name of the stop if it is included in the name of the town transport; the conditions of use, such as barrier-free access, if any, shall be indicated at the stop;
(d) tariff distances or data on tariff bands, the time period normally reached between stops, or other data needed to determine the amount of fare;
(e) departure times from each stop; If the departure interval or the upper limit of the exit interval is less than 10 minutes in the complete time periods, only the first departure time in the first hour or in each hour of the complete time period may be indicated and the recurring interval with a maximum of two minutes may be marked; the time data shall be determined in a 24-hour timer in hours and minutes;
(f) the time range of operations for non-daily connections, expressed by the use of the marks listed in point 1 of the Annex and their authorised combinations, and, where appropriate, the verbal meaning of those marks;
(g) an indication of the introduction of a specific mode of operation on the line;
(h) the date from which the timetable applies or the date on which the timetable begins and ends;
(i) identification of barrier-free connections.
(2) Additional information needed for informing passengers shall be expressed by the information marks listed in point 2 of the Annex, where appropriate by other signs or in the form of text at the bottom of the timetable. The information marks can be combined.
Content of the timetable for public international regular services
(1) The timetable for public international regular services shall include the following elements:
(a) the indication of the line,
(b) details of the carrier;
(c) the names of the stops laid down in the decision granting the licence, organised in the column, including the names of border crossing points. The abbreviation "CLO 'shall be inserted after the name of the border crossing which is only used for passport and customs clearance purposes. If a stop is established at the border crossing point for the boarding and exit of passengers, the timetable shall indicate its name without the designation" CLO',
(d) times of departure of connections from each stop and, at the destination stops, times of arrival; if the break between arrival and departure of the connection is longer than five minutes at the stop, the time of arrival and departure of the connection must be indicated; the time data shall be determined in a 24-hour time-frame in hours and minutes; the timetable shall include time adjustments for connections when the summer time is introduced and the end of the summer time, where the changes affect the connections; the connections shall be arranged according to the time sequence of the exits from the first joint stop;
(e) the time range for non-daily connections;
(f) the start and end dates of the timetable;
(g) details of the contractual conditions of carriage and the tariff;
(h) identification of barrier-free connections.
(2) The names of the stops are given in the language of the State in whose territory the stop is authorised; in the name of the stop, the name of the municipality in whose territory the stop is located must be included; in the case of public international scheduled services operated by domestic carriers, the names of the stops located in the territory of a foreign State may also be indicated in the Czech language.
(3) From time data it must be clear which time zone they are in. All time data must be provided at the local time valid at the time of departure at the stop point at which they are given.
(4) In the timetable, the time-range and informative signs listed in the Annex may be used. The time range of the connections shall be placed above the connections. All used marks shall be explained.
(5) The explanatory notes shall be given in the Czech language and in the language of the foreign State in whose territory the stops for the entry and exit of passengers are located, possibly in the English or German language.
Announcement and posting of timetable and changes thereto
(1) The Transport Authority shall declare information on the validity of the timetables and the dates of their changes in the usual manner.
(2) The carrier publishes the approved timetable by posting it
(a) on each bus line or by submitting it to the driver of the bus at the request of the passenger; This provision does not apply to the timetable for urban bus transport,
(b) at the stop sign throughout its period of validity.
(3) In the timetable displayed at the stop sign, the name of the stop shall be marked graphically. In the case of a two-way timetable, the appropriate arrow indicating the direction of travel shall also be marked graphically.
(4) The holder of the stop mark will allow the carrier having the relevant stop mentioned in the licence decision and contributing to the maintenance of the marker, to hang the approved timetable.
(5) The carrier shall ensure, throughout the period of validity of the timetable, a regular check of the timetable displayed at the stop sign and its legibility under normal light conditions. In the event of damage to the timetable, the carrier shall ensure its replacement without delay. The invalid timetable shall remove the carrier from the stop sign no later than the day following its expiry.
Organisation of a national information system on timetables
(1) The national timetables information system contains:
(a) approved timetables for public domestic scheduled services, with the exception of the timetables for urban bus services operating on the territory of the city;
(b) approved timetables for public international scheduled services, which have a stop in the Czech Republic for boarding or leaving passengers.
(2) The national timetables information system is considered to be one of the places of contact with passengers, (2) from which additional information is to be provided, such as declared contractual terms and tariffs.
(3) For the purposes of the transmission of the approved timetable to the national timetable information system, the carrier shall submit a timetable for public domestic regular services with the content referred to in Section 3, processed in electronic form in the format and structure of the data established by the competent authority.
(4) The approved timetable for public national scheduled services shall be forwarded by the competent transport authority in electronic form to the national timetable information system no later than 15 working days before the start of its validity.
(5) The approved timetable for public international scheduled services will be forwarded by the domestic carrier in electronic form in the format and structure of the data established by the Ministry of Transport and Communications to the national timetable information system immediately after its approval.
(6) The competent transport authority shall clearly notify to the national timetable information system the expiry of the timetable due to the expiry of the licence issued under the special legislation, 3) and no later than 10 days after the date on which the decision becomes legally applicable.
(7) Where a legal person is entrusted with the management of a national information system, the Ministry of Transport and Communications shall notify it, in the case of public international regular services, of the details of the approval of the new timetable or of the expiry of the timetable due to the expiry of the licence issued under the special legislation, (3) not later than 10 days after the date on which the decision becomes final.
Repeal
Decree No. 49 / 1998 Coll., on timetables and the organisation of a national information system on timetables, is hereby repealed.
Efficacy
This Decree shall take effect on 10 June 2001.

1. Markings of the time range of connections

The above marks may be combined with each other, the combination of the mark with the marks,, and the combination of the mark with the mark being inadmissible. The above marks shall be used in a logical combination with the marks referred to in point (b) in order to express the time range of operation of the connections on specific dates or at certain intervals of days.
(b) Markings for expressing the time range of connection operation in specific data days or at certain intervals of days
A two-digit white colour number placed in a rectangle with a black fill from the interval between and below the "negative mark 'shall be used to determine the time range of operation of the connections in excess of the marks referred to in (a) and their authorised combinations. The negative mark selected may be combined with the marks given under (a) only for specified dates (also goes..., goes..., does not go..., does not go...,...,...) or for a certain interval of days (does not go from... to...) or for certain intervals of days (does not go... to..., from..., to..., from... to...). The indication of the interval of days as odd or even weeks is also permitted, the method of numbering even and odd weeks is determined according to ČSN EN 28601. Arabic numerals shall be used to indicate the data. Where a timetable is set for one year, the date marking shall not indicate a year. The number of days (e.g. 25.12 or 28.10, 25.12, 1.1) or the number of intervals (e.g. 1.7. to 31.8 or 1.7. to 31.8, 28.10, 23.12. to 2.1) for individual brands is not limited.
The meaning of the negative marks is not defined, and only the following text wording or combinations thereof are permitted for its expression.
